Specifications for setting up a second-level Chinese medicine hospital

I. Beds

Inpatient beds between 80 and 299.

Second, departmental settings

Three, personnel

(a) the main person in charge of the hospital should have a "practicing physician's qualification certificate" and registered to practice, engaged in clinical work in secondary hospitals for more than five years, good health and able to personally preside over the medical work.

(ii) Each bed shall be equipped with at least 0.88 health technicians on average. All doctors should have the Physician's Qualification Certificate and be registered for practice.

(iii) Each bed is equipped with at least 0.4 nurses on average, of which at least one is an associate chief nurse and five are chief nurses. All nurses should have a Nurse Practitioner Certificate and be registered to practice.

(4) The directors of the first-level clinical departments and key specialties must be chief physicians of the corresponding specialties; at least 50% of the directors of the second-level departments are associate chief physicians or above. Pharmacy, Laboratory, Medical Imaging, Pathology and other medical and technical departments have more than 25% of health and technical personnel with positive senior titles.

(v) The proportion of personnel with undergraduate education or above and the proportion of Chinese medicine personnel in the medical personnel shall not be less than 60%. The proportion of senior title personnel in the whole hospital staff is not less than 8%.

Four, site selection

(a) The community in which the secondary general hospital is located serves a population of 300,000-500,000 people.

(ii) The shortest distance between the new hospital and the clinic is not less than 500 meters, the shortest distance between the clinic or community health service center is not less than 1,000 meters, and the shortest distance between the hospital and the hospital is not less than 2,000 meters.

V. Architecture, Facilities and Environment

The hospital shall have good lighting and ventilation, and the architectural design and facilities shall meet the requirements of diagnosis, treatment and management work, reflecting the principle of patient-centeredness, and conforming to hygiene and aesthetics to create a harmonious medical and humanistic environment.

(1) The hospital rooms shall be independent buildings.

(2) The average floor area per bed shall be not less than 130 square meters, the average floor area of the business room per bed shall be not less than 110 square meters, the floor area per bed of the ward shall be not less than 8 square meters, the green area shall be at least 35% of the total floor area, and every 100 beds shall be equipped with at least 30 parking spaces.

(3) Each clinic is relatively independent, with a use area of not less than 10 square meters.

(4) The infrastructure of the hospital, including fire protection, environmental protection, radiation hygiene, pressure vessels (such as sterilizers, hyperbaric oxygen, etc.), elevators, etc., should be tested and accepted by the appropriate departments of fire protection, environmental protection, disease control, quality and technical supervision.
