Measures for disinfection management (1992)

Chapter I General Provisions Article 1 These Measures are formulated in accordance with the relevant provisions of the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases and the Measures for the Implementation of the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases in order to strengthen the disinfection work and the management of disinfection agents and disinfection instruments, prevent the spread of diseases and safeguard human health. Article 2 The health administrative departments of governments at all levels shall exercise unified supervision and management over disinfection work.

Military, railway, transportation and civil aviation health authorities are responsible for the supervision and management of disinfection in this system in accordance with the Measures for the Administration of Disinfection. Article 3 Health and epidemic prevention institutions at all levels shall monitor and manage the disinfection effect of disinfectants, disinfection instruments and disposable medical and health articles produced, operated and used according to the relevant national hygiene standards and disinfection technical specifications.

The health and epidemic prevention institutions of the army, railways, transportation and civil aviation undertake the disinfection monitoring and management within their own systems, and accept the professional guidance of the health and epidemic prevention institutions designated by the health administrative department of the local government. Article 4 The State implements a hygiene licensing system for the production, marketing and use of disinfectants, disinfection instruments and disposable medical and health articles.

The examination, approval and issuance of health permits shall be handled by the health administrative departments at or above the provincial level in all provinces, autonomous regions and municipalities directly under the Central Government in accordance with relevant regulations. Article 5 These Measures are applicable to medical and health care and disinfection services, and to all disinfectants, disinfection instruments and disposable medical and health supplies that are not listed in the current editions of People's Republic of China (PRC) Pharmacopoeia and China Pharmacopoeia, as well as units and individuals that produce, operate and use them and places that need disinfection. Chapter II Disinfection of Medical Care, Health and Epidemic Prevention Institutions Article 6 Management organizations of medical care institutions at all levels to prevent hospital infection are responsible for disinfection monitoring and technical guidance of their own units, and establish disinfection and isolation systems to prevent hospital infection. Seventh medical, health and health care personnel at all levels must receive training in disinfection and sterilization technology, master disinfection knowledge, and strictly implement the disinfection and isolation system according to regulations. Article 8 Medical articles entering human tissues or sterile organs must be disinfected. All kinds of injection, puncture and blood collection instruments must be disinfected by one person. All instruments and articles that come into contact with skin and mucous membranes must be disinfected.

Disposable medical supplies must be destroyed and recorded in time after use. Article 9 Disinfectants, disinfection instruments and disposable medical and health articles used by medical institutions, health care institutions and scientific research and teaching units must be products that have obtained the Hygiene Permit from the health administrative department at or above the provincial level, and the disinfection effect should be monitored regularly. Article 10 The air, surfaces and medical supplies of operating rooms, delivery rooms, baby rooms, burn departments and other relevant departments and laboratories of medical and health institutions at all levels must meet the relevant national hygiene standards. Hospital sewage discharge should comply with the National Hospital Sewage Discharge Standard. Vehicles, tools and contaminated articles transporting infected patients must be disinfected at any time. Article 11 When iatrogenic infection occurs, resulting in the outbreak or epidemic of infectious diseases, the hospital shall promptly report to the local health and epidemic prevention institutions and take effective disinfection measures. Health and epidemic prevention institutions shall provide technical guidance for hospital disinfection. Chapter III Disinfection of Epidemic Spots Article 12 Plague and cholera in Class A infectious diseases and pulmonary anthrax and AIDS in Class B infectious diseases shall be disinfected in time by relevant units and individuals under the supervision and guidance of local health and epidemic prevention institutions, or the local health and epidemic prevention institutions shall be responsible for terminal disinfection. Thirteenth viral hepatitis, bacillary dysentery, typhoid and paratyphoid, polio, diphtheria, etc. Class B infectious diseases must be disinfected by relevant units and individuals or by local health and epidemic prevention institutions according to the health requirements put forward by local health and epidemic prevention institutions. Chapter IV Preventive Disinfection Article 14 Furs from epidemic areas that may be contaminated by pathogens of infectious diseases and their purchasing, transportation and processing departments, as well as articles and places that may lead to the spread of infectious diseases between people and animals, must be disinfected according to the requirements of health and epidemic prevention institutions. Fifteenth child care institutions indoor air, tableware, towels, toys, etc. Must be disinfected regularly in accordance with relevant regulations. Sixteenth food production and business units and public places disinfection management, in accordance with the relevant provisions of the "People's Republic of China (PRC) Food Hygiene Law (Trial)" and "Regulations on Hygiene Management in Public Places". Article 17 The disinfection of drinking water must conform to the national Hygienic Standard for Drinking Water. Article 18 Units or individuals dealing in used clothes and articles permitted by the state must be disinfected according to the requirements of health and epidemic prevention institutions. Nineteenth funeral homes, crematoriums and places where bodies and vehicles are parked must establish a regular disinfection system. Chapter V Disinfection of Medical and Health Supplies Article 20 Disposable medical and health supplies shall be sterilized or disinfected according to their purposes, and shall be approved by the health administrative department of the provincial government and obtain the Hygiene Permit. Hygienic products must meet the relevant national hygiene standards before they can leave the factory and be sold. All units engaged in the production and sale of such goods must accept the supervision of the local health administrative department and the monitoring and management of the health and epidemic prevention institutions. Twenty-first raw materials for the production of disposable medical and health supplies must be clean and harmless to the human body. All disposable medical and health products after disinfection and sterilization should be strictly prevented from being contaminated again. The approval number, factory name, batch number, disinfection method, disinfection date and expiration date should be indicated on the package, and detailed instructions for use should be attached to introduce the product preservation conditions and precautions for use.
