1. Background of Preparation

At present, except for a set of laws and regulations on the packaging and transportation of hazardous cargoes that have been issued by the transportation department, China does not have any technical standards and norms on the collection, storage and transportation of hazardous wastes, and the macro development direction and basic framework have been given only on the level of the national laws and management regulations. Only at the level of national laws and management regulations, a macro development direction and basic framework is given. However, there is a difference between the definitions of hazardous goods and hazardous wastes, and these regulations are only from the perspective of traffic safety, and there are no more specific and clearer regulations on pollution control in the collection, storage and transportation of hazardous wastes. In the case of no basis, hazardous waste packaging, transportation and other activities can only be based on the transport sector on the existing requirements for the implementation of dangerous goods reference. Inevitably, there will be mistakes in the process of concrete operation and implementation, and the phenomenon of inconsistency between the legal provisions and the actual operation will inevitably occur. After the promulgation of the Plan, China's hazardous waste and medical waste disposal facilities have been constructed one after another, in particular, the comprehensive hazardous waste disposal plant service area is usually a province, the collection, transportation, transit and temporary storage will become an unavoidable problem.

In addition, China has signed a series of international conventions on the collection, storage and transportation of hazardous waste also has strict requirements. For example, the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal (hereinafter referred to as the "Basel Convention"), which was signed in 1989, aims to control and manage the transboundary movement of hazardous wastes and their disposal. It contains requirements on the collection, transportation, storage, recycling of lead, environmental control, safety and protection of waste lead-acid batteries, and the Stockholm Convention on Persistent Organic Pollutants (hereinafter referred to as the Stockholm Convention), signed in 2001, is aimed at phasing out and eliminating the persistent organic pollutants (POPs) listed in the Convention, and the list of POPs listed in the Convention includes the first two types. The Stockholm Convention on Persistent Organic Pollutants (hereinafter referred to as "the Stockholm Convention"), signed in 2001, aims at phasing out and reducing the various POPs listed in the Convention, and the first batch of pollutants listed in the Convention are all classified as hazardous waste. The parties concerned and the Implementation Office of the Convention in China have formulated a master plan to implement special requirements for the collection, storage and transportation of PCBs and other persistent organic pollutants. Therefore, assuming the responsibilities and fulfilling the obligations under the Convention is the inevitable choice for China's future work in this field.

In order to regulate the collection, transportation and transit of hazardous wastes, to reduce the incidence of environmental pollution and the potential impact on human beings and the environment, and to promote China's compliance with the Convention, we have completed the "Hazardous Waste Management Guidelines" (《Hazardous Waste Management Guidelines》) in accordance with the existing laws, regulations and standards in China and the latest development trends of hazardous wastes collection, storage and transportation in foreign countries, and to ensure that China will comply with the Convention. Combined with existing domestic laws, regulations and standards, as well as the latest development trends in the collection, storage and transportation of hazardous wastes in foreign countries, we have completed the Technical Specification for the Collection, Storage and Transportation of Hazardous Wastes, in order to provide a management and technical basis for guiding the collection, storage and transportation of hazardous wastes in China.

2 preparation process

The preparation of this technical specification by the State Environmental Protection Administration of Science and Technology Standards Division is specifically responsible for the organization and implementation of the Shenyang Institute of Environmental Sciences and the National Environmental Protection Hazardous Waste Disposal Engineering and Technology Center is responsible for drafting.

The compilation of this technical specification was started in early October 2005, and the first draft was completed in mid-April 2007 and started to seek comprehensive comments. by the end of August 2007, all the comments were withdrawn, and by the end of October 2007, the modification of the comments was completed.

This technical specification has studied a lot of domestic and international literature, including laws, departmental regulations and environmental standards related to hazardous wastes in the process of preparation. At the same time, the preparers went to the local research, a more comprehensive understanding of China's hazardous waste collection, storage, transportation technology and management of the status quo, as well as the relevant lessons learned. All the literature and practical experience in the preparation of this technical specification for the process of useful absorption and reference.

The compilers made a special investigation for the collection and transportation of special hazardous wastes, gained valuable experience in practice, and wrote the relevant requirements into this specification.

After the completion of the draft technical specifications, there have been many exchanges within the group, and a number of consultation meetings have been held, drawing on the views of relevant experts, and the technical specifications have been carefully revised and improved.

3.Purpose and Principles of Preparation

3.1 Purpose of Preparation

In the current traffic rules of our country, there is no strict distinction between whether the dangerous goods are hazardous wastes or just produced products. And hazardous chemicals also only belong to a special category of hazardous waste category, does not represent all hazardous wastes. The National List of Hazardous Wastes that has been promulgated gives us a legal basis for what kind of waste is hazardous waste, but there are still many loopholes and deficiencies. The state has invested heavily in the harmless disposal of hazardous waste, and will promulgate a series of technical standards and norms in the field of hazardous waste management and disposal in the future, the target is not the dangerous goods in the regulations of the transportation department, not to mention the hazardous chemicals in the regulations of the public security department, but the hazardous waste in the National List of Hazardous Wastes.

The establishment of this technical specification is not intended to prevent the transportation of such hazardous waste, unless the hazardous waste is so dangerous that it cannot be transported. The purpose of establishing this Technical Specification is to make collection, storage, and transportation practical by eliminating or minimizing risk. This is to ensure that the impact of hazardous waste on the environment is under our control from the time it is generated until its final disposal.

3.2 Preparation principles

The preparation of this technical specification is mainly in accordance with the following principles:

(1) Compliance with the "People's Republic of China **** and the State Law on the Prevention and Control of Environmental Pollution by Solid Wastes" (hereinafter referred to as the "Solid Waste Law"), the "Planning", "Hazardous Waste Management License Management Measures", "Hazardous Waste Transfer Joint Sheet Management Measures", "Hazardous Waste Transfer Joint Sheet Management Measures". Measures for the Administration of Hazardous Waste Transfer Order", "Regulations on the Safe Management of Hazardous Chemicals", "National List of Hazardous Wastes", relevant regulations of the transportation department on the transportation of hazardous cargoes, and other relevant policies, regulations and standard requirements.

(2) It is conducted on the basis of extensive investigation and study of relevant domestic and international collection, storage and transportation management regulations and standards.

(3) Reflect the principle of comprehensiveness, practical realization, practical to ensure the practicality of the norms.
