11992 version of the "engineering survey and design charges" the main problems

(2) charges are low. With the rise in wages, costs and new housing, insurance costs, the 1992 version of the fee has been obviously low, taking into account the survey and design enterprise costs, profits, taxes and social affordability, appropriate increase in fees, can take into account the interests of both buyers and sellers, and get a better market acceptance.

(3) the fee standard itself there are duplication, double track and other contradictions, fee rules are not sound. Domestic regions, geographical market unification and international and domestic market unification of the development trend, the requirement of fee standards must be unified. From the domestic situation, with the development of the socialist market economy, regional economic development imbalance improvement, the past man-made price system has been basically replaced by the market price system; from the international situation, with China's accession to the WTO, the domestic market and the international market tends to unify, and thus the fee standard must be unified.

3 The use of the new version of the "Engineering Survey and Design Charges"

3.1 The scope of application of the new version of the "Engineering Survey and Design Charges"

The new version of the "Engineering Survey and Design Charges" applies to the Chinese People's Republic of China*** and the construction projects within the territory of the engineering survey and engineering design charges. All construction projects built in the territory of the Chinese People's Republic of China, whether domestic or foreign investment, and whether domestic or foreign survey and design units, in principle, should implement this fee standard. 3.3 Calculation of design charges for a construction project design project as an example

Some industry engineering design itself includes equipment design, not another non-standard equipment design fees. 4. Software preparation costs: refers to the factory production process computer control programs and other preparation costs.
