In order to standardize the supervision and management of the manufacture of boilers and pressure vessels, to ensure the safety of boiler and pressure vessel products, to protect the safety of persons and property. According to "supervision and management of boiler and pressure vessel manufacturing methods" (General Administration of Quality Supervision, Inspection and Quarantine Decree No. 22), the General Administration has developed a "boiler and pressure vessel manufacturing license conditions", "boiler and pressure vessel manufacturing license procedures" and "boiler and pressure vessel product safety performance supervision and inspection rules," since January 1, 2004 shall come into force. Now issued to you, please conscientiously implement. If any problems are found in the implementation, please report to the General Administration of Boiler and Pressure Vessel Safety Supervision Bureau.

Attachment: 1. Chapter I General
Article I According to "supervision and management of boiler pressure vessel manufacturing" (hereinafter referred to as "Management Measures") in the requirements, the development of these conditions.
Article 2 The conditions apply to the "Management Measures" specified in the boiler pressure vessel manufacturing enterprises (hereinafter referred to as enterprises).
Article III of the conditions by the boiler pressure vessel manufacturing license resource requirements, quality management system requirements, boiler pressure vessel product safety and quality requirements of the three components. Resource requirements include basic conditions and special conditions, the former is the manufacture of boiler pressure vessel products at all levels of general requirements, the latter is the manufacture of boiler pressure vessel products at the relevant level of special requirements, the enterprise should also meet the basic conditions and the corresponding special conditions.
Article IV enterprises must be established with the manufacture of boiler pressure vessel products and ensure that the quality management system to ensure continuous and effective operation. Enterprises should continue to manufacture boiler pressure vessel performance to verify the boiler pressure vessel quality management system control capability.
Article V non-destructive testing, heat treatment and physical and chemical properties of the enterprise inspection work can be undertaken by the enterprise, but also with the appropriate qualifications or capabilities of the enterprise signed a subcontracting agreement, the subcontracting agreement should be filed with the licensing agency. The commissioned work by the commissioned enterprises to issue the appropriate report, the commissioned work quality control should be responsible for the commissioning party, and into the enterprise boiler, pressure vessel quality assurance system control. Special conditions required to have the content is not subcontracting.
Article VI enterprises must have the ability to independently complete the main body of the boiler and pressure vessel products manufacturing, boiler and pressure vessel products shall not be subcontracted all pressurized parts.
Chapter II Requirements for Boiler Manufacturing License Resource Conditions
Section I Basic Conditions
Article 7 Enterprises making applications for boiler manufacturing licenses should have independent legal personality and be registered in the relevant local government departments.
Article 8 Boiler manufacturing enterprises must have the technical force to adapt to the needs of boiler manufacturing and management.
(a) should be equipped with boiler manufacturing, machining, non-destructive testing, welding, materials, quality management and other types of engineers and technicians. a, b license enterprise engineering and technical personnel ratio of not less than 10% of the employees of the enterprise, C, D license enterprise engineering and technical personnel ratio of not less than 5% of the number of employees of the enterprise, and not less than five people. Which boiler manufacturing enterprises must be equipped with a sufficient number of boiler and welding professional and technical personnel to meet manufacturing needs.
(B) the manufacture of boilers in all aspects (design, process, materials, cold work, hot work, machining, molding and processing, welding, non-destructive testing, heat treatment, pressure testing, product testing, standardization, metrology, quality management, etc.) shall be responsible for the relevant responsibility of engineers.
(C) licensed nondestructive testing personnel and nondestructive testing projects, licensed testing projects, the number of licensed welders and welding projects are able to meet the actual product manufacturing needs.
Article IX plant and and technical facilities requirements:
(a) boiler manufacturing workshop area, height should meet the application level boiler product manufacturing needs. Manufacturing processes should be rationally laid out. Welding of pressurized parts of boiler products must ensure that the work is completed indoors.
(b) The storage of tubes and semi-finished products must have certain protective measures.
(c) the temperature and humidity requirements of the welding consumables storage should have to ensure that the temperature and humidity of the facilities, with such welding consumables in the use of drying and insulation before the facilities.
(d) has to meet the protection requirements and product needs of the ray non-destructive testing site, should have to ensure the quality of negative development and the basic conditions for the preservation of negatives.
