The Management Committee of Matou Eco-Industrial City invited the Japan Urban Planning and Design Institute to prepare a conceptual plan and a central area landscape plan. The three belts are: the western industrial belt to the west of the Beijing-Guangzhou Railway; the central living belt to the east of the Beijing-Guangzhou Railway and the Fuyang River to the west, which is mainly residential, commerce, and logistics; and the sightseeing agricultural belt to the east of the Fuyang River and west of the Beijing-Shenzhen Expressway. The industrial belt industry is positioned as equipment manufacturing and medical device industry.
