China's basic medical insurance medicines have an access system, and basic medical insurance medicines are divided into two categories: Class A and Class B medicines. Class A drugs are those that are necessary for clinical treatment, widely used, with good therapeutic effects, and with low prices in the same category, and can guarantee the basic needs of treatment; Class B drugs are those that can be chosen for clinical treatment, with good therapeutic effects, and with a slightly higher price in the same category than those of Class A drugs.
Category A drugs and category B drugs are stipulated by the Ministry of Human Resources and Social Security and the State Planning and Health Commission through the National Catalog of Drugs for Basic Medical Insurance, Workers' Compensation Insurance and Maternity Insurance, and provinces, municipalities directly under the central government and autonomous regions can make appropriate adjustments to the category B drugs in the national catalog. Expenses incurred in the use of Class A drugs shall be paid in accordance with the provisions of the basic medical insurance; expenses incurred in the use of Class B drugs shall be paid by a certain percentage of the insured out-of-pocket first, and then in accordance with the provisions of the basic medical insurance.
