Why building a moderately prosperous society is a strategic goal
What is the goal of building a moderately prosperous society? Through the efforts of the whole Party and the people of all nationalities, we have successfully achieved the goals of the first and second steps of the "three-step" strategy of modernization, and the people's lives have generally reached a moderately affluent level. This is a great victory for the socialist system and a new milestone in the history of the development of the Chinese nation. Looking at the overall situation, the first two decades of the 21st century are an important period of strategic opportunity for China that must be grasped tightly and in which much can be done. In accordance with the development goals set forth at the Tenth National Congress for 2010, 100 years after the founding of the Party and 100 years after the founding of the new China, we must, in the first two decades of this century, concentrate our efforts on comprehensively building a higher level of moderately affluent society benefiting more than a billion people, so as to make the economy more developed, democracy more sound, science and education more progressive, culture more prosperous, society more harmonious, and the lives of the people more substantial. This is the stage of development necessary to achieve the third step of modernization, and it is also the key stage for improving the socialist market economic system and expanding openness to the outside world. After this stage of construction and a few more decades of struggle, modernization will be basically realized by the middle of this century, and China will be built into a rich, strong, democratic and civilized socialist country. The goals of building a moderately prosperous society in all respects are: - On the basis of optimizing structure and improving efficiency, GDP will strive to quadruple its 2000 level by 2020, and comprehensive national strength and international competitiveness will be significantly enhanced. Basic industrialization will be achieved, and a sound socialist market economic system and a more dynamic and open economic system will be built. The proportion of the urban population will increase substantially, and the trend of widening disparities between workers and peasants, between urban and rural areas, and between regions will be gradually reversed. The social security system will be more sound, social employment will be fuller, family property will generally increase, and the people will lead a more affluent life. --Socialist democracy is more perfect, the socialist legal system is more complete, the basic strategy of ruling the country according to law has been fully implemented, and the people's political, economic and cultural rights and interests are effectively respected and safeguarded. Democracy at the grassroots level is more sound, social order is good, and the people live and work in peace and contentment. --The ideological and moral quality, scientific and cultural quality and health quality of the entire nation have been significantly improved, and a relatively complete national education system, scientific and technological and cultural innovation system, and national fitness and medical and health care system have been formed. The people enjoy opportunities to receive a good education, basically universalize high school education, and eliminate illiteracy. A learning society in which all people learn and learn throughout their lives will be formed, and the all-round development of people will be promoted. -- The capacity for sustainable development will be continuously strengthened, the ecological environment will be improved, the efficiency of resource utilization will be significantly enhanced, harmony between man and nature will be promoted, and society as a whole will be pushed onto the path of civilized development with development in production, affluent living, and ecological well-being. The development goal of building a moderately prosperous society in all respects, as proposed at the Sixteenth National Congress, is a comprehensive indicator that encompasses all aspects of economic, political and cultural development. With reference to the indicator system commonly used internationally to measure modernization, and taking into account China's national conditions, the relevant departments have concluded that the basic criteria for building a moderately prosperous society in all respects include the following ten aspects: First, per capita GDP of more than 3,000 U.S. dollars. This is a fundamental indicator of the completion of a moderately prosperous society in all respects; in 2000, China's per capita GDP was US$854. According to the development rate of quadrupling GDP, by 2020, China's per capita GDP will exceed US$3,000, reaching the average level of middle-income countries at that time. Second, the per capita disposable income of urban residents is 18,000 yuan (at constant 2000 prices, the same below). Over the past two decades, the per capita disposable income of urban residents in China has increased threefold. It is expected that in the next two decades, China's economy will continue to develop rapidly, and the income level of urban residents will be able to maintain the growth momentum of the past two decades, reaching 18,840 yuan by 2020, slightly exceeding the well-off target. Third, the per capita net income of rural households is 8,000 yuan. Over the past two decades, the per capita income of rural residents in China has increased by 3.5 times, including a 1.6-fold increase in the past decade, to 2,253 yuan in 2000. It can be expected that in the next two decades, with the deepening of rural reform and the modernization of agriculture, farmers' incomes are likely to increase by a factor of 3.2, with the average per capita income of rural households reaching 7,210 yuan, basically realizing the goal of moderately prosperous lives, and narrowing the gap between the incomes of urban and rural residents. Fourth, the Engel's coefficient is lower than 40 percent. In the past ten years, the Engel coefficient of urban residents' consumption has dropped by 15 percentage points, and rural residents' consumption is in the process of new upgrading; in 2000, the national Engel coefficient was 46 percent. It is expected to fall to 40 percent by 2020, and to about 35 percent around 2020. Fifth, the per capita housing floor space in towns and cities is 30 square meters. In the past ten years, the average annual increase per person was 0.5 square meters, reaching 19 square meters in 2000. It is expected to exceed 30 square meters in 2020. Sixth, the urbanization rate has reached 50 per cent. China's urbanization rate has increased by 1 percentage point per year in the past decade, reaching 36.2 per cent in 2000. In the next two decades, China will adhere to the urbanization strategy and industrialization will enter an accelerated stage of development, so that the urbanization rate can be increased by 1 percentage point per year and reach 56% by 2020. Seventh, the penetration rate of household computers is 20%. By 2000, the computer penetration rate of urban and rural households in China was about 4.2%, of which the urban household computer penetration rate was 9.7%. In the past few years, the computer penetration rate has shown a trend of accelerated improvement, and the target of 20% computer penetration rate can be basically realized by 2020. Eight, university enrollment rate of 20% or more. At present, China's university enrollment rate of 11%. With the intensification of the strategy of developing the country through science and education, and the participation of social forces in running schools, China's university enrollment rate could reach 15% by 2005, and it is possible that it will exceed 20% and reach 25% by 2020. Nine, the number of doctors per 1,000 people is 2.8 or more. By 2000, China had 2 doctors per 1,000 people, higher than the world average, and by 2020 it is expected that there will be more than 3 doctors per 1,000 people. Tenth, the minimum subsistence guarantee rate for urban residents should be over 95 percent; in 2001, the minimum subsistence guarantee rate for urban residents reached 71.6 percent, and it is expected that by 2020 it will reach 95 percent of the moderately prosperous level. There are no specific quantitative indicators for democracy, the rule of law and the building of spiritual civilization, so they can only be taken as a basic standard. It can be affirmed that, after realizing the goal of building a moderately prosperous society in all aspects, our motherland will be more prosperous and strong, the people's lives will be happier and better, and socialism with Chinese characteristics will further show its great superiority.
