Article 1 In order to strengthen the management of urban domestic waste and improve urban appearance and environmental sanitation, in accordance with the "Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste" and "Jiangsu Province Urban Appearance and Environmental Sanitation Management" Regulations" and other laws and regulations, and based on the actual situation of our city, these measures are formulated. Article 2 The term "urban domestic waste" as mentioned in these Measures refers to the solid waste generated by the urban population in their daily lives or in activities that provide services to the daily life of the city, excluding construction waste, industrial solid waste and hazardous waste. Article 3 Units and individuals that generate municipal solid waste shall pay municipal solid waste disposal fees in accordance with regulations. Municipal domestic waste disposal fees are fees levied by the government in accordance with the law and used to transport municipal solid waste from garbage transfer stations and transfer stations to garbage treatment sites for disposal. Article 4 These Measures shall apply to the collection, management and supervision of urban domestic waste disposal fees in urban areas of this city. Article 5 The municipal administrative department for city appearance and environmental sanitation is the competent department for the collection and management of urban domestic waste disposal fees. The municipal municipal domestic waste disposal fee collection and management agency is specifically responsible for daily management work and performs the following duties:
(1) ) Formulate the city's urban domestic waste treatment fee collection plan and organize its implementation;
(2) Organize, guide, supervise, and assess the collection of urban domestic waste treatment fees by the entrusted collection units;
< p>(3) Supervise the use and management of municipal solid waste disposal fee collection bills;(4) Formulate a use plan for municipal solid waste disposal fees;
(5) Approval of city The urban domestic waste disposal fees for disadvantaged groups such as low-income households and extremely poor households will be reduced or exempted. Article 6 Relevant government departments and district people's governments shall establish a collaboration mechanism for the collection and management of urban domestic waste disposal fees in accordance with the principles of each performing its own duties, close collaboration, convenience and efficiency. Relevant government departments should *** share the following information:
(1) Number of employees participating in urban employee basic medical insurance;
(2) Special industry license registration for the hotel and guesthouse industry Number of beds;
(3) The area of ??business premises approved when applying for industrial and commercial business licenses in shopping malls, supermarkets, restaurants, saunas, dance halls, beauty salons, Internet cafes and other related catering and entertainment industries;

Article 7 Municipal domestic waste disposal fees adopt different charging methods according to different charging objects, and can be levied on a monthly or annual basis. The specific charging standards and methods shall be implemented in accordance with relevant regulations. The payment and refund methods for household waste disposal fees for households using tap water shall be formulated by the municipal administrative department for city appearance and environmental sanitation, and shall be published and implemented after approval by the Municipal People's Government. Article 8: Families of extremely needy workers identified by the Federation of Trade Unions and low-income households identified by the civil affairs department are exempt from urban domestic waste disposal fees. Adopting the method of "collect first and then return", the Municipal Federation of Trade Unions and the Municipal Civil Affairs Department will refund the funds through the existing payment channels of special poverty family subsidies and subsistence allowances. Article 9 Municipal domestic waste disposal fees shall be collected by the municipal administrative department of city appearance and environmental sanitation entrusted by units with public management or social service functions, who shall sign an entrustment fee agreement and pay relevant fees in accordance with the standards stipulated by the government. Units that collect urban domestic waste disposal fees are not allowed to expand the scope of fees or increase the fee standards, and are not allowed to reduce or reduce fees at will. The unit that collects urban domestic waste disposal fees shall submit a summary of the collection status of the previous month to the city's city appearance and environmental sanitation administrative department in the form of a report form before the 10th of each month. Article 10: Urban domestic waste disposal fees shall be paid in full to the municipal financial account, and management shall be implemented on two lines of revenue and expenditure. No unit or individual may withhold, occupy or misappropriate the fees. Article 11: When units and individuals entrust environmental sanitation units to provide paid services, in addition to paying the service fees agreed upon by both parties, they must also pay urban domestic waste disposal fees. Article 12 The municipal administrative department of city appearance and environmental sanitation and its collection and management agency shall supervise and inspect violations of the regulations on the collection and management of urban domestic waste disposal fees and may take the following measures:(1) Requesting the person to be charged The inspected unit or individual provides relevant information for review or copying;
(2) requires the inspected unit or individual to provide explanations on relevant issues;
(3) orders to stop the violation Acts stipulated in the collection and management of municipal solid waste disposal fees.
Relevant units and individuals shall support and cooperate with supervision and inspections and provide work convenience, and shall not refuse or hinder supervisory and inspection personnel from performing their duties in accordance with the law.
Article 13: Finance, auditing, supervision, price and other departments shall supervise and inspect the collection, management and use of urban domestic waste disposal fees and the use of fiscal notes in accordance with the law to ensure that the earmarked funds are used exclusively. Violations of independent charging items, such as raising charging standards, expanding the scope of charging, duplication of charges, arbitrary reductions and exemptions, unauthorized interception and misappropriation, etc. will be investigated and punished in accordance with relevant regulations. Article 14 The municipal domestic waste disposal fee collection and management agency is entrusted by the municipal administrative department of city appearance and environmental sanitation to implement administrative penalties for violations of these Measures in accordance with the law. Article 15 If units and individuals fail to pay the municipal solid waste disposal fee in accordance with regulations, they shall be ordered to pay within a time limit, and late payment fees may be charged in accordance with the law; if they fail to pay within the time limit, the unit shall be fined not more than three times but not more than three times the municipal solid waste disposal fee payable. A fine of RMB 30,000 shall be imposed on individuals, and a fine of not more than three times and not exceeding RMB 1,000 shall be imposed on individuals. Anyone who refuses to pay municipal solid waste disposal fees, late fees and fines shall apply to the People's Court for enforcement in accordance with the law.
