Chapter I General Provisions

Article 1 In order to standardize the assessment of welding operators of special equipment, these detailed rules are formulated in accordance with the Measures for the Supervision and Administration of Operators of Special Equipment and the Assessment Rules for Operators of Special Equipment.

Article 2 These Detailed Rules are applicable to the assessment of welding operators (hereinafter referred to as welders) engaged in boilers, pressure vessels (including gas cylinders, the same below), pressure pipelines (hereinafter referred to as pressure-bearing equipment) and elevators, cranes, passenger ropeways, large amusement facilities and motor vehicles (hereinafter referred to as electromechanical equipment) as stipulated in the Regulations on Safety Supervision of Special Equipment.

Article 3 Welders engaged in the following welding work shall pass the examination in accordance with the provisions of these Detailed Rules and hold the certificate of special equipment operators:

(1) surfacing welding of pressure-bearing parts of pressure-bearing equipment, welding seam between pressure-bearing parts and base material of pressure-bearing parts;

(two) the main mechanical structure (parts) of mechanical and electrical equipment, and the welding seam with the main mechanical structure (parts);

(3) The locating weld fused to the first two welds.

Article 4 The quality and technical supervision departments of provinces, autonomous regions and municipalities directly under the Central Government (hereinafter referred to as the provincial quality supervision departments) shall be responsible for determining and publishing the welder examination institutions (hereinafter referred to as the examination institutions) within their respective administrative areas, and the examination categories and project scope undertaken by them. Among them, the examination institutions that undertake the welder examination for long-distance (oil and gas) pipelines and nonmetallic materials, the examination category and project scope shall be audited by the provincial quality supervision department and reported to the General Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as the General Administration of Quality Supervision, Inspection and Quarantine) for determination and publication.

Article 5 Examination institutions shall organize the implementation of examinations within the published examination categories and examination items. Examination institutions shall not force welders to participate in the training organized by their own institutions.

The provincial quality supervision department or the municipal quality and technical supervision department with authorized districts (hereinafter referred to as the municipal quality supervision department) shall supervise the welder examination, and be responsible for examination and approval, certification and review (hereinafter referred to as the certification authority).

Article 6 The welder examination includes two parts: the basic knowledge examination and the welding operation skill examination. The contents of the inspection shall be suitable for the project scope applied by the welder. The basic knowledge examination adopts the way of answering questions by computer, and the welding operation skill examination adopts the way of welding specimen and inspection and evaluation.

Article 7 Under any of the following circumstances, the corresponding basic knowledge examination shall be conducted:

(a) the first application for examination:

(2) Change or increase the welding method:

(three) change or increase the types of parent materials (such as steel, aluminum, titanium, etc.). );

(four) welders whose certificates of special equipment operators have been revoked shall re-apply for the examination.

Article 8 The scope, contents, methods and performance evaluation of the welder examination for special equipment of metallic materials and nonmetallic materials shall be implemented in accordance with the provisions of Annexes A and B of these Rules.

According to the degree of motorization of welding methods, welding machines are divided into manual welding machines, motorized welding machines and automatic welding machines. Mobile welder and automatic welder are collectively referred to as welder operators.

Chapter II Examination Institutions

Ninth welder examination institutions should meet the following conditions:

(a) established by a legally qualified unit, institution or organization;

(2) Having a fixed organization and management department and office space;

(three) the equipment and facilities used for the welder examination are suitable for the welder examination category and project scope;

(four) full-time staff of not less than 3 people, technical ability and welder examination category, project scope to adapt; (5) Have the ability of welding procedure qualification, have welding work instructions that meet the requirements of welder examination, and have basic knowledge examination question bank suitable for different welding methods and different materials;

(6) Having a welder examination quality assurance system, sound examination discipline, invigilator code, confidentiality system, examination management, file management, financial management, emergency plan and other rules and regulations, which can be effectively implemented;

(seven) the welder examination shall be managed by computer and video.

Article 10 The technical director of the welder examination institution and the teacher of welding operation skills should be familiar with and master these rules and welding professional knowledge. Teachers of welding operation skills also need to take the welding operation skills examination, and only after passing the examination can they hold corresponding positions.

