In order to implement Scientific Outlook on Development, accelerate the revitalization of Northeast China and promote the coordinated development of regional economy, this plan is formulated according to Several Opinions of the Central Committee of the State Council on Implementing the Revitalization Strategy of Old Industrial Bases in Northeast China and the Outline of the Eleventh Five-Year Plan for National Economic and Social Development of the People's Republic of China.

The plan focuses on clarifying the national strategic intention, the government's work priorities, guiding the behavior of market players, determining the overall thinking, main objectives and development tasks of revitalization, coordinating major regional development issues, and improving policies and measures to accelerate the revitalization of Northeast China.

Planning scope: Liaoning Province, Jilin Province, Heilongjiang Province and Hulunbeier City of Inner Mongolia Autonomous Region, Xing 'an League, Tongliao City, Chifeng City and Xilin Gol League (Mengdong area). The land area is 65.438+0.45 million square kilometers, and the total population is 65.438+0.2 billion.

The plan focuses on the "Eleventh Five-Year Plan" period, and the main problems are expected to be in 2020.

I. The situation we are facing

Since the implementation of the strategy of revitalizing the old industrial base in Northeast China, the economic and social development in Northeast China has been accelerated and its economic strength has been continuously improved. Significant progress has been made in institutional and institutional innovation focusing on the reorganization and restructuring of state-owned enterprises, and the level of opening up has been significantly improved. The technological progress of enterprises has achieved remarkable results, and the pace of structural adjustment has accelerated. The governance of coal mining subsidence areas and the transformation of shanty towns are progressing smoothly, and the pilot project of economic transformation of resource-based cities is progressing steadily. Infrastructure has been continuously improved, and positive results have been achieved in ecological construction and environmental protection. The urban social security system was initially established and the employment situation improved. The three years of implementing the strategy of revitalizing the old industrial base in Northeast China is a period in which the comprehensive economic strength of the three northeastern provinces has improved most significantly and urban and rural residents have benefited the most since the reform and opening up. Significant progress has been made in revitalizing the old industrial base in Northeast China.

The next five to ten years will be a crucial stage for Northeast China to stand on a new starting point, seek new development and realize all-round revitalization. The development of Northeast China faces many favorable conditions: the strategic thought of Scientific Outlook on Development and speeding up the construction of a harmonious socialist society put forward by the CPC Central Committee further enriches the connotation of revitalization and points out the development direction; The sustained, stable and rapid development of the national economy and the continuous improvement of comprehensive national strength are conducive to speeding up the system reform and structural adjustment in Northeast China. The continuous improvement of regional coordination and interaction mechanism is conducive to promoting the benign interaction, complementary advantages and common development between Northeast China and the eastern, central and western regions; China's participation in international competition, the utilization of domestic and foreign resources, and the accelerated pace of the two markets have created more opportunities for the Northeast to expand the fields and space of economic and trade cooperation and improve the level of opening up.

However, there are still some prominent contradictions and problems in the process of revitalizing Northeast China. First, the contradiction between system and mechanism has not been fundamentally solved, the non-public economy is underdeveloped, the degree of marketization is low, and the development vitality is insufficient. Second, the structural contradiction of the economy is still outstanding, the proportion of high-tech industries and modern service industries is low, the product supporting ability and system integration ability of equipment manufacturing industry need to be improved, the deep processing degree of raw material industry is low, and the independent innovation ability of enterprises is not strong. Third, the pressure of employment, re-employment and social security is still great, and the life of some people is still very difficult. Fourth, the supply capacity of some resources in the region has declined, and environmental pollution in some river basins, regions and sea areas is quite serious. Fifth, the sustainable development ability of resource-based cities, especially resource-exhausted cities, is weak, the development of alternative industries is slow, and social and ecological problems are prominent. We must attach great importance to these contradictions and problems and take effective measures to solve them.