(E) has with the manufactured products compatible with the nondestructive testing equipment (nondestructive testing subcontract may not be required).
(F) has to meet the needs of boiler products manufacturing equipment.
(G) the main workshop lifting capacity should be able to meet the needs of product manufacturing.
(viii) have to meet the needs of boiler product manufacturing drilling and bending equipment.
(ix) have to meet the needs of boiler products manufacturing welding equipment.
(j) to meet the manufacturing requirements necessary for testing platforms, testing tools and hydraulic test equipment.
(k) to meet the manufacturing needs of mechanical properties and physical and chemical testing equipment or subcontracting relationship with the ability to ensure quality.
(xii) has to meet the needs of manufacturing the level of boiler products applied for mechanical processing equipment (including pipe, plate cutting, stamping, beveling and processing equipment, etc.). The whole furnace manufacturer must have the final molding of boiler products manufacturing capacity.
Article 10 of the organic heat carrier furnace manufacturing license resource conditions and A-class boiler components of the manufacturing license resource conditions, respectively, with reference to the corresponding part of the C-class and A-class boiler manufacturing license conditions, which should be relevant to the manufacturing equipment to match the manufactured products.
Article II Special Conditions
Article XI of the A-class boiler manufacturing license special conditions
(A) technical force requirements
1, with the manufacturing industry to adapt to the metallurgical, physical and chemical laboratories.
2, with the manufacturing products compatible with the welding laboratory.
3, with the design and development of new products and have sufficient capacity to convert drawings into actual manufacturing process.
4, with sufficient standardization, measurement and full-time inspectors.
5, NDT licensed personnel with RT and UT senior licensed personnel, RT, UT, MT, PT and other methods have intermediate licensed personnel. NDT subcontracting, the above items may not include RT, UT intermediate licensee.
6. The number of licensed welders and items should be able to meet the needs of manufacturing, generally not less than 50 . Item.
(B) manufacturing equipment and tooling requirements
1, semi-automatic or automatic cutting machine thickness should be able to meet the needs of A-class boiler product manufacturing.
2, with welding equipment suitable for manufacturing products, including automatic submerged arc welding machine, gas shielded welding machine, hand arc welding machine.
3, must have two of the following three types of major equipment, if only one of the equipment companies can only apply for a class A boiler components manufacturing license.
(1) pot barrel manufacturing equipment.
① hydraulic or oil hydraulic press (capacity should not be less than 1000t);
② plate rolling machine (plate rolling capacity is generally not less than 46mm thick);
③ pot heat treatment equipment.
(2) membrane water-cooled wall manufacturing equipment (including welding, leveling, row bending equipment).
(3) Serpentine tube manufacturing equipment and superheater, reheater collector box heat treatment equipment.
(C) inspection and test equipment
1, with the A-class boiler equipment to meet the needs of product manufacturing exhaustive inspection equipment.
2, with long, heat, force, electricity testing standard measuring equipment or fixed traceability.
3, with mechanical properties of the test equipment, impact specimen delivery equipment and testing instruments or subcontracting relationship with the ability to ensure quality.
4, by the enterprise for non-destructive testing, should have intact and product-compatible non-destructive testing equipment (including thickness, ray, ultrasonic, magnetic particle, penetration and other equipment).
Article XII B boiler manufacturing license special conditions
(a) technical force requirements
1, should have enough drawings into the actual manufacturing process.
2, there should be enough full-time inspection technicians.
3, nondestructive testing licensed personnel in RT intermediate should be no less than 2 people? Item, UT-level intermediate personnel should be not less than 2 people?
3, NDT licensed personnel RT intermediate should be at least 2 people? If the NDT subcontract, RT, UT intermediate personnel should be at least 1 person? Item.
4, licensed welders and projects should meet the needs of the actual manufacture of products, generally not less than 30 people? Item.
(B) manufacturing and testing equipment
1, with the manufacture of products compatible with the stamping equipment or subcontracting relationship with the ability to ensure quality.
2, with the manufacture of products compatible with the coiler (coil capacity is generally 20mm ~ 30mm thick).
3, the maximum lifting capacity of the main workshop should be able to meet the needs of the actual manufacture of products, generally should not be less than 20t.
4, with sufficient welding equipment compatible with the product, including automatic submerged arc machine, gas shielded welding, hand arc welding machine.
