Article 6 (Basic Indicators and Point Values)
Basic indicators include age, educational background, professional and technical titles and skill levels, and the number of years of working in the city and paying employee social insurance.
(1) Age
The maximum score for the age indicator is 30 points. The specific point criteria are as follows:
A licensee aged 56-60 years old shall accumulate 5 points; for every decrease of 1 year in age, the points shall be increased by 2 points.
(2) Educational Background
The educational background indicator has a maximum value of 110 points, and the points are awarded to the domestic and foreign academic degrees obtained by the holder in accordance with the regulations of the state education administration department that are recognized by the state. The specific points criteria are as follows:
1. 50 points will be accumulated if the holder obtains a college (higher vocational) degree.
2. If the holder obtains a bachelor's degree, 60 points will be accumulated.
3. If the holder obtains a bachelor's degree and a bachelor's degree, he/she will be awarded 90 points.
4. If the holder obtains a master's degree, he/she will be awarded 100 points.
5. If the holder obtains a doctoral degree, he/she will be awarded 110 points.
(3) Professional and Technical Titles and Skill Levels
Professional and Technical Titles and Skill Levels are worth a maximum of 140 points. Points can be awarded for professional and technical qualification certificates, professional and technical vocational qualification certificates and national vocational qualification certificates for skills obtained during the holder's working period in the city, and the specialties and types of work are in line with the positions hired. The specific points standard is as follows:
1. The holder obtains the fifth level of the national vocational qualification in skill category and accumulates 15 points.
2. If the licensee obtains the fourth level of national vocational qualification in skill category, 30 points will be accumulated.
3. If the licensee obtains the third level of the national vocational qualification in the skill category, 60 points will be accumulated.
4. If the licensee obtains the second level of the national vocational qualification in the skill category, the intermediate professional and technical qualification or the professional and technical qualification equivalent to the intermediate professional and technical qualification, the licensee will be awarded 100 points.
5. If the holder obtains the first level of the national vocational qualification in the skill category or the qualification for holding senior professional and technical posts, he/she shall accumulate 140 points.
If the licensee applies for points for middle or senior professional and technical job qualifications and the second or first level of the national vocational qualification in the skills category, the base amount of social insurance premiums paid to the employees for the cumulative total of six months within the last one year shall not be less than the average social wage of the employees of the city in the previous year.
Where professional and technical vocational qualifications need to be registered in accordance with relevant state regulations, additional points will be given after registration. The catalog of professional and technical vocational qualifications and the catalog of national vocational qualifications in skill categories shall be uniformly announced to the public by the Municipal Bureau of Human Resources and Social Security.
(4) Years of Working in the City and Paying Employee Social Insurance
The licensee shall be awarded 3 points for each year he/she has worked in the city and paid employee social insurance premiums on a monthly basis in accordance with the relevant provisions of the state and the city. If the licensee has not paid the city's employee social insurance premiums normally and has made up for it, or if the unit of employee social insurance payment is not the same as the unit where the labor (employment) contract is signed, it will not be used as the basis for the points of this item.
Article 7 (Extra Points Indicators and Point Values)
The extra points indicators include entrepreneurial talents, innovative and entrepreneurial intermediary service talents, shortage and urgent need of specialties, investment and tax payment or driving local employment, payment of employee social insurance premium base, specific public ****service areas, key areas in remote suburbs, full-time fresh graduates, commendations and awards, and spouses of persons with household registration in the city.
(I) Entrepreneurial Talents
Entrepreneurial talents who meet certain conditions will accumulate 120 points. The specific conditions for the points for entrepreneurial talents shall be formulated by the Municipal Science and Technology Commission in conjunction with relevant departments and then announced to the public.
(2) Innovation and Entrepreneurship Intermediary Service Talents
Innovation and entrepreneurship intermediary service talents meeting certain conditions will accumulate 120 points.
The specific conditions for the innovative entrepreneurial intermediary service talents to accumulate points shall be formulated by the Municipal Science and Technology Commission in conjunction with relevant departments and then announced to the society.
(C) Shortage and Urgent Needs Specialties
If the licensee's major belongs to the shortage and urgent needs specialties in the city and the job position is consistent with the major, the licensee will be awarded 30 points.
The city's shortage of urgently needed professions catalog, developed by the Municipal Bureau of Human Resources and Social Security in conjunction with the relevant departments and then announced to the public.
(4) Investment and Tax Payment or Driving Local Employment
Enterprises invested and established by the licensee in the city, according to the individual's share of investment, the average annual tax payment for the last three consecutive years is 100,000 yuan and above, or the average annual employment of 10 or more persons of the city's domicile, for every 100,000 yuan in tax payment or for every 10 persons employed by the city's domicile, 10 points will be accrued, and the maximum number of points is 120. 120 points.
(E) Payment of Employee Social Insurance Premiums
The maximum number of points for the indicator of the number of employee social insurance premiums paid by the licensee working in the city is 120 points. Specific point criteria are as follows:
1. A licensee who has paid employee social insurance premiums in the city for a total of 36 months in the last 4 years equal to or higher than 80% of the average social wage of the employees in the city in the previous year but less than one times, will be awarded 25 points.
2. If the base amount of social insurance premiums paid by the licensee in the city for 36 months in the last 4 years is equal to or higher than 1 times or less than 2 times of the average social wage of the employees in the city in the previous year, the licensee shall be awarded 50 points.
3. If the base amount of social insurance premiums paid by the licensee in the city in the last 4 years for a total of 36 months is equal to or higher than 2 times or less than 3 times of the average social wage of the workers in the city in the previous year, the licensee shall be awarded 100 points.
4. If the licensee has paid social insurance premiums in the city for 24 months in the last 3 years, which is equal to or higher than 3 times of the average social wage of the workers in the previous year, the licensee shall be awarded 120 points.
The licensee shall not be awarded any points for this item if he/she has not paid the city's employee social insurance premiums on a regular basis and has paid them retroactively, or if the base of employee social insurance premiums cannot reasonably correspond to the base of individual income tax premiums, or if the unit of employee social insurance premiums payment does not correspond to the unit of the signed labor (employment) contract.
