On May 29, 2008, the State Council formally approved the establishment of Guangxi Qinzhou Bonded Port Area, located in Qinzhou Port, which is the sixth bonded port area in China after Shanghai Yangshan, Tianjin Dongjiang, Dalian Dayaowan, Hainan Yangpu, Ningbo Meishan, and the only bonded port area in central and western regions of China.

1, water supply engineering planning

2. Drainage engineering planning

Planning Qinzhou City, using liquefied natural gas as the city's gas source; the gas source from the Sandun 200,000-ton LNG terminal, LNG gasification into the high school pressure gas regulator station in the port of Qinzhou after landing. Medium-pressure gas pipeline is introduced from the high and medium-pressure gas regulating station on the north side to supply gas to the bonded port area.

5. Telecommunication engineering planning

The planning divides the communication system of Qinzhou harbor area into two categories. The first category is the city communication system which mainly serves the management service area and bonded logistics processing area; the second category is the harbor communication and navigation system which serves the harbor. The telecommunication pipeline of the bonded port area is introduced from the north side of the planning telephone office, and a telephone office and a post office are set up in the planning area, with a floor area of ****2000 square meters, which is planned to be built together with public buildings to provide broadband, telecommunication and postal express business for the planning area.

In 2007, the cargo throughput of Qinzhou Port reached 12.063 million tons, and the average growth rate of throughput from 2005 to 2007 was 26.1%. The import and export of goods of foreign enterprises through the port of Qinzhou has also been growing rapidly at an average annual rate of 37% with more than 100,000 tons per year, which is a gradual manifestation of the advantages of the location of the port of Qinzhou. PetroChina Guangxi Petrochemical 10 million tons/year oil refining project was approved by the state on February 12, 2007, with a total investment of more than 15 billion yuan, covering an area of about 3200 acres. The project consists of 10 million tons/year of atmospheric decompression distillation, 3.5 million tons/year of heavy oil catalytic cracking, 2.4 million tons/year of diesel hydrogenation and refining, and more than 10 sets of main production units. Part of the main project will be completed by the end of 2009. After the completion of the project, 10 million tons of crude oil can be processed annually, and 7 million tons of fuels such as gasoline, diesel, jet fuel and liquefied petroleum gas, as well as more than 2 million tons of polypropylene, aromatics and other petrochemical products can be produced, resulting in an annual industrial output value of more than 40 billion yuan. The starting point of the pipeline project is located in Qinzhou Port, and the end point is located in Tunli Oil Depot in Nanning City, with a total length of more than 190 kilometers, and the entire pipeline has an annual design capacity of 5 million tons of oil.