Second, the guiding ideology and revitalization goals

Guided by Deng Xiaoping Theory and Theory of Three Represents, and guided by Scientific Outlook on Development, we will accelerate the construction of a harmonious socialist society and promote the overall revitalization of Northeast China. Take reform and opening up as the driving force, change the development concept and enhance the vitality of development. Take revitalizing the old industrial base as the main line, improve the ability of independent innovation, and promote structural adjustment and optimization. Taking the economic transformation of resource-exhausted cities as a breakthrough, we will speed up the solution of difficult problems in economic and social development. Building a well-off society in an all-round way with improving people's living standards as the starting point. Focus on the construction of new socialist countryside and promote the coordinated development of urban and rural areas and regions. Focus on developing circular economy and enhancing regional sustainable development capacity.

In accordance with the above guiding ideology, in view of the outstanding contradictions and problems existing in the revitalization of Northeast China, the following main measures are taken.

-accelerating the pace of reform and opening up. We will deepen structural reform, establish and improve the modern enterprise system and property rights system, promote the strategic adjustment of the state-owned economy, actively cultivate and develop the non-public economy, open wider to the outside world, and enhance the vitality of development.

-Accelerating structural adjustment and upgrading. Efforts should be made to improve the ability of independent innovation, promote the optimization and upgrading of industrial structure, promote industrialization with informationization, take a new road to industrialization, and enhance the comprehensive competitiveness of industries.

-Accelerating the process of regional cooperation. Establish a regional coordination and interaction mechanism, break down administrative barriers, speed up the rational flow of factor resources, strengthen the enjoyment of infrastructure, promote regional cooperation and promote coordinated development.

-Accelerating the economic transformation of resource-exhausted cities. Promote the establishment of compensation mechanism for resource development and assistance mechanism for declining industries, actively develop alternative industries, increase jobs, improve urban functions and promote the sustainable development of resource-based cities.

-Accelerate the construction of a resource-saving and environment-friendly society. Fully implement the basic national policy of saving resources and protecting the environment, actively develop circular economy, strengthen ecological construction and environmental protection, and promote the coordinated development of economy, resources and environment.

-Accelerate the development of social undertakings such as education, health, culture and sports. Strive to expand employment, improve the social security system, promote the construction of socialist democracy and legal system, maintain social stability and harmony, promote the all-round development of people, and let the people benefit from the implementation of the revitalization strategy.

(2) Revitalization objectives

Through the efforts of 10 to 15, Northeast China will be built into an important economic growth region with relatively perfect system and mechanism, reasonable industrial structure, relatively coordinated urban and rural development, benign development of resource-based cities, social harmony and high level of comprehensive economic development; Form an internationally competitive equipment manufacturing base, a national new raw material and energy security base, an important national commodity grain and agricultural product production base, an important national technology research and development and innovation base, and an important national ecological security protection zone to realize the comprehensive revitalization of Northeast China.

During the Eleventh Five-Year Plan period, the economic and social development in Northeast China should strive to achieve the following main objectives.

-Guided by Scientific Outlook on Development, the economy maintained sound and rapid development. On the basis of optimizing the structure, improving efficiency and reducing consumption, the per capita GDP has doubled compared with 2002.

-Great achievements have been made in the reform of the economic system. The proportion of service industry and the proportion of added value of non-public economy in regional GDP have all increased significantly. The ability of independent innovation has been enhanced, and a number of advantageous enterprises with independent intellectual property rights, well-known brands and international competitiveness have been formed.

-The capacity for sustainable development has been significantly enhanced. The efficiency of resource utilization has been significantly improved, and the deterioration trend of the ecological environment has been basically curbed. Significant progress has been made in the prevention and control of water pollution and regional air pollution in the Liaohe and Songhua River basins, and the marine ecological environment has been improved.

-The level of social development has improved significantly. Basic public services have been improved, education, health and social security systems have been gradually improved, and the number of poor people has been continuously reduced. The ability of disaster prevention and mitigation has been enhanced, and the situation of social security and safe production has further improved. The construction of a new socialist countryside has achieved remarkable results. The growth rate of urban per capita disposable income and rural per capita net income is higher than the national average, and the registered urban unemployment rate is controlled below 5%.

-Breakthrough progress has been made in reform and opening up. The socialist market economic system has been continuously improved, major breakthroughs have been made in institutional mechanism innovation, and the reform of state-owned enterprises has been basically completed. Form an opening-up pattern focusing on coastal areas, border areas and big cities. Further develop foreign economic cooperation, maintain rapid growth of foreign trade, and greatly improve the quality and level of foreign capital utilization.
