History
Tang Dynasty set up the Donghai County, which was named after its eastern neighbor, the Yellow Sea.

In 2008, according to the "Approval of Jiangsu Provincial Government on the Adjustment of Part of LianYunGang City's Administrative Division", Punan, Donghai County, was transferred from LianYunGang to Punan, Donghai County.
In 2008, according to the Jiangsu Provincial Government's "Reply on the Adjustment of Some Administrative Districts in Lianyungang City", Punan Township of Donghai County was assigned to the jurisdiction of Xinpu District, and Jiangsu State-run Gangbu Farm was assigned to the administrative area of Xinpu District.
