Measures for the implementation of the Regulations on the Administration of Pig Slaughtering

Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Regulations on the Administration of Pig Slaughtering (hereinafter referred to as the Regulations) and relevant state laws and regulations. Article 2 The term "designated slaughter" as mentioned in Article 2 of the Regulations means that the listed pigs must be slaughtered in designated slaughter plants (fields) approved by the municipal or county people's governments. Article 3 The administrative department of commodity circulation of the people's governments at all levels shall be responsible for the industry management of pig slaughtering, and supervise and manage pig slaughtering activities according to law. Article 4 The State encourages and supports the large-scale, industrialized and mechanized slaughter of pigs in slaughterhouses (farms). Article 5 The term "self-slaughter and self-feeding by rural individuals" as mentioned in the third paragraph of Article 5 of the Regulations refers to the self-slaughter and self-feeding of pigs by farmers. Chapter II Duties of the Department in Charge of Industry Article 6 The administrative department in charge of commodity circulation in the State Council is responsible for the industry management of pig slaughtering in China. Its duties are:

(a) responsible for the organization and implementation of the regulations on the management of pig slaughtering;

(two) to formulate the development plan of pig slaughtering industry, and organize the implementation;

(three) to formulate rules and regulations for the management of pig slaughtering, design specifications for slaughtering plants (fields), slaughter operation procedures, slaughter inspection procedures and quality standards for pig products, and supervise their implementation;

(four) responsible for the administrative reconsideration of cases related to the management of pig slaughtering;

(five) other work responsible for the management of pig slaughtering industry. Article 7 The administrative departments of commodity circulation of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for the management of pig slaughtering industry and the supervision and management of slaughtering activities within their respective administrative areas. Its duties are:

(a) the implementation of pig slaughtering management regulations, rules and relevant standards, and carry out supervision and inspection;

(2) According to the development plan of the national pig slaughtering industry formulated by the administrative department of commodity circulation in the State Council, put forward the setting scheme of pig slaughtering plant (field), organize the implementation after the approval of the people's government at the same level, and file with the administrative department of commodity circulation in the State Council;

(three) to guide the administrative department of commodity circulation of the people's government of the city or county to implement the planning of designated slaughterhouses (fields) and supervise the slaughter management and law enforcement;

(four) responsible for the administrative reconsideration of cases related to the management of pig slaughtering;

(five) other work responsible for the management of pig slaughtering industry. Article 8 The administrative department in charge of commodity circulation of the people's governments of cities and counties shall be responsible for the supervision and management of pig slaughtering industry management and slaughtering activities within their respective administrative areas, and their duties shall be:

(a) the implementation of pig slaughtering management regulations, rules and related standards, and daily supervision and management;

(II) According to the plan for the establishment of pig slaughtering plants (fields) determined by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government, put forward opinions on the establishment of pig slaughtering plants (fields) to the people's governments of cities and counties jointly with relevant departments, organize their implementation after approval, and file them with the administrative department of commodity circulation of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government.

(three) the designated slaughter plant (field) determined by the people's government of the city or county shall be issued with a designated slaughter mark;

(four) responsible for the supervision and management of slaughter management law enforcement personnel;

(five) other work responsible for the management of pig slaughtering industry. Ninth according to the "Regulations" and the provisions of these measures, the administrative departments in charge of commodity circulation of people's governments at all levels must set up special supervision institutions for the management of pig slaughtering, equipped with corresponding management and supervision personnel. Chapter III Determination of Designated Slaughterhouse (Field) Article 10 The establishment of designated slaughterhouses (fields) must adhere to the principles of unified planning, rational layout, favorable circulation, convenience for the masses, and convenience for quarantine and management. Eleventh to apply for the establishment of a designated slaughtering plant (field), a written application and relevant technical information must be submitted. The administrative department of commodity circulation of the people's government of the city or county shall, jointly with the relevant departments, report to the people's government at the same level for approval and determination. Article 12 According to the provisions of Article 6 of the Regulations, the site selection of designated slaughterhouses (fields) shall comply with the relevant state regulations on environmental protection, food hygiene and animal epidemic prevention. Thirteenth in accordance with the provisions of the "Regulations" seventh (a), the designated slaughtering plant (field) should have sufficient water to adapt to the scale of slaughter, and the water quality meets the national sanitary standards for drinking water in urban and rural areas. Article 14 According to Item (2) of Article 7 of the Regulations, designated slaughterhouses (fields) must have waiting rooms, slaughter rooms and emergency slaughter rooms. Its structure and layout should comply with the design specifications and health regulations stipulated by the state and industry.

The waiting room shall be equipped with pig waiting circle, sick pig isolation circle and vehicle washing facilities for carrying pigs. Pens should be equipped with ventilation, drinking water, showers and other facilities. Its floor is waterproof and easy to clean. The enclosure capacity is generally not less than 1 the next day's slaughter.

The pig slaughtering equipment in the slaughter room shall have hemp appliances, hanging bars, hooks, viscera finishing operation tables, scalding pools and special appliances for pig products that meet the national hygiene standards.

The entrance and exit of the emergency slaughter room must be equipped with a disinfection pool.

Designated slaughterhouses (fields) shall use special vehicles that meet the national hygiene standards. Pigs and pig products must be transported by different means of transport. When transporting meat slices, special vehicles with dustproof or hanging facilities must be used, and transportation in the open air is not allowed. Fifteenth in accordance with the provisions of the "Regulations" seventh (three), the designated slaughtering plant (field) must be equipped with slaughter personnel to adapt to the scale of slaughter. Slaughterers must hold health certificates issued by medical institutions at or above the county level, and hold professional training certificates issued by the commodity circulation administrative departments of the people's governments of cities and counties.