The examination of the technical director of the examination institution and the teacher of welding operation skills shall be organized and implemented by the examination institution designated by the provincial quality and technical supervision department.

Article 11 The project organized by the welding operation skills teacher of the welder examination institution is the project scope for the examination institution to undertake the first-level welding examination. Teachers of welding operation skills can be regarded as engaged in welding operations of special equipment during their tenure.

Article 12 The main responsibilities of welder examination institutions are as follows:

(a) to formulate the welder examination plan and announce it to the public;

(two) review the welder examination application materials;

(three) to determine the basic knowledge test papers and operating skills test specimens;

(4) Preparing test plates (pipes), welding materials, equipment and facilities for inspection;

(five) to organize the implementation of the computer examination of basic knowledge of welders and the examination of welding operation skills, to be responsible for the evaluation of test papers and the inspection of specimens and samples, and to evaluate the examination results;

(six) publish, notify and report the examination results;

(seven) the establishment and management of welder examination files;

(eight) according to the entrustment of the applicant, apply to the issuing authority for the "special equipment operator certificate";

(nine) according to the entrustment of the applicant, apply to the issuing authority for a review of the Certificate of Special Equipment Operators;

(ten) accept the supervision of quality supervision departments at all levels;

(eleven) to submit the annual work summary and assessment related statistical reports to the issuing authority, and in accordance with the provisions of the special equipment information work, timely input the relevant information into the special equipment personnel library.

Thirteenth welder examination institutions can only organize the implementation of welder examination within the approved examination category and project scope. If the examination category and project scope change, it shall apply to the provincial quality and technical supervision department]. After approval and publication, the welder examination can be organized and implemented according to the new examination category and project scope.

Article 14 After the legal qualification, address, ownership and affiliation of the welder examination institution, as well as the director (or deputy director) of the technical person in charge and the welding operation skill teacher are changed, they shall go through the change formalities with the provincial quality and technical supervision department within 15 days, and report to the local municipal quality and technical supervision department.

Fifteenth city quality and technical supervision department is responsible for the supervision and inspection of welder examination within their respective administrative areas. Conduct on-site supervision and inspection at least once a year, and report the results of supervision and inspection to the superior quality and technical supervision department. The contents of supervision and inspection are as follows:

(1) Qualification, resource conditions, examination category and project scope of welder examination institutions;

(two) welder examination application materials;

(three) the operation and implementation of the welder examination quality assurance system;

(four) welding procedure qualification and welding work instruction and basic knowledge examination questions of welder examination;

(five) the actual ability of welder examination institutions and welding operation skills teachers.

Chapter III Examination Procedures and Requirements

Sixteenth welder examination procedures include examination registration, examination of application materials, evaluation and notification of examination results.

Seventeenth welders who sign up for the examination shall submit the following materials to the examination institution:

(1) Application Form for Examination of Welding Operators of Special Equipment (see Annex B, 1 copy);

(2) ID card (copy, 1 copy);

(3) Recent bareheaded photos (1 inch, 2 photos);

(four) junior high school graduation certificate (copy) or equivalent certificate (1 copy); (5) a health certificate issued by a medical and health institution that includes vision, color blindness, etc.

The Application Form for Examination of Welding Operators of Special Equipment shall be signed by the employing unit (or training institution) to specify the contents and class hours of the applicant's safety education and training.

Eighteenth welder examination institutions shall complete the examination within 15 working days after receiving the application materials. Meet the conditions, notify the applicant to take the exam; For those who do not meet the requirements, notify the applicant to make timely corrections or explain the reasons for not meeting the requirements.

Nineteenth welder examination institutions will notify the applicant and the quality and technical supervision department where the examination institutions are located 30 days before the examination.

Welders can only take the welding operation skill examination after passing the basic knowledge examination. The validity period of the welder basic knowledge examination is 1 year.

Examination institutions should strictly implement various rules and regulations such as confidentiality and invigilation, ensure the openness, fairness, impartiality and standardization of examination work, and ensure the quality of examination work.

