4.2.2 Evaluation method of commercial bid

After the 4.2.2.4 judges have made clear the cost of each bid quotation according to the above provisions, they will make a detailed review of the bids according to the relevant provisions of laws and bidding documents. If there are less than three effective bidders in 4.2.2.5, it shall be handled in accordance with national laws, regulations and relevant provisions.

4.3.3 The tender offer of each tendering unit shall not exceed the cost calculated according to the bill of quantities and the current project budget quota and material budget price. The bill of quantities must be compiled and analyzed according to the comprehensive unit price, otherwise it will be invalid.
The tendering unit entrusts a qualified consulting company to prepare the pre-tender estimate cost as a reference for calculating the project cost savings and finding out the reasons for the difference in quotation during bid evaluation analysis. The pre-tender estimate is not directly linked to the bid evaluation method. When all the tenderers' bids are higher than the pre-tender cost or there is an abnormal situation that fails to achieve the expected competitive effect, the tenderee may apply to the tender management and supervision department to declare the bid invalid and reorganize the tender.
4.3.4 Duration: The bidding duration of this project is 85 calendar days. If the bidding period exceeds the bidding period, the bidding is invalid.
4.4 After the bid evaluation is completed, the bid evaluation team shall submit a written report to the tenderee. In effective bidding, the bidders with the highest and second highest total scores of technical and commercial bids are the first and second successful candidates.

If the agreed conditions cannot be met due to Party A's reasons, Party A shall bear the economic expenses for rework, and the construction period shall be postponed accordingly.
7.3 This project is supervised by Wenzhou Construction Engineering Quality Supervision Station. Eight, matters needing attention
8. 1 All tendering units shall strictly abide by all laws and regulations, compete in bidding fairly, and shall not collude in bidding or practise fraud. If found, the bid bond shall be confiscated and legal responsibility shall be investigated.
8.2 The bid opening meeting shall be attended by the legal representative of the tendering unit. If the legal representative is unable to attend in person for some reason, he shall entrust the legal representative to entrust an agent to attend. 8.4 All bidders shall carefully understand the bidding documents and related attachments when preparing the bidding documents. The tenderer will send out the modification of the contents of the tender documents and all the questions and answers arising from the construction drawing question-and-answer meeting and the bill of quantities question-and-answer meeting in the form of supplementary notice, and the clarification or modification will be taken as an integral part of the tender documents.
If there are ambiguous statements or various explanations in the tender documents, but they are not clearly stipulated, and the tenderer has not put them forward in writing before the specified time, the tenderer has the right to explain. As a result, the bidder fails to win the bid or causes unfavorable factors after winning the bid, and the responsibility shall be borne by the bidder.
Before the deadline for bidding, the tenderee may modify some contents of the bidding documents by supplementary notice, and report them to Wenzhou Construction Project Bidding Supervision Office for approval and release.
8.5 All tendering units shall prepare bidding documents according to the requirements of the bidding documents, and the bidding documents shall respond to the substantive requirements and conditions put forward in the bidding documents. Bidders shall not collude with each other to drive up the bid price, shall not disclose the bidding contents to the bidding unit or relevant personnel during the bidding process, and shall not inquire about or steal the information and bid price of other bidders.
8.6 All bidders shall provide a bid bond (transferred from the bidder's bank account) not less than the amount specified in the Instruction, and submit it to the bidder after receiving the bidding documents and drawings. The bid bond of the unsuccessful bidder who participated in the bidding from beginning to end will be returned when the drawings and related materials are returned (interest-free), and the bid bond of the successful bidder will be returned after signing the contract (interest-free).
8.7 After winning the bid, the bidder shall pay a performance bond of 400,000 yuan. After the project has passed the acceptance by the quality supervision department and obtained the quality grade certificate, the performance bond of the contract will be returned, excluding bank deposit interest.
8.8 The bidder shall bear all expenses involved in the preparation and submission of bid documents. Regardless of the bidding result, the tenderer will not bear the above expenses.
8.9 The winning bidder must strictly abide by the relevant national regulations on the construction industry, and shall not subcontract this project to other construction enterprises.
8. 10 If there is any abnormality in the bid opening and evaluation activities, and the expected competitive effect has not been achieved, the tenderee may apply to the tendering and bidding supervision and management department for reorganizing the bidding or selecting the bid in other ways.
9. After determining the winning bidder, the bid inviting unit will send the bid evaluation report and related materials to Wenzhou Construction Project Bidding Supervision Office within 15 days, and send a bid-winning notice to the winning bidder after examination. Within 30 working days after the bid-winning notice is issued, the tenderer and the winning bidder shall sign a contract and report it to Wenzhou Tendering and Bidding Supervision Office for the record.
