Article 2 The term “ambulance” as mentioned in these Measures mainly refers to the ambulances used for daily pre-hospital first aid, emergency response to public health emergencies, emergency medical rescue, disaster relief and disease prevention, and major events. Article 3: These measures shall apply to ambulances registered in this city.

Chapter 2 Ambulance Classification

(2) Health emergency ambulance.

Article 6 The design, performance, functions, electrical requirements, complete vehicle, medical cabin and configured medical equipment of the ambulance shall comply with the national ambulance health industry standards and the National Health and Family Planning Commission emergency equipment reference standards .

Article 7 Ambulances shall be equipped with ambulance marking lamps in accordance with the provisions of road traffic laws and regulations. Chapter 3 Allocation Standards

Article 8 Ambulance allocation principles should be reasonably allocated based on regional population status, level of medical institutions and needs of medical emergency and health emergency tasks, and achieve full area coverage , shorten the first aid radius, facilitate command and dispatch, and improve the efficiency of medical first aid and health emergency work.

Article 9 Medical institutions shall deploy ambulances in accordance with the following standards:

(1) Medical institutions with no beds or with 49 or less beds (excluding township health centers, Community health service centers) are not equipped with ambulances in principle.

(2) Medical institutions with 50-149 beds can be equipped with 1 ambulance; medical institutions with 150-249 beds can be equipped with 2 ambulances; medical institutions with 250-349 beds , can be equipped with 3 ambulances, and by analogy, the total number of secondary hospitals shall not exceed 5, and the total number of tertiary hospitals shall not exceed 10; those with 3 or more ambulances must be equipped with 1 rescue and monitoring ambulance, and Ensure that one vehicle is equipped with special equipment for pediatric rescue.

(3) Municipal and district and county emergency medical sub-centers (stations) are equipped with one ambulance for every 30,000 to 50,000 people.

Article 10 Disease prevention and control, health supervision, blood collection and supply and other medical and health institutions shall reasonably allocate corresponding types of ambulances according to their functions and tasks.

Blood transport ambulances are only equipped and used by professional blood collection and supply institutions for blood transport.

Article 11: The supporting unit of the health emergency team (including the mine rescue team) may appropriately add corresponding models of ambulances based on its functions, tasks, and relevant equipment standards.

Article 12 For ambulances donated free of charge by foreign governments or social groups, detailed certification materials for free donation should be provided to apply for new ambulance quotas according to the procedures for adding new quotas.

Chapter 4 Review and Handling Procedures

Article 13 Ambulances are included in the management of special vehicles. When applying for registration of a new vehicle, in addition to the certificates and vouchers that must be submitted in accordance with laws and administrative regulations, the "Chongqing Ambulance Indicator Allocation Form" issued by the Municipal Health and Family Planning Commission must also be submitted.

Article 14 To add or update an ambulance, a medical and health institution shall submit an application to the competent health and family planning administrative department. After preliminary review and approval by the competent health and family planning administrative department, the relevant information shall be submitted to the Municipal Health and Family Planning Commission for review. . (1) Chongqing Ambulance Configuration Application Form (see Attachment 1).

Article 15 The Municipal Health and Family Planning Commission will review the application within 15 working days from the date of formal acceptance. Article 16 When the vehicle management office handles ambulance registration, it shall examine the nature of use, logo pattern, logo lights and sirens of the vehicle.

Article 17 If ambulances need to be allocated or transferred under special circumstances, the transferee shall be a medical and health institution that meets the conditions for ambulance allocation. The competent health and family planning administrative department shall put forward opinions and report to the municipal health and family planning department. Chapter 5 Usage Management

Article 18 Ambulances are strictly controlled special vehicles and must obey the management and supervision of the Municipal Health and Family Planning Commission and the Municipal Traffic Management Bureau. Article 24 If an ambulance using unit violates these Measures, the competent health and family planning administrative department shall order it to make rectifications and notify it of criticism. If the circumstances are serious or if the violation is not corrected within the time limit, the unit leaders and relevant personnel will be held accountable. Violations of the "Road Traffic Safety Law of the People's Republic of China" and other regulations will be dealt with by the public security and traffic management departments in accordance with the law.

Chapter 6 Supplementary Provisions

Article 25 The Municipal Health and Family Planning Commission and the Municipal Traffic Management Bureau are responsible for the interpretation of these regulations according to the division of responsibilities.
