Regulations on the Protection of Zhaotong Fishery Cave Reservoir in Yunnan Province

Article 1 In order to strengthen the protection and management of fishing hole reservoir, prevention and control of water pollution, soil erosion and reservoir siltation, to protect the people's living, production and water security, according to the "Chinese People's Republic of China *** and the State Water Law", "Chinese People's Republic of China *** and the State of Water Pollution Prevention and Control Law" and other relevant laws and regulations, in conjunction with the local actuality, to formulate the Regulations. Article 2 units and individuals engaged in activities in the reservoir protection zone shall comply with these regulations. Article 3 Reservoir protection adhere to the people-oriented, scientific planning, rational utilization, comprehensive prevention and control and sustainable development principles. Article 4 Any unit or individual has the obligation to protect the reservoir and conserve water, and has the right to stop and report pollution of reservoir water, destruction of soil and water resources and reservoir facilities and other acts. Article 8 The relevant departments of the Zhaotong Municipal People's Government, the Zhaoyang District, Ludian County, Yongshan County People's Government and its relevant departments shall increase the runoff area environmental protection and ecological construction, prevention and control of water pollution and soil erosion; the planned implementation of the return of farmland to forests and grasslands; the creation of water-sourced forests, the protection of natural vegetation; the implementation of national land restructuring and prevention of geologic hazards; to promote the biogas pools, energy-saving stoves and the use of coal in place of firewood, electricity in lieu of firewood and other construction of alternative energy in rural areas; guiding the scientific application of chemical fertilizers and pesticides, properly treating sewage and garbage from production and living, promoting dry toilets, and preventing and controlling surface pollution. Article IX Zhaotong city people's government fishing hole reservoir management agencies to perform the following duties:

(a) publicize and implement relevant laws and regulations.

(2) the formulation of the reservoir protection area of the protection, development and utilization of planning, comprehensive remediation programs and protection and management of supporting methods, reported to the Zhaotong Municipal People's Government for approval, is responsible for supervising the implementation.

Reservoir water fees and water resource fees retained in a certain percentage should be withdrawn for the protection and development of the runoff area. Article 13 The following acts are prohibited in the first-level protection zone:

(1) new construction, alteration and expansion of buildings other than environmental protection and water supply projects.

(2) Discharging feces, sewage, wastewater, waste liquid and dumping solid waste into water bodies.

(c) Washing vehicles and utensils, washing clothes and swimming in water bodies.

(d) Blasting, drilling wells, burying, quarrying gravel, and extracting soil.

(v) Unauthorized boat operation.

(F) Reclamation, grazing, hunting, large-scale breeding and slaughtering of livestock and poultry, and discarding livestock and poultry carcasses.

(vii) The sale and use of highly toxic, high-residue pesticides and phosphorus-containing detergents.

(viii) Moving and destroying boundary pillars.
