March 1 takes effect! Rizhao announces parking management measures

"Rizhao parking management measures" (hereinafter referred to as the "measures") has been adopted at the 49th executive meeting of the municipal government on February 9, 20/KLOC-0, and is hereby promulgated and shall come into force as of March 2020 1 day.

The background and significance of promulgation and implementation of the Measures.

In recent years, the city's economy has developed rapidly and the number of motor vehicles has increased significantly. According to statistics, the number of motor vehicles in our city has exceeded 850,000, including more than 680,000 cars and more than 880,000 drivers. The Municipal Party Committee and the Municipal Government attach great importance to parking management, and in combination with activities such as creating a national civilized city, they have successively carried out a series of optimization and upgrading work in urban road traffic management, and achieved certain results.

However, the parking management in our city is still in the extensive management level, and there are problems such as insufficient parking spaces, insufficient parking lot construction, lack of parking guidance, and the failure of intelligent management platform to play its due role. Especially in the tourist season, the parking problem in scenic spots is prominent, especially in hot areas such as institutions, schools, hospitals, shopping malls and scenic spots.

The municipal government sized up the situation and incorporated the Measures into the 20 19 government regulation-making plan. Through unremitting efforts, the Measures were deliberated and adopted at the 49th executive meeting of the municipal government on February 20 19, and were promulgated on October 0/0 17, 2020, and shall come into force on March 0 1 2020.

The promulgation of the "Measures" has brought parking management into the overall situation of urban management, further optimized urban functions, improved urban livability, standardized urban parking order, and further met citizens' demand for a sense of traffic development. At the same time, the promulgation of the "Measures" will help to advocate the awareness of civilized travel and law-abiding parking in the whole society, further advocate the concept of public transport travel and green travel, plan and cure the parking problem in Rizhao from a higher level, and show the new image of a national civilized city in the new era.

Main contents of the Measures

There are 50 Measures, which are divided into seven chapters: general provisions, parking lot planning and construction, parking lot management, parking order, supervision and management, legal responsibilities and supplementary provisions. Mainly established the following contents:

(a) clear the scope of application of parking management in our city. Article 2 of the Measures stipulates that these Measures shall apply to the planning, construction, use management, parking order, services and charges of parking lots within the administrative area of this Municipality.

(2) The principles and requirements of parking management are clarified. Article 3 of the Measures stipulates that parking management adheres to the principles of planning guidance, diversified construction, * * enjoyment and utilization, and * * management, and follows the basic requirements of parking spaces, parking spaces, parking fees and penalties for violations.

(3) The responsibilities of the government, the competent department and the parking management department are defined. Articles 4 to 5 of the Measures stipulate the responsibilities of the people's governments of cities, counties (districts), sub-district offices and township people's governments, and clarify that the traffic management department of public security organs is the competent department of parking management, and all departments and institutions shall do a good job in parking management according to their respective responsibilities.

(4) Defining the planning and construction of parking lot. The second chapter of the Measures stipulates the planning of special parking lots, annual plans, competent departments of public parking lot construction, land use policies, diversified participation in parking lot construction, local allocation standards, etc. The second chapter also makes detailed provisions on parking berths on both sides of the road, temporary parking lots and temporary parking demand, and the supply of parking berths in old residential quarters, and defines the standards and management modes.

(5) The management mode of parking lot is defined. The third chapter of the Measures provides detailed provisions on parking lot filing, access operation of the city's parking platform construction, marking, evaluation of temporary parking spaces on roads, closed management of parking spaces in front of shops along the street, and parking management in property areas.

(6) Make clear the standardization, information management, parking city guidance and data sharing of parking work in our city. Articles 20 and 40 of the Measures stipulate that the traffic management department of the public security organ is responsible for supervising and managing the smart parking platform, building a unified parking information management and guidance system in the city, implementing dynamic parking information management, and realizing parking data sharing and interconnection.

(seven) clear the relevant legal responsibilities. The sixth chapter of the Measures clarifies the legal responsibilities of illegal acts such as setting obstacles, illegal parking, parking berths in tourist areas, and illegal administrative staff in public areas on both sides of the road.

The Measures also provide detailed regulations and explanations on the participation of the whole people in parking, advocating green travel, promoting institutions, enterprises and institutions and other units and individuals to enjoy parking spaces by time, parking fee management, supervision and management, parking order of motor vehicles and non-motor vehicles, and the definition of different types of parking lots.

The four systems established in the Measures

Four synchronization systems. The newly built, rebuilt and expanded construction projects stipulated in Article 11 of the Measures shall be equipped with and built with additional parking lots according to the prescribed standards. The parking lot shall be designed, constructed, accepted and delivered simultaneously with the main project.

Parking joint meeting and expert consultation system. The fifth chapter of the Measures determines the establishment of a parking management joint meeting system and a parking management expert consultation mechanism to assist parking management.

Parking lot filing system. Article 19 of the "Measures" stipulates that parking fees are charged for parking lots, and business units shall report to the traffic management department of the public security organ for the record before charging.

Differentiated parking fee system. Article 25 of the "Measures" stipulates that a differentiated charging system shall be formulated according to different regions, different road sections, different time periods and different vehicle types, so as to reasonably regulate the travel parking demand.
