State Education Commission, the Ministry of Health, the State Administration of Traditional Chinese Medicine on the issuance of the "general higher medical schools clinical teaching base management of the Interim Provisions" Notice Chapter I General Provisions Article 1 For the construction and management of various clinical teaching bases, these provisional provisions are hereby formulated. Article 2 Clinical teaching bases are divided into three types: affiliated hospitals, teaching hospitals and internship hospitals. Article III to undertake certain teaching tasks are all levels and types of medical units and responsibilities and obligations. Chapter II Affiliated Hospitals Article 4 The hospitals affiliated to higher medical schools (hereinafter referred to as "affiliated hospitals") are an integral part of the schools. Clinical teaching is one of the basic tasks of affiliated hospitals. The establishment, scale, structure and working level of the affiliated hospitals are one of the important bases for assessing the conditions of medical colleges and universities. Article 5 The main teaching tasks of affiliated hospitals are clinical theory teaching, clinical practice, clinical internship and graduation practice. Article VI affiliated hospitals should have the basic conditions are:

1. Comprehensive hospitals should have more than 500 beds (Chinese medicine hospitals should have more than 300 beds), departmental settings should be complete, of which the internal, external (Chinese medicine, including orthopedics and traumatology), gynecology, pediatrics beds should be accounted for more than 70% of the total number of beds. Specialized dental hospitals should have more than 80 beds and more than 100 dental chairs.

2. Physicians with undergraduate and graduate degrees accounted for more than 95% of the total number of physicians, of which more than 25% of the personnel with the title of senior and deputy senior title.

3. It should have the necessary clinical teaching environment and teaching building area, including teaching clinics, classrooms, classrooms, student duty room, student dormitories and cafeterias.

According to the national hospital grading standards, the affiliated hospitals of undergraduate colleges and universities shall reach the level of Grade 3A, and the affiliated hospitals of specialized colleges and universities shall reach the level of Grade 2A or above. Article 7 The total number of beds in the affiliated hospitals shall be not less than the ratio of 1:0.5 between the number of enrolled students and the number of beds.

The medical and health care establishment of the affiliated hospitals shall be allocated in the ratio of 1:1.7 between the number of beds and the number of employees. Schools are allocated the teaching establishment of affiliated hospitals in the ratio of 1:6-7 between staff and students. Article 8 Affiliated hospitals should ensure the need for teaching diseases, internal, external, women, children's wards (areas) should be set up 2-4 teaching beds, specializing in teaching the need for disease patients; without affecting the hospitalization of critically ill patients, as far as possible to adjust the type of disease in the wards, and more admissions of patients suitable for teaching inpatient treatment. Chapter III Teaching Hospitals Article 9 The teaching hospitals of colleges and universities of higher education (hereinafter referred to as "teaching hospitals") refer to the general hospitals or specialized hospitals belonging to localities, departments, industrial and mining areas, and military units that have established stable teaching relationships with colleges and universities for the record of the Ministry of Health, the State Administration of Traditional Chinese Medicine, and the State Education Commission, and have undertaken part of the clinical theoretical teaching of colleges and universities of higher education and are responsible for the teaching of clinical theories. They are responsible for part of the clinical theory teaching, clinical practice, clinical internship and graduation internship of higher medical colleges. Article X teaching hospitals should have the basic conditions are:

1. General teaching hospitals should have more than 500 beds (Chinese medicine hospitals should have more than 300 beds), internal, external, gynecological, and pediatric departments set up complete, and can adapt to the needs of teaching the medical and technical departments. Specialized teaching hospitals should have to adapt to the teaching needs of the beds, equipment and the corresponding medical and technical departments.

2. There is a strong part-time faculty, with bachelor's and specialist degree of physicians accounted for more than 70% of the total number of physicians. There are to meet the needs of teaching, good medical ethics, high academic level of discipline leaders and a certain number of technical backbone, including the theoretical teaching tasks of clinical classes equivalent to the level of lecturer or above, directly supervise the clinical internship of the chief resident or attending physician or above, direct supervision of the graduation internship of the resident or above.

3. It shall have the necessary teaching and living conditions such as classrooms, reading rooms, library materials, food and lodging.

According to the national hospital grading standards, the teaching hospital shall reach the level of a tertiary hospital. Article 11 Teachers in teaching hospitals should be able to teach clinical classes, supervise internships, conduct teaching rounds, revise medical records written by students, organize case discussions, assessments and other work, and conduct research on teaching methods and medical education in conjunction with clinical teaching. Chapter IV Internship Hospitals Article 12 The internship hospitals of higher medical schools (hereinafter referred to as "internship hospitals") are important bases for students' clinical practice, clinical internships, graduation internships, and education in medicine and health.

The internship hospitals are the hospitals belonging to the localities, departments, industrial mines and military units that have established stable teaching and collaborative relationships with the institutions of higher medical sciences through the agreement between the institutions and the hospitals, and undertake some of the students' clinical apprenticeships, clinical internships and graduation internships in the institutions of higher medical sciences.

The internship hospitals shall be filed by the schools with the competent departments of the schools and hospitals respectively. Article 13 The basic conditions that internship hospitals should have are:

1. Comprehensive internship hospitals should generally be internal, external, women, pediatrics, fully equipped, and can adapt to a variety of internship needs of medical and technical departments. Specialized internship hospitals should have to adapt to the student internship necessary beds, equipment and corresponding medical and technical departments.

2. There is a strong health technology team, there are a certain number of technical backbone to meet the needs of teaching, to ensure that the direct guidance of the graduation internship is a resident or above. It is not appropriate for advanced training doctors to undertake clinical teaching tasks.

3. It has the necessary library materials, accommodation and other teaching and student living conditions. Article XIV of the internship hospital teachers should be able to supervise the graduation internship, teaching room, modify the student written medical records, organization of case discussions and other work.
