Career units are relative to business units in that they are not profit-oriented and are branches of some state institutions. Generally, they are social organizations whose direct purpose is to promote social welfare, meet the needs of society in culture, education, science and health, and provide various social services.
Since July 1, 2014, the Regulations on Personnel Management of Institutions published by the State Council have come into force. The regulations state that in terms of wages, benefits and social insurance, the state establishes a payroll system for institutions that combines incentives and constraints. Salaries for institutional staff include basic salary, performance pay and allowances. The biggest change after the implementation of the regulations is to establish the institutions and employees as a "contractual relationship", breaking the lifelong system, the realization of the personnel can come in and out.