5, with mechanical properties of the test equipment, impact specimen processing equipment and testing instruments or subcontracting relationships with the ability to ensure quality.
6, with the requirements of the pipe bending and testing platform.
7, nondestructive testing by the enterprise, should have a complete and product-compatible ray nondestructive testing equipment (including circumferential exposure machine not less than 1) and an ultrasonic nondestructive testing equipment.
Article XIII C boiler manufacturing license special conditions
(a) the technical force requirements
1, should be equipped with a sufficient number of full-time inspection technicians.
2, nondestructive testing of licensed personnel should be no less than two RT intermediate personnel. If NDT subcontracting, RT intermediate personnel at least 1.
3, the number of licensed welders and projects should meet the manufacturing needs, generally not less than 20 people? Item.
(B) manufacturing and testing equipment
1, with stamping equipment or subcontracting relationship with the manufacturing products to ensure quality capabilities.
2, with the manufacture of products compatible with the coiler (coil capacity is generally 12mm ~ 20mm thick).
3, the maximum lifting capacity of the main workshop should be able to meet the needs of the actual manufacture of products, generally should not be less than 10t.
4, with sufficient welding equipment compatible with the product, including automatic submerged arc machine, hand arc welding machine.
5, by the enterprise for nondestructive testing, there should be at least one intact and product-compatible ray nondestructive testing equipment.
Article XIV D boiler manufacturing license special conditions
(a) technical force requirements
1, nondestructive testing of licensed personnel in at least one RT intermediate personnel.
2, the number of licensed welders and projects should meet the manufacturing needs, generally not less than 10 people? Item.
(B) manufacturing and testing equipment
1, with cutting, welding, drilling, bending, plate rolling and machining equipment suitable for manufacturing products.
2, with the molding machinery processing equipment appropriate to the manufacturing products.
3, the maximum lifting capacity of the main workshop should be able to meet the needs of the actual manufacture of products, generally should not be less than 5t.
4, by the enterprise for nondestructive testing, there should be at least 1 intact and product-compatible ray nondestructive testing equipment.
Chapter III Pressure Vessel Manufacturing License Resource Conditions
Section I Basic Conditions
Article XV of the application for pressure vessel manufacturing license shall have an independent legal personality or business license, and obtain the relevant local government registration.
Article 16 The enterprise with A1 or A2 or C class pressure vessel manufacturing license is qualified for D class pressure vessel manufacturing license. If the design pressure of the manufactured pressure vessel & lt; 10MPa. At the same time, the maximum diameter & lt; 150mm and water volume & lt; 25L, there is no need to apply for a pressure vessel manufacturing license. Similarly, the manufacture of non-independent pressurized parts of the machine shell and no shell casing heat exchanger, corrugated plate heat exchanger, air-cooled heat exchanger, cooling pipes, also do not need to apply for a pressure vessel manufacturing license. Manufacture of irregularly shaped pressure shell should be reported to the General Administration of Safety Supervision Agency to determine whether the need to apply for a pressure vessel manufacturing license.
Article XVII of the pressure vessel quality assurance system
Pressure vessel manufacturing enterprises with the manufacture of pressure vessel products, with relevant professional knowledge and a certain level of seniority of the following quality control system (hereinafter referred to as: the quality control system) responsible personnel:
(a) the design of the quality control system responsible for the process.
(B) material quality control responsible personnel.
(C) welding quality control system responsible personnel.
(D) physical and chemical quality control responsible personnel.
(E) heat treatment quality control system responsible personnel.
(F) non-destructive testing quality control system responsible personnel.
(VII) pressure test quality control system responsible personnel.
(H) final inspection quality control system responsible personnel.
Article XVIII of technical personnel
Pressure vessel manufacturing enterprises should have adapted to the pressure vessel manufacturing and management needs of professional and technical personnel. Pressure vessel manufacturing license at all levels of technical personnel should meet the following requirements:
(a) A1, A2, C, and B1 license enterprise technical staff ratio of not less than 10% of the staff of the enterprise, and has the manufacturing of pressure vessels related to the product of professional and technical personnel.
(B) A3, A4, A5, B2, B3 license enterprise technical staff ratio of not less than 5% of the number of employees in the enterprise, and not less than five people; with the manufacture of pressure vessels and products related to professional and technical personnel.
