The regulations referred to as "120" network hospitals, refers to the municipal health administrative department in accordance with the conditions and procedures set out in these regulations to undertake "120" emergency medical institutions. Article III of these regulations shall apply to the administrative area of the city's social emergency medical activities. City, district and county-level people's governments should be based on the national economy and social development needs, the social emergency medical care into the development of health care at this level of planning, to ensure its synchronized and coordinated development with the social economy.
The municipal people's government shall formulate the city's emergency medical development plan, and publicize it to the community. Article 6 The municipal health administrative department shall be responsible for the management of social emergency medical care within the administrative area of the city, and organize the implementation of these regulations.
All districts and county-level cities shall be responsible for the management of social emergency medical care within their administrative areas under the guidance of the municipal health administrative department.
City, district, county-level municipal people's government finance, civil affairs, public security and other relevant departments shall, in accordance with their respective responsibilities, to assist the competent administrative department of health at this level to do a good job of social emergency medical work. Article VII city, district, county-level municipal health administrative departments shall take various forms to carry out for the community and schools, enterprises and other units of emergency medical knowledge and skills of publicity and education, to enhance the public's awareness of first aid and self-rescue, self-rescue ability. Article VIII of the press, television, radio, Internet and other media shall publicize the spirit of saving lives and popularizing the disaster rescue, self-rescue, mutual rescue knowledge.
Schools at all levels and types of schools should take various forms of first aid knowledge and skills of staff and students for publicity and education.
Residents' committees, villagers' committees and property service enterprises should carry out publicity and education on first aid knowledge, and improve the first aid awareness of community and rural residents. Chapter II social emergency medical network Article IX of the city's social emergency medical network by emergency medical command organization and "120" network hospitals. Article 10 the city emergency medical command institutions, including Guangzhou emergency medical command center and according to the actual needs of the establishment of emergency medical command sub-center.
Guangzhou emergency medical command center and emergency medical command sub-center by setting up a "120" call phone to receive emergency medical help within the administrative area of the city. Article 11 Guangzhou emergency medical command center shall perform the following duties:
(1) is responsible for the city's social emergency medical organization, command, scheduling;
(2) the city's social emergency medical network management, to ensure that the normal operation of the social emergency medical network;
(3) the implementation of twenty-four hours on duty at any time to accept calls for help;
(4) is responsible for the registration, summary, statistics, storage and reporting of social emergency medical information, and accepts applications for inquiry;
(5) organizes the training of the "120" emergency medical team, and carries out scientific research on the work of the "120" first aid and publicity and education on first aid
(6) responsible for the supervision and deployment of the city's "120" emergency vehicles;
(7) to assist the government or the competent administrative department of health to organize major festivals, celebrations and large-scale social activities of the emergency medical care and emergency medical assistance in emergencies;
(VIII) other duties prescribed by laws and regulations.
The emergency medical command sub-centers are responsible for the work stipulated in the preceding paragraph within their jurisdiction. Article 12 of the following conditions of the medical institutions, the municipal health administrative department can be included in the "120" hospital network:
(a) to meet the standards of general hospitals above the second level;
(b) with an emergency department, and in accordance with the provisions of the licensed physicians with professional knowledge and skills of emergency medical care, Nurse practitioners;
(c) equipped with rescue and monitoring ambulance, equipment and first aid medicines and instruments in line with the configuration standards, and stretcher bearers;
(d) have a perfect emergency medical management system;
(e) undertake "120" emergency mission should have other conditions.
(v) other conditions that should be met in order to undertake "120" emergency missions.
"120" network hospitals should have the specific conditions set by the municipal people's government in accordance with the provisions of the preceding paragraph, and announced to the public.
In the shortage of emergency medical resources in the city, the municipal health administrative department in accordance with the actual needs, can be determined by the local medical institutions that meet the conditions of the first paragraph of this article, the second, the third and the fourth paragraph of the conditions of the temporary commitment to the "120" emergency task. Article XIII of the municipal health administrative department shall, in accordance with the city's emergency medical development planning and the conditions stipulated in article 12 of these regulations, the organization of expert assessment, to determine the "120" network of hospitals, and announced to the public. Article 14 "120" network hospitals shall perform the following duties:
(a) the establishment of specialized "120" emergency team, the implementation of twenty-four hour response system;

(3) the implementation of emergency medical practice;
(4) in accordance with the relevant provisions of the state, province and the city, "120" emergency vehicles and their emergency medical care "emergency vehicles and their emergency medical drugs, instruments, first aid equipment and medical personnel for daily management;
(e) strictly implement the price of emergency medical services prices set by the price department, and publicize the charges and fees;
(f) the establishment and implementation of emergency physicians, nurses, pre-service and post-training and education system, and regular medical personnel To carry out first aid knowledge, skills training;
(VII) measures to encourage health professionals to engage in "120" emergency medical work;
(VIII) other duties prescribed by law and regulations.
