8. 1 The labor capacity design of industrial enterprises that produce or use toxic substances and may cause acute occupational hazards should include the establishment and staffing of emergency rescue organizations (stations).

8. 1. 1 Emergency rescue agencies (stations) can be located in medical clinics or health centers in the factory. If they are located outside the factory, the distance between emergency rescue agencies (stations) and industrial enterprises and the best response time should be considered.

8. 1.2 The number of first-aid personnel of the emergency rescue organization should be 0. 1% ~ 5% according to the scale of the workplace, the characteristics of occupational harmful factors and the number of workers, and the first-aid personnel should be trained in relevant knowledge and skills. Conditional enterprises should arrange at least 1 first-aid personnel for each shift.

8.2 High-risk industrial enterprises that produce or use highly toxic or toxic substances should set up emergency rescue stations or toxic gas protection stations.

8.2.2 The equipment of toxic gas protection station shall be determined according to the nature of occupational hazards, enterprise scale and actual needs, and the configuration can refer to Appendix A, Table A.3..

8.2.3 Workshop (post) shall be equipped with anti-virus appliances and anti-virus appliance storage cabinets. Anti-virus appliances should be sealed in special storage cabinets, clearly marked, and regularly maintained and inspected to ensure emergency use.

8.2.4 The supporting equipment such as heating, ventilation, air conditioning, water supply and drainage, electrical appliances and lighting in the station shall be configured according to the corresponding national standards and specifications.

8.3 In the workplace or workshop where chemical burns and acute skin and mucous membrane absorption poisoning may occur, on-site emergency treatment facilities should be set up near the workplace according to the possible or existing occupational hazard factors and their hazard characteristics. First aid facilities should include: uninterrupted shower and eye washing facilities; Gas protection cabinet; Personal protective equipment; First aid kit or box and first aid medicine; Stretchers and equipment for transporting patients; Emergency treatment facilities and emergency rescue communication equipment, etc.

8.3. 1 Emergency rescue facilities shall be clearly marked and maintained regularly in accordance with relevant regulations to ensure their normal operation.

8.3.2 Shower and eye washing facilities should be close to the workplace where corresponding accidents may occur.

8.3.3 The first aid kit should be placed in a place convenient for workers to access. The contents of the equipment can be determined according to the actual needs with reference to Table A.4 in Appendix A, and the special person shall be responsible for regular inspection and update.

8.4 The emergency rescue agencies (stations) set up in the industrial park should consider the characteristics of enterprises in the park as a whole to meet the needs of emergency rescue of enterprises.

8.5 For the sanitary design of industrial enterprises that produce or use toxic substances and may cause acute occupational hazards, emergency rescue plans for sudden occupational poisoning should be formulated.
