Legal analysis: The following documents are required to be submitted for motorcycle scrapping: (1) Receipt (copy) for payment of bid-winning fee issued by motor vehicle auction center; (2) The original and photocopy of the scrap vehicle recycling certificate issued by the metal recycling company; (3) The original and photocopy of the Certificate of Motor Vehicle Cancellation issued by the vehicle management office; (4) A copy of the administrative certificate and vehicle registration certificate that can completely reflect the previous transfer information of motor vehicles (note: the first column of the registration certificate must include the name and ID number of the owner who participated in the auction of the city permit); (five) the new car certificate and a copy; (six) the original and photocopy of the current owner's ID card. If the two-wheeled motorcycle brought into the city pass has been transferred, and then scrapped and updated to apply for the city pass, if the current owner cannot fully reflect the copy of the vehicle registration certificate of the previous transfer information of the motor vehicle, it shall also submit: a copy of the ID card of the owner who participated in the auction of the city pass; And the original and photocopy of the unified invoice for second-hand car sales that reflects the previous resale, or the original and photocopy of the Reply of Motor Vehicle Registration Information that can reflect the previous transfer information of the motorcycle issued by the vehicle management department.

Legal basis: the standard of compulsory scrapping of motor vehicles

Article 2 The State shall, according to the purpose, safety technology and emission detection of motor vehicles, implement compulsory scrapping of motor vehicles that meet the scrapping standards.

Article 3 The departments of commerce, public security, environmental protection, development and reform shall, according to their respective responsibilities, be responsible for the supervision and management of the recycling and dismantling of scrapped motor vehicles and the implementation of compulsory scrapping standards for motor vehicles.

Article 4 A registered motor vehicle shall be forcibly scrapped under any of the following circumstances, and the owner of the motor vehicle shall sell the motor vehicle to the scrapped motor vehicle recycling and dismantling enterprise, which shall handle the registration, dismantling and destruction in accordance with the regulations, and submit the registration certificate, license plate and driving license of the scrapped motor vehicle to the traffic management department of the public security organ for cancellation:

(1) Having reached the service life specified in Article 5 of these Provisions;

(two) after repair and adjustment, it still does not meet the relevant requirements of the national standards for motor vehicle safety technology in use;

(three) after the repair and adjustment or the use of control technology, the discharge of pollutants or noise into the atmosphere still does not meet the relevant requirements of the national standards for motor vehicles in use;

(four) after the expiration of the inspection period, the motor vehicle inspection mark has not been obtained within three consecutive motor vehicle inspection cycles.
