Government procurement process and process description

The government procurement flow chart and flow description are as follows:

First, open bidding.

Public bidding mainly refers to the procurement method in which the purchaser invites unspecified suppliers to participate in bidding by means of tender announcement according to law.

Open bidding is mainly applicable to projects with clear and complete core boundary conditions and technical and economic parameters in procurement requirements, which are in line with national laws and regulations and government procurement policies and will not change during the procurement process.

Second, competitive negotiation.

Competitive negotiation mainly refers to the negotiation between the negotiating team and qualified suppliers (many of them are three) on the procurement of goods, projects and services. The supplier submits the response document and the final quotation according to the requirements of the negotiation document, and the purchaser determines the new procurement method of the winning supplier from the candidates proposed by the negotiation team.

Third, single-source procurement

Single-source procurement mainly refers to the procurement method in which the purchaser purchases goods, projects and services from a specific supplier.

Four. Invitation to bid

Invitation to bid mainly refers to the procurement method in which the purchaser selects more than three suppliers from the suppliers who meet the corresponding qualifications according to law and invites them to participate in bidding by means of invitation to bid.

A survey of verbs (abbreviation of verb)

Inquiry mainly refers to the inquiry notice sent by the inquiry team to qualified suppliers, asking the suppliers to quote the price that cannot be changed at one time, and the purchaser determines the procurement method of the suppliers from the candidates put forward by the inquiry team.

Competitive consultation of intransitive verbs

Competitive negotiation mainly means that purchasers and government procurement agencies negotiate with qualified suppliers on the procurement of goods, projects and services by forming competitive consultation groups (hereinafter referred to as consultation groups), and suppliers submit response documents and quotations according to the requirements of consultation documents.

The purchaser shall determine the procurement method of the winning supplier from the list of candidate suppliers put forward after the review by the advisory group. Competitive negotiation still follows the trading mechanism of "providing or obtaining purchasing demand first, then making competitive quotation".
