The minimum living security system for urban residents shall be implemented by local people's governments at all levels. The civil affairs departments of local people's governments at or above the county level shall be specifically responsible for the management of the minimum living guarantee for urban residents within their respective administrative areas; The financial department shall, in accordance with the provisions, implement the minimum living guarantee fund for urban residents; Statistics, price, audit, labor security and personnel departments are responsible for the division of labor, and are responsible for the work related to the minimum living guarantee for urban residents within their respective responsibilities.
The civil affairs departments of the people's governments at the county level, sub-district offices and town people's governments (hereinafter referred to as the administrative examination and approval authorities) are responsible for the specific administrative examination and approval of the minimum living guarantee for urban residents.
The residents' committee may, according to the entrustment of the administrative examination and approval authority, undertake the daily management and service of the minimum living guarantee for urban residents.
