The health department of the local people's government at or above the county level is the competent authority for prehospital medical emergency care, and is responsible for organizing, coordinating, supervising and managing the work of prehospital medical emergency care in the administrative area. Township people's governments and street offices shall do the relevant work of pre-hospital medical emergency in accordance with the regulations.

Encourage and support social forces to participate in pre-hospital medical emergency. Cities and counties (cities) independently set up first aid centers to perform pre-hospital medical emergency command and control, training and assessment, information system construction, emergency supplies reserves and other duties. First aid stations (points) should be maintained, maintenance, cleaning, disinfection of ambulances, to maintain good condition and vehicle hygiene. Article 7 An ambulance shall enjoy the following rights when it carries out pre-hospital medical emergency tasks:
