The water facilities referred to in this approach refers to the water collection, purification and treatment, water supply, metering, testing facilities and other ancillary facilities.
Central water is mainly used for toilet flushing, garden watering, road cleaning, vehicle washing, infrastructure construction, landscape and equipment cooling water, industrial water and other water that is acceptable to its water quality standards. Article 3 Kunming Municipal Public Utilities Bureau is the city of urban water work in the administrative department in charge of urban water facilities in the planning, construction and management; Kunming City Office of Water Conservation (hereinafter referred to as the City Water Conservation Office) is specifically responsible for the day-to-day management. Article 4 The government encourages units and individuals to construct water facilities and engage in water management activities by means of sole proprietorship, joint venture and cooperation. Units and individuals invest in the construction of water facilities, the implementation of the "who invests, who benefits" principle. Article 5 Kunming Municipal Public Utilities Bureau in conjunction with the city's planning, environmental protection, Dianchi management departments to prepare the city's water facilities construction planning, as part of the city's water conservation and development planning, approved by the Kunming Municipal People's Government, the organization and implementation. Article 6 Where the city's urban planning area within the scope of the following conditions of the new construction, reconstruction, expansion projects, the construction unit shall be the same period of construction of water facilities, and the main project design, construction, delivery and use at the same time; its construction investment should be included in the main project budget, final accounts:
(a) construction area of 20,000 square meters or more of the hotels, restaurants, shopping malls, comprehensive service building and High-rise residential;
(ii) building area of more than 30,000 square meters of institutions, scientific research units, colleges and universities and large-scale integrated cultural and sports facilities;
(iii) building area of more than 50,000 square meters or recyclable water in more than 150 cubic meters / day of the residential area or centralized construction areas.
Conformity with the above conditions, the relevant management departments and construction units should strictly follow the "three simultaneous" provisions of the planning and construction project approval procedures. Article VII of the completed project, in line with the conditions set out in Article VI, by the city water administrative department in the investigation and verification based on the development of construction planning, classification and implementation of the requirements of the construction of a limited period of time to transform the specific property rights unit or property management unit to organize and implement. Article 8 The design of water facilities by the construction unit commissioned by the unit with appropriate qualifications, the design unit shall strictly implement the "building water design specifications". The design scheme shall be organized by the construction unit for expert demonstration and shall be reported to the administrative department in charge of water in the city for the record. When the construction unit organizes the expert demonstration, the personnel of the administrative department in charge of water in the city shall participate. After the completion of the water project, it shall be put into use only after it is accepted by the organization of the administrative department in charge of water in the city. Article 9 The pipes, tanks and other equipment of the water facilities shall be painted light green, and it is strictly prohibited to be directly connected with other water supply facilities, and the outlet of the water facilities shall be marked with the words "non-potable water". Article X water facilities delivered for use, by the property rights unit or property management unit responsible for the daily management and maintenance, shall not be discontinued without authorization, should develop appropriate management system and work procedures to ensure that the normal operation of water facilities. Meanwhile, the water quality shall be tested on a daily basis according to the regulations, and regularly sent to units with testing qualifications for testing (not less than once a year), so as to ensure that the water quality meets the corresponding water quality standards stipulated by the state. Article 11 The management personnel of the water facilities must undergo special training and pass the examination before engaging in management. Article XII of the operating price of water should be lower than the price of urban water, the specific price standards set by the competent authorities in charge of price according to law. Article XIII of the water business unit in the water business process, should be measured accurately, according to the amount of charges, shall not be unauthorized interruption of water supply or stop the water supply. For reasons such as facilities maintenance needs to stop the water supply, should be twenty-four hours in advance to notify the user. Article XIV of the water facilities in the construction and management of the use of water in the process of making achievements in units and individuals, by the city of water administrative department to give recognition, reward. Article 15 Violation of the provisions of this Measures, one of the following acts, by the city water administrative department, depending on the severity of the case, shall be punished:
(1) violation of the provisions of Article 6, the construction unit did not support the construction of water facilities, shall be ordered to make corrections within a period of time, and shall be sentenced to a fine of 50,000 yuan or more than 100,000 yuan;
(2) violation of the provisions of Article 7, not in accordance with the planning of the construction of water facilities Requirements for the construction of water facilities, ordered to make corrections within a specified period of time, and impose a fine of 30,000 yuan or more than 50,000 yuan or less on the property rights unit, and discretionary water use plan indicators; property management unit of 5,000 yuan or more than 10,000 yuan or less fine;
(c) the design of water facilities are not carried out in accordance with the prescribed procedures, ordered to make corrections within a specified period of time, and impose a fine of 1,000 yuan or more than 2,000 yuan or less;
(D) after the completion of the water, without acceptance, or unqualified acceptance put into use, and ordered to make corrections, and if not corrected, a fine of more than 3,000 yuan 5,000 yuan;
(E) after the completion of the water facilities, unauthorized cessation of water supply, and ordered to make corrections, and if not corrected, a fine of more than 5,000 yuan 20,000 yuan;
(F) in the water quality does not meet the national standards, a fine of 5,000 yuan, and ordered to make corrections;
(VII) water facilities and other water supply facilities connected, a fine of 5,000 yuan more than 10,000 yuan, and ordered to make corrections.