Twentieth welder examination institutions shall complete the evaluation of examination results within 20 working days after the end of the examination. The results of welder's basic knowledge examination and welding operation skill examination shall be recorded in the Basic Information Form of Special Equipment Welder's Examination (see Annex D), and the inspection records of welding operation skill examination specimens shall be recorded in the Special Equipment Metal Welder's Inspection Record Form and the Special Equipment Non-metal Welder's Inspection Record Form (see Annexes E and F) (hereinafter referred to as the Welder's Welding Operation Skill Examination Inspection Record Form).

Twenty-first welder examination results reported to the issuing authority and notify the registered welder. For welders who have passed the basic knowledge examination and welding operation skill examination, the examination institution shall summarize the welder registration materials and examination materials (Annex B, Annex D, examination papers, Annex E or Annex F), or the welder himself shall apply to the issuing authority for the certificate of special equipment operators.

Twenty-second welder registration materials and examination materials shall be filed by the examination institution for at least 4 years.

Twenty-third certified welders shall, in accordance with the provisions of these rules, undertake the welding work of special equipment corresponding to qualified projects.

The Certificate of Special Equipment Operators is equally valid throughout the country.

Twenty-fourth special equipment operators certificate is reviewed every four years.

For the first review, the qualified items obtained for the first time need to be re-tested; The second review (including the second review) needs to participate in the tests within the scope of qualified projects.

Twenty-fifth certified welders shall submit the application materials for reexamination to the original examination institution three months before the expiration, and entrust the welder examination institution to apply for reexamination to the issuing authority in a unified way; Welders can also directly submit the application materials for reexamination to the original issuing authority for reexamination.

Welders who work across regions may apply for reexamination to the license issuing authority at the place where they work.

Article 26 A registered welder shall submit the following materials when applying for reexamination:

(1) application form for review of welding operators of special equipment (see Annex G, 1 copy);

(2) Certificate of special equipment operators (original);

(3) Welding performance records of special equipment welders (see Annex H, 1 copy);

(4) Basic information table of welder examination for special equipment (see Annex D, 1 copy);

(5) Examination records of welding operation skills (welder 1 copy for re-examination or examination); (6) A physical health certificate issued by a medical and health institution, which contains vision, color blindness and other contents (original).

The Application Form for Re-examination of Welding Operators of Special Equipment shall be signed by the employing unit (or examination institution) to specify the contents and class hours of the applicant's safety education and training, and whether there are any bad records such as violation of laws and regulations.

Twenty-seventh review, meet all the following requirements for the review object:

(1) The submitted application materials for reexamination are true and complete;

(2) Those under 55 years of age (those over 55 years of age, according to the requirements of Article 29 of these Rules): (3) No major quality accidents have occurred due to violation of process discipline;

(four) according to A8 in Annex A and B7 in Annex B of these Rules, re-examine or review qualified projects.

Article 28 The issuing authority shall examine the reexamination materials within five working days, or inform the applicant to make corrections to the application materials, and make a decision on whether or not to accept them. If it can be inspected on the spot, it shall be handled on the spot.

The issuing authority shall complete the review of the accepted application within 20 working days. Qualified, in the original certificate to register the re-examination of the project and sign it; Unqualified, it shall explain the reasons in writing.

Article 29 If a licensed manual welder or welder operator interrupts the welding operation of special equipment by a certain welding method for more than six months, the manual welder or welder operator shall re-inspect the special equipment before using the welding method again.

Welders over 55 years of age need to continue to engage in special equipment welding operations, and the issuing authority shall decide whether to take the examination according to the situation.

Thirtieth fails to apply for review, review unqualified, "special equipment operator certificate" is invalid, cancelled by the issuing authority.

Article 31 Under any of the following circumstances, the original issuing authority may revoke or revoke its special equipment operator certificate:

(1) Obtaining the certificate of special equipment operators by cheating in exams or other deceptive means;

(two) illegal operation caused by special equipment accidents;

(three) the staff of the examination institution or the issuing authority abuses their powers, neglects their duties, violates legal procedures or goes beyond the scope of examination and certification.

Thirty-second welders who have obtained the certificate of special equipment operators by cheating or other deceptive means may not re-apply for the welder examination within three years after the certificate is revoked.

