Chapter 1 General Provisions Article 1 is to regulate the management of secondary water supply in cities and towns in this city and ensure the quality, pressure, quantity and safety of secondary water supply. According to the "Urban Water Supply Regulations" and "Hubei Province Urban Water Supply Regulations" "Measures for the Management of Secondary Water Supply in Urban Areas of Hubei Province" and other laws and regulations are formulated based on the actual conditions of this city. Article 2 These Measures apply to the management of urban secondary water supply facilities within the administrative region of this city.
The term "secondary water supply" as mentioned in these Measures refers to the water supply method in which urban public water supply is stored and pressurized through secondary water supply facilities and then supplied to users through pipelines.
The term "secondary water supply facilities" as mentioned in these Measures refers to the general term for the facilities from the urban public water supply pipe network interface to the end-user metering and settlement water meters, including pump rooms and pump rooms set up for secondary water supply. Water tanks (pools), water pumps, valves, electronic control devices, pressure vessels, disinfection equipment, water supply pipelines, security facilities, water quality monitoring and remote monitoring and other facilities. Article 3 Urban secondary water supply shall follow the principles of safety, sanitation, energy conservation and environmental protection. Article 4 The administrative department of urban water supply is the department in charge of secondary water supply and implements unified supervision and management of secondary water supply.
The development and reform department is responsible for accounting for the operation and maintenance costs of secondary water supply facilities.
The health administrative department is responsible for the sanitary testing and supervision of secondary water supply.
The competent departments such as housing construction, finance, and public security shall do a good job in the management of secondary water supply in accordance with their respective responsibilities. Chapter 2 Construction Management Article 5 When constructing secondary water supply facilities, technical demonstrations of their necessity shall be conducted, and economical and reasonable secondary water supply methods shall be selected on the premise of ensuring water quality and safety of pipe network operation. Secondary water supply products should meet the requirements of safety, reliability, hygiene, environmental protection, and energy-saving water use. Article 6 If the water pressure requirements of newly built, renovated or expanded buildings exceed the urban water supply water pressure standard (CJ/T316-2009 "Urban Water Supply Service" stipulates in Section 6.2 that the terminal pressure of the water supply pipe network should not be less than 0.14MPa), Secondary water supply facilities should be constructed as supporting facilities, and should be designed, constructed and delivered at the same time as the main project to ensure that the water pressure reaches the standard; the investment in its construction should be included in the overall project budget. Article 7 Newly built secondary water supply facilities for residential buildings shall be designed and constructed in accordance with the requirements of water meters leaving the house, one meter per household, and metering to the household. Article 8 Construction units that build, renovate or expand secondary water supply facilities shall entrust urban water supply enterprises with corresponding qualifications to carry out unified construction and unified management. Article 9 The design plan of secondary water supply facilities shall meet the basic conditions and management requirements for connection with the urban public water supply pipeline network, and the opinions of urban water supply enterprises shall be solicited. When reviewing the construction drawings of a construction project, the construction drawing review agency shall simultaneously review the design plan of the secondary water supply facilities in accordance with relevant technical standards and specifications. Article 10 For old secondary water supply facilities that do not meet the technical, sanitation and safety precaution requirements, each district (development zone, airport economic zone) shall organize and implement secondary water supply in accordance with the principles of unified planning, batch implementation, and centralized management. For facility overhaul and renewal, the secondary water supply facility transformation management department determined by it shall be specifically responsible for the implementation of the secondary water supply facility transformation.
The opinions of urban water supply enterprises should be solicited for the renovation plan of secondary water supply facilities. Article 11 The cost of renovation of secondary water supply facilities and the cost of adding secondary water supply facilities in old residential areas shall be coordinated by the people's governments at the municipal and district levels. The specific fundraising methods shall be specified in the secondary water supply facilities renovation plan. Article 12 Social funds are encouraged to participate in the construction, reconstruction, and expansion of secondary water supply facilities by providing energy-saving and water-saving equipment and technologies.
Article 13 The design and construction of secondary water supply projects shall comply with national and local secondary water supply facility hygiene standards, secondary water supply engineering technical regulations, and comply with the following provisions:
(1) It shall be independently set up and enclosed management, and shall not be mixed with fire protection, non-drinking water and other facilities;
(2) Safe water supply measures such as backflow pollution prevention measures and drinking water disinfection facilities should be installed;
(3) Pumps Houses should be equipped with facilities to prevent flooding, anti-seismic and noise reduction facilities, and establish security and emergency response mechanisms;
(4) It is strictly prohibited to design and use water storage facilities for fire protection and domestic use, and it is strictly prohibited to use glass fiber reinforced plastics, etc. that are harmful to water quality. Impactful non-environmentally friendly facilities. Article 14 After the completion of a secondary water supply project for newly built, renovated or expanded residential buildings, the construction unit shall invite the urban water supply administrative department, the health administrative department and the urban water supply enterprises to participate when organizing the completion acceptance of the project. Without acceptance or failing acceptance, secondary water supply facilities shall not be connected to the urban public water supply network without authorization.
Urban water supply administrative departments should regularly conduct inspections of secondary water supply facilities, establish a network management system for urban secondary water supply equipment, and strengthen the quality assessment of secondary water supply equipment products and services. Article 15 After the secondary water supply project is completed, the construction unit or property owner shall entrust a cleaning and disinfection unit with corresponding qualifications to conduct comprehensive cleaning and disinfection of the secondary water supply system, and pass the inspection by the water quality testing agency. Article 16 No unit or individual may damage, occupy, move or deactivate secondary water supply facilities without authorization, or obstruct or hinder the legal construction, operation and maintenance of secondary water supply facilities.