Article XIX of the professional operators
(a) all levels of pressure vessel manufacturing license enterprises, the manufacture of welded pressure vessels, enterprises should have to meet the manufacturing needs, and have the appropriate qualifications of licensed welders.
1, A2-level, A3-level and C-level licensed enterprises, with no less than 10 licensed welders, and have at least 4 qualified projects;
2, A1-level, A5-level, B2-level, B3-level licensed enterprises, with no less than 8 licensed welders, and should have at least 4 qualified projects (except for non-welded containers);
3, D-level licensed companies with Not less than 6 licensed welders, and shall have at least 2 qualified projects.
(b) all levels of pressure vessel manufacturing license enterprises, should have to meet the pressure manufacturing requirements of the assembly staff.
(C) all levels of pressure vessel manufacturing license enterprises, commissioned manufacturing license enterprises, commissioned outside the enterprise pressure vessel nondestructive testing, should be in accordance with the license level, with the appropriate senior and intermediate nondestructive testing of the responsible personnel; by the enterprise responsible for the nondestructive testing of the pressure vessel, it should have the appropriate nondestructive testing of the operating personnel, and should meet the following requirements:
1, A1 level license Enterprises, at least should have RT (or UT, MT, PT) senior nondestructive testing responsible personnel 1 person;
2, C-level licensing enterprises, at least should have RT (or UT) senior nondestructive testing responsible personnel 1 person, there are RT and UT intermediate personnel each 2 people? Item;
3, A2 level, A3 level licensed enterprises, at least should have RT and UT intermediate personnel each 3 people? Item, NDT responsible personnel should have an intermediate qualification;
4, A5, B2 and D level licensed enterprises, at least should have RT and UT intermediate personnel each 2 people? Item, NDT responsible personnel shall have intermediate qualification certificate;
5, B1 level licensed enterprises, at least should have UT or MT intermediate personnel 2 people? Item, NDT responsible personnel should have intermediate qualification certificate;
6, B3 level licensed enterprises need to carry out nondestructive testing, should be in line with the requirements of the number and level of nondestructive testing personnel of B1 or B2 level licensed enterprises, respectively.
Article 20 of the various levels of pressure vessel manufacturing license enterprises, should have to adapt to the needs of pressure vessel manufacturing manufacturing site, processing equipment, molding equipment, cutting equipment, welding equipment, lifting equipment and the necessary tooling, and to meet the following requirements:
(a) with the storage of pressure vessel materials storage and special sites, and should have effective protective measures, qualified area and unqualified area should be clearly marked;
(i) the storage of pressure vessel materials and special sites, and should have effective protective measures, qualified area and unqualified area should be clearly marked. Area should be clearly marked;
(B) has to meet the welding material storage requirements of the special storage and drying, insulation equipment;
(C) with the manufacturing products compatible with a sufficient area of the ray exposure room and welding test room.
Section II special conditions
Article 21 of the various levels of pressure vessel manufacturing license enterprises, should meet the Article 22 to 25 of the corresponding special conditions.
Article 22 A class pressure vessel manufacturing license special conditions
(a) A1 class licensing enterprises in the manufacture of ultra-high pressure vessels, should have to meet the ultra-high pressure vessel machining equipment and testing equipment, should meet the requirements of the heat treatment equipment, should have a middle and senior machining staff of at least 2 people. Manufacture of high-pressure container enterprises, should meet the requirements of the heat treatment equipment.
(B) A2 license companies should have a rated capacity of not less than 30mm coiler and lifting capacity of not less than 20t crane. Deep cooling (adiabatic) container manufacturing enterprises, should have packing drying, filling, vacuum equipment and leak detector.
(C) A3 level licensed enterprises in the manufacture of spherical shell plate enterprises, should have the ability to not less than 1200t presses and experienced professional operators of spherical shell plate manufacturing.
(D) A4-level licensed enterprises, the manufacture of fiber-wrapped containers, should have self-control winding machinery.
(E) A5 license companies, should have intermediate (or more) licensed electricians at least 2 people and electrical testing equipment.
Article 23 B pressure vessel manufacturing license special conditions
(a) B license companies, should have to meet the requirements of the cylinder bursting test special sites and bursting test automatic recording equipment.
