Legal Basis: "The People's Republic of China *** and the State Law on Prevention and Control of Infectious Diseases" Article 2
The State's prevention and control of infectious diseases to carry out the policy of prevention, prevention and treatment, classification and management, relying on science, relying on the masses.
Article 20 Local people's governments at or above the county level shall formulate plans for the prevention and control of infectious diseases, and report them to the people's government at the next higher level for the record.
The plan for the prevention and control of infectious diseases shall include the following main contents:
(1) the composition of the command department for the prevention and control of infectious diseases and the duties of the relevant departments;
(2) a system of monitoring, information collection, analysis, reporting, and notification of infectious diseases;
(3) the tasks and responsibilities of the institutions of disease control and prevention and of the health care institutions in the event of an outbreak of infectious diseases;
(4) the duties of the local people's government at or above the county level; and
(4) classification of outbreaks and epidemics of infectious diseases and the corresponding emergency work program;
(5) prevention of infectious diseases, on-site control of outbreaks and epidemics, emergency response facilities, equipment, treatment of medicines and medical equipment, and the stockpiling and mobilization of other materials and technologies.
Local people's governments and disease prevention and control agencies received the State Council health administrative department or the people's governments of provinces, autonomous regions and municipalities directly under the Central Government issued an early warning of infectious diseases, should be in accordance with the prevention of infectious diseases, control plans, take appropriate preventive and control measures.
Article 21 of the medical institutions must strictly implement the State Council administrative department of health management system, operating standards, to prevent infectious diseases and hospital-acquired infections.
