Xiamen City, urban planning and management of technical regulations (provisional)

Chapter I General Provisions Article 1 In order to strengthen the management of urban planning in Xiamen City, to ensure the implementation of the "Urban Planning Law", according to "Xiamen City, urban planning regulations", "Xiamen City, the master plan) and other relevant documents, combined with the actual situation in the city, the formulation of these provisions. Article 2 The provisions of this regulation applies to Xiamen City, within the scope of the urban planning area of the construction projects. The city planning area of temporary construction, village construction and private housing construction in accordance with other relevant provisions. Tong'an County may refer to the implementation of these provisions. Article 3 The preparation of detailed control planning, detailed construction planning and urban design shall comply with the provisions of this regulation. Where the land area of a construction project exceeds 20,000 square meters, detailed construction planning or urban design shall be prepared. The construction of various construction projects shall be carried out in accordance with the approved detailed construction planning or urban design, and if there is no approved plan as mentioned above, it shall be carried out in accordance with the zoning plan and these regulations. Article 4 Within the planning area of Xiamen City, all kinds of specialized land use projects shall conform to the requirements of their professional and technical specifications that have been promulgated and these regulations. Chapter II Classification of construction land and suitable scope of construction Article 5 The construction land in the city shall be classified as follows according to the basic principles of its main use and functional zoning, with reference to the "Urban Land Use Classification and Planning and Construction Land Use Standards" (GB137-90):

(1) Residential land;

(2) Land for public *** facilities;

(3) Industrial land;

(3) Industrial land;

(4) Public facilities;

(5) Industrial land;

(6) Public facilities; and ) industrial land;

(iv) warehousing land;

(v) municipal utility land;

(vi) green space. Article 6 Residential land (R) refers to various types of piece or piecemeal land such as residential neighborhoods, residential neighborhoods, residential clusters and unit living areas. Residential land includes residential land, land for public ****service facilities below the level of residential neighborhoods and subdistricts, road land and green land.

(1) The first type of residential land (R1) refers to low-rise residential land. The building density is low, the green space rate is high and the environment is good;

(ii) The second category of residential land (R2) refers to land with mainly multi-storey residential buildings;

(iii) The third category of residential land (R3) refers to land with mainly high-rise residential buildings. Article 7 Land for public **** facilities (C) refers to land for administrative, economic, cultural, educational, health, sports and scientific research and design institutions and facilities at the residential area and above the level of the residential area, excluding land for public **** service facilities in residential land.

(i) land for administrative offices (C1), which refers to land for administrative organs, parties and social organizations;

(ii) land for commercial and financial industries (C2), which refers to land for commerce, finance, insurance, services and hotels;

(iii) land for cultural and recreational purposes (C3), which refers to land for press, publication, culture and art, broadcasting, cinematography and television, books and exhibitions, and recreation and other facilities;

(iv) land for sports (C4), land for stadiums and sports training bases, etc., excluding land for sports within schools and other units;

(v) land for medical and health care (C5), land for facilities for medical treatment, health care, sanitary epidemiological defense, rehabilitation and first aid;

(vi) land for education and scientific research and design (C6), land for institutions of higher learning, secondary specialized schools, adult schools, amateur schools, schools for the disabled, work-study schools, scientific research and survey and design institutions, etc., excluding the land for secondary schools, elementary school and child-care facilities (included in residential land). Article 8 Industrial land (M), refers to land for production workshops, warehouses and their ancillary facilities of industrial and mining enterprises.

(1) Industrial land (M1) of the first category refers to industrial land that is basically free of interference and pollution to the environment of residential and public **** facility land;

(2) Industrial land (M2) of the second category refers to industrial land that has some interference and pollution to the environment of residential and public **** facility land;

(3) Industrial land (M3) of the third category refers to industrial land that has some interference and pollution to the environment of residential and public ****facility sites of industrial land with serious interference and pollution of the environment. Article 9 Warehousing land (W), means land for warehousing enterprises' warehouses, stockyards and packing and processing workshops and their ancillary facilities.

(1) General warehouse land (W1), refers to the land of general warehouses for storing general goods;

(2) Dangerous goods warehouse land (W2), refers to the land of specialized warehouses for storing dangerous goods such as flammable, easy to use and highly toxic. Article 10 Municipal Utilities Land (U) refers to the land for municipal utilities at the municipal, district and residential district levels, as well as their attached buildings (including structures, the same hereinafter) and management and maintenance facilities.

(i) Land for supply facilities (U1) means land for facilities such as water supply, electricity supply, gas supply and heat supply, excluding land for power plants and gas plants (included in industrial land);

(ii) Land for transportation facilities (U2) means land for public *** passenger transportation, freight transportation and other transportation facilities;

(iii) Land for postal and telecommunication facilities (U3) means land for postal, telecommunication and other facilities;

(d) land for environmental sanitation facilities (U4), which refers to land for rainwater and sewage pumping stations, sewage treatment plants, and facilities for the collection, storage and treatment of feces and garbage;

(e) land for construction and maintenance facilities (U5), which refers to land for construction and maintenance and repair facilities for building construction, equipment installation, municipal engineering, greening, underground structures, etc.

(F) Land for other municipal utilities (U6), such as land for facilities for firefighting and flood control. Article 11 Green space (G), refers to the public **** green space and production protection green space (including the waters within its boundaries) at the municipal, district and residential district levels.

(a) public **** green space (G1), open to the public, with certain recreational facilities or decorative role of the green space, including various types of parks and street green space;

(b) production and protection of the green space (G2), refers to the green space used for garden production, isolation, sanitation and security protection.