Article 33 Welders and employers (or examination institutions) who sign opinions shall be responsible for the authenticity of the contents of the Application Form for Examination of Welding Operators of Special Equipment and the Application Form for Review of Welding Operators of Special Equipment. The examination institution shall be responsible for the completeness of the welder's application materials and the authenticity of the welder's basic examination form, the special equipment metal welder's welding operation skill examination record form, and the special equipment nonmetal welder's operation skill examination record form (PE tube).

The issuing authority shall be responsible for the procedures and conclusions of the welder examination.

Thirty-fourth examination institutions can actively create conditions, establish an online registration platform, and implement online registration in accordance with the requirements of informationization. The issuing authority shall input the relevant data of issuing the certificate of special equipment operators into the public notice system of special equipment operators of AQSIQ.

Chapter IV Supplementary Provisions

Article 35 The employing unit shall, in accordance with the provisions of these Detailed Rules and in combination with the actual situation of the unit, formulate measures for the administration of welder examination and establish welder welding files. Welder's welding files should include welder's welding performance, welding quality summary results, welding quality accidents, etc. To provide objective and true proof materials for welder's forensic examination.

After the welder terminates the employment relationship, the original employer has the responsibility to provide the welder's welding files to the issuing authority.

Article 36 The scope, contents, methods and performance evaluation standards of welder examination meeting the following conditions shall be formulated by the employing unit according to the technical conditions of product design and manufacturing and referring to relevant domestic and foreign standards. When necessary, organize expert review and report to AQSIQ for the record. Other requirements are still implemented according to these rules.

(1) Welding methods (such as brazing), material types (such as medium carbon steel, tin bronze, zirconium and zirconium alloy), filler materials and special welds (such as hardfacing, end welds, slot welds and plug welds) other than those specified in these Rules shall be adopted for welding.

(2) Mechanical and electrical products are made of materials beyond the scope specified in domestic design codes, or low-alloy steel with the lower limit of standard tensile strength greater than 6 10MPa.

Thirty-seventh special equipment operators welder certificate shall be uniformly printed by the AQSIQ.

According to the Regulations on Supervision and Management of Operators of Special Equipment, the operation of special equipment is divided into "pressure welding" (referring to the welding of pressure-bearing equipment) and "structural welding" (referring to the welding of electromechanical equipment). Fill in the qualified items of welder examination for special equipment operators as follows:

(1) If there are special requirements for structural welder examination [such as Item (2) of Article 36 of these Rules, the welding procedure qualification is not conducted according to JB/T4708 Welding Procedure Qualification of Pressure Equipment, and the specimen is not nondestructive tested according to JB/T4730 Nondestructive Testing of Pressure Equipment], Welder's qualified items must be classified as "pressure welding" or "structural welding": when the certificate of special equipment operator needs to include both "pressure welding" and "structural welding", add "(pressure welding, structural welding)" after "special equipment welding operation" in the column of "operation type", and mark the qualified item code as "pressure welding" or "structural welding" on the approved project page.

(2) If there are special requirements for structural welder examination, the certificates of special equipment operators are different.

Including "pressure welding" and "structural welding", add "structural welding" after "welding operation of special equipment" in the column of "operation type", and fill in qualified projects directly on the approved project page.

(3) If there is no special requirement for structural welder examination, the qualified project code shall be directly filled in "(pressure welding, structural welding)" after "Special equipment welding operation" in the column of "Special equipment operation certificate" on the approved project page. It is not necessary to indicate "pressure welding" or "structural welding".

Article 38 The General Administration of Quality Supervision, Inspection and Quarantine shall be responsible for the interpretation of these Rules.

Article 39 These Detailed Rules shall come into force as of April 6, 2002, when the General Administration of Quality Supervision, Inspection and Quarantine issued the Rules for the Examination of Welders of Boilers, Pressure Vessels and Pressure Pipes (State-owned Enterprise State (2002) 109) and February 6, 2006, when the General Administration of Quality Supervision, Inspection and Quarantine issued the Rules for the Examination of Welders of Boilers, Pressure Vessels and Pressure Pipes.
