The labor bureau is most afraid of complaints from the labor law enforcement brigade. The labor bureau has a department called "labor law enforcement and supervision brigade" is responsible for dealing with such complaints, the department will be in accordance with the law on the supervision and inspection of the employer, and ordered to pay the wages owed. Labor security supervision is an administrative law enforcement activity in which the labor security administrative organ supervises and inspects the employer's compliance with labor security laws and regulations, discovers and corrects violations of the law, and imposes administrative treatment or penalties in accordance with the law.

Article 10
To conclude a written labor contract to establish a labor relationship, a written labor contract shall be concluded.
Where a labor relationship has been established and a written labor contract has not been concluded at the same time, a written labor contract shall be concluded within one month from the date of employment.
Where an employer and a worker conclude an employment contract before employment, the labor relationship shall be established from the date of employment. Article 82
Legal Responsibility for Failure to Conclude a Written Labor Contract If an employer fails to conclude a written labor contract with a worker for more than one month but less than one year from the date of employment, the employer shall pay the worker two times his/her monthly wages.
If an employer violates the provisions of this Law by not entering into an open-ended labor contract with a worker, the employer shall pay the worker two times the monthly wages from the date the open-ended labor contract should be entered into.