(B) B1-level licensed enterprises, should have a continuous manufacturing line of cylinders, the manufacture of tempered steel cylinders, should have UT or MT nondestructive testing equipment instrument, quenching, tempering heat treatment facilities and external measurement method of hydraulic test equipment.
(C) B2 license companies, should have a cylinder manufacturing line. One of the acetylene cylinder should have batching, mixing, vibration, drying and autoclave equipment; liquefied petroleum should have a continuous manufacturing line and heat treatment and its automatic recording device.
(D) B3 license companies, should have special manufacturing equipment and manufacturing line. Manufacturing winding cylinders should have automatic winding machinery and curing equipment.
(E) to meet the needs of manufacturing specialized products and other special equipment.
Article 24 of the C-level pressure vessel manufacturing license special conditions
(a) C1-level licensing companies, there should be a dedicated railroad line.
(B) C2 level and C3 level licensees, should have the appropriate assembly capacity and testing facilities.
Article 25 The stainless steel or non-ferrous metal container manufacturing enterprises must have a dedicated manufacturing site and special processing equipment, forming equipment, cutting equipment, welding equipment and the necessary tooling, shall not be mixed with carbon steel.
Article 26 At the same time with several levels of licenses, enterprises should meet the corresponding special conditions.
Chapter IV Basic Requirements for Quality Management System
Article 27 Management Responsibilities
Boiler pressure vessel manufacturers should have a written document of quality policy and quality objectives. Necessary measures should be taken to enable personnel at all levels to understand the quality policy, and implementation, should meet the following requirements:
(a) quality-related activities within the enterprise, responsibilities, powers and interrelationships should be clear, and the interface between the various activities with control and coordination measures.
(2) engaged in quality activities related to the management, implementation and verification of the work, especially with the independent exercise of the right to carry out the work, should be defined and documented responsibilities, authority and interrelationships (including the responsibility of the person in charge of the material, welding and testing, etc.). Factory management should be designated as a member of the quality assurance engineer, and to clarify the establishment of the quality assurance system, implementation, maintenance and improvement of management responsibilities and authority.
Article 28 Quality System
The enterprise should be established in line with the boiler and pressure vessel design, manufacturing, and contains the basic elements of quality management quality system documents.
(a) as a means to ensure that the product requirements, quality assurance manual should be prepared. Quality assurance manual should include or refer to the quality system program documents, and outlines the structure of the quality system documents.
(b) the preparation of practical requirements and consistent with the specified quality policy of the program documents, with the effective implementation of the quality system and its documented procedures.
(c) The forms specified in the quality assurance manual should be standardized and documented. The content of the existing quality record forms should be able to meet the corresponding level of boiler pressure vessel product quality control requirements.
(D) should be implemented and can ensure product quality quality plan. Quality plan for product quality control points (including record review points, witness points and stop points) should be reasonably set.
Article 29 Documents and information control
Enterprises should develop the provisions of the control of documents and information, which should include the following:
(a) should be developed to provide for the management of documents:
1, specify the types of controlled documents;
2, the preparation of the document, countersigning, issuance, modification, recycling, storage, etc. The provisions of the document.
(ii) There should be provisions to ensure that the relevant departments use the latest version of the controlled documents.
(c) The appropriate range of external documents, such as standards and customer-supplied drawings.
Article 30 Design Control
(a) The responsibilities of all levels of staff in the design department should be clearly defined.
(b) There should be relevant regulations, rules and standards for boiler pressure manufacturing.
(C) boiler pressure design documents should provide the enterprise manufactured boiler pressure vessel products to meet the boiler pressure vessel product safety and quality requirements (see Chapter V).
(D) should be on the collection of new standards and implementation of the provisions.
(E) should be developed to control the design process (including design input, output, review, change, verification and other links).
Article 31 Procurement and material control shall include the following:
(A) Procurement Control
1, there should be provisions for effective quality control of the supplier;
2, the supplier has quality problems, the enterprise has the provisions of the way to deal with it;
3, subcontracted boiler pressure vessel pressurized parts should be manufactured by obtaining the approval of the Chinese government or the authorized agency manufacturing enterprises. Authorized institutions recognized by the manufacturing enterprises, the enterprise shall control the quality of subcontracted boiler pressure vessel pressurized components;
4, should be developed to control procedures for procurement documents;
5, should be developed to provide for the acceptance and control of raw materials and purchased parts (refers to plates, tubes and other pressure-bearing materials), in order to prevent the use of wrong materials.
