Definition of disabled persons and social welfare:
Interpretation of disabled persons as persons with long-term physical, speech, hearing, mental, intellectual or multiple deficiencies, which, in interaction with obstacles of all kinds, may impede the full and effective participation of disabled persons in society on an equal footing with able-bodied persons. Welfare for persons with disabilities is the facilities, conditions and services provided by the State and society for persons with disabilities in the areas of life, work, education, medical care and rehabilitation on the basis of guaranteeing the basic material needs of persons with disabilities. Social welfare is an important part of social security; it is the social security policy adopted and the facilities and corresponding services provided by the State and society in order to safeguard and maintain a certain quality of life for members of society and to satisfy their basic material and spiritual needs. Welfare for the disabled is an important program of social welfare.
