Development and reform, public security, civil affairs, finance, natural resources, ecological environment, housing and urban-rural construction, transportation, water administration, agriculture and rural areas, urban management, tourism and other relevant departments of the people's government of Dazhou City in accordance with their respective responsibilities to do a good job in the Lotus Lake Wetland Protection.
The Lotus Lake wetland management organization is responsible for the daily management of Lotus Lake wetland protection. Article 7 The people's government of Dazhou city and the relevant departments shall strengthen the Lotus Lake wetland protection publicity and education, and improve citizens' awareness of wetland protection.
Encourage and support citizens, legal persons or other organizations to participate in the Lotus Lake wetland protection in the form of volunteer services, donations and other forms. Article 8 Any unit or individual has the obligation to protect the Lotus Lake wetland, the encroachment of wetland resources, destruction of the wetland environment and other acts have the right to complain, report, stop. Chapter II protection and utilization of Article 9 The forestry department in charge of the Dazhou Municipal People's Government shall, in conjunction with the relevant departments, prepare the Lotus Lake Wetland Protection Plan, which shall be approved by the Dazhou Municipal People's Government and then reported to the Standing Committee of the Dazhou Municipal People's Congress for record.
Lotus Lake wetland protection planning should be linked with the overall land use planning, water conservancy and soil and water conservation master plan, urban and rural planning, environmental protection planning.
The approved Lotus Lake Wetland Protection Plan shall be strictly implemented; it shall not be adjusted or modified without approval.
The construction within the scope of protection shall comply with the Lotus Lake Wetland Protection Plan. Article 10 The following acts are prohibited in the peripheral protected area:
(1) unauthorized enclosure (reclamation), burning, filling of Lotus Lake wetland;
(2) putting toxic and harmful substances, dumping of solid wastes, unauthorized discharge of sewage;
(3) the use of highly toxic, high-residue pesticides;
(4) other acts prohibited by laws and regulations. Article 11 The following acts are prohibited in the core protection area:
(1) unauthorized construction of buildings (structures), erection of temporary facilities, installation and laying of pipes (poles) and lines;
(2) construction of graves;
(3) unauthorized netting of fish, fishing for other aquatic organisms;
(4) washing of vehicles or cleaning of the water body that has been stored in the form of oils, poisonous and harmful substances containers as well as medical and living appliances;
(5) use of oil-fired motorized vessels other than those for operation, management, law enforcement and rescue;
(6) setting off fireworks, picnicking, making smoked products, burning sacrificial offerings and other wild fires;
(7) acts prohibited by items 1, 2 and 3 of Article 10 of these Regulations and other acts prohibited by laws and regulations. Article 12 The wetland protection and restoration project shall be implemented within the scope of protection, adhering to the combination of natural restoration and artificial restoration, carrying out vegetation restoration and soil and water management, maintaining the health of the wetland ecosystem, enhancing the ecosystem's self-repair ability, coordinating and harmonizing the balance of water resources, and safeguarding the wetland's ecological water needs. Article 13 A sewage collection system shall be constructed within the protected area to realize the diversion of rainwater and sewage.
Units and individuals within the scope of protection shall discharge sewage into the designated sewage collection pipeline network for centralized treatment by the sewage treatment plant; if they cannot enter the network due to special reasons, they shall construct supporting sewage treatment facilities for centralized treatment and discharge up to the standard, and in accordance with the provisions of relevant laws and regulations.
The protection area shall be set up in accordance with the law of garbage collection points, equipped with appropriate facilities, timely disposal of garbage. Article XIV development and utilization of Lotus Lake wetland resources, shall not exceed the environmental carrying capacity of wetland resources, and take into account flood control, drought and other functional needs. Article 15 The tourism facilities and service outlets within the protection area shall be unified planning, rational layout, standardized settings, in line with the protection of natural resources, ecological environment needs. Article 16 Only functional facilities and landscape facilities supporting the protection and utilization of wetlands can be constructed in the core protection area, and in line with relevant laws and regulations. Article 17 Newly planned buildings in the peripheral protection area shall not be less than one hundred meters away from the horizontal distance of the perennial water level line. Article 18 Construction projects within the protected area shall take measures for pollution prevention and soil and water conservation. Article 19 If the legitimate rights and interests of the owners and users of the wetland resources are damaged due to the protection, utilization and management of the Lotus Lake wetland, they shall be compensated according to law. Chapter III Management and Supervision Article 20 The Lotus Lake Wetland Management Organization shall, together with the relevant departments, determine the four boundaries of the Lotus Lake Wetland Core Protection Area and the surrounding protection area and set up boundary stakes.
No unit or individual shall move or destroy the boundary stakes without authorization.