(B) the storage and distribution of materials
1, should be formulated for the storage of raw materials and purchased parts, including storage, labeling, classification, etc. to have clear provisions;
2, should be formulated for the storage of raw materials warehouse storage measures;
3, should be formulated on the issuance of materials management regulations, including the material of the receipt of the use of the material, substitution, etc.;
4, should be formulated on material labeling, marking, and control of materials, including the material of the pressurized materials. p> 4. Management regulations on material marking transplantation should be formulated, including material marking transplantation in the processing process and residual material treatment.
Article 32 Process Control
(a) Provisions shall be formulated for the management of process documents, including the preparation, issuance, alteration and approval of process documents shall be clearly stipulated.
(B) should be developed with the boiler and pressure vessel products compatible with the process flow diagram or product process card, process card (or operating instructions).
(C) there should be the main pressurized parts of the process flow diagram and guide the operator's process documents (operating instructions) provisions.
Article 33 Welding control
(a) Welding consumables management
There should be welding consumables ordering, acceptance, inspection, storage, drying, issuance, use and recycling of management regulations, and can be effectively implemented.
(B) welding management
1, there should be welder training, assessment and welder welding file management regulations.
2, should be developed to adapt to the needs of boiler and pressure vessel products, welding process evaluation (PQR), welding process guide (WPS) or welding process card, and should meet the requirements of the relevant Chinese technical specifications. Should be verified welding process evaluation (PQR) management regulations and welding process instructions (WPS) distribution, use, modify the program and regulations.
3, should be developed to ensure that qualified welders to engage in pressurized components welding measures, and the development of welder qualification assessment and its records (WPQ) of the management, while providing for the product weld welder identification methods, and can be effectively implemented.
4, should develop the approval of weld rework and rework after re-inspection and parent material defects in the filler weld procedural provisions.
5. There should be provisions for recording the application of welds to major pressurized components.
Article 34 heat treatment control
(a) shall develop the management of heat treatment process documentation, including the preparation, approval, use, distribution, records, preservation of heat treatment process documentation.
(b) shall develop the quality control of heat treatment management regulations.
(C) heat treatment subcontracting, there should be subcontracting management regulations, at least should include provisions for subcontracting evaluation and subcontracting project quality control regulations.
Article 35 Non-destructive testing control
(a) should be developed to provide for quality control of non-destructive testing, including the determination of the detection method, the selection of standards and specifications, the preparation and approval of the process, the control of the operation link, the audit and issuance of the report and the management of the negative archives and so on.
(ii) should be compiled with the process of non-destructive testing and record cards. And can meet the requirements of the products manufactured.
(iii) There should be provisions for the management of the qualifications of NDT personnel.
(d) When NDT is subcontracted, there should be subcontracting management regulations, which should at least include provisions for evaluation of subcontractors and quality control of subcontracted projects.
Article 36 Physical and chemical testing
(a) should be developed to manage the physical and chemical testing.
(b) There should be a physical and chemical test results of the confirmation and repeat the provisions of the test.
(C) physical and chemical testing subcontracting, there should be subcontracting regulations, at least should include provisions for subcontractor evaluation and subcontracting project quality control regulations.
Article 37 Pressure test control
(a) The pressure test process and related program requirements should be prepared.
(B) shall develop provisions for quality control of pressure test, including supervision and confirmation of pressure test, safety protection of pressure test process, pressure test medium and ambient temperature.
Article 38 Other inspection control

(c) There should be internal quality audit provisions. Audit activities should be carried out by personnel with no direct responsibility for the audit.

Article 43 of the implementation of China's boiler and pressure vessel manufacturing licensing system

Article 64 These conditions from January 1, 2004 shall come into force, the former Ministry of Labor "on the publication of" Boiler Manufacturing License Conditions "Notice" (Labor and Pot Bureau word [1995] No. 52) annexed to the text of the "Boiler Manufacturing license conditions" and "on the announcement of" pressure vessel manufacturing enterprise qualification recognition and management rules "notice" (Ministry of Labor [1995] No. 300) shall be repealed simultaneously.
