Hazardous waste, medical waste and discarded electrical and electronic products shall be managed in accordance with relevant national laws and regulations and other relevant provisions of this Municipality. Domestic garbage disposal is a basic public welfare undertaking related to people's livelihood. It is the responsibility of the whole society to strengthen the management of domestic garbage, maintain the public environment and save resources.
The management of domestic waste in this city follows the principles of reduction, recycling and harmlessness, and the principles of urban and rural planning, scientific planning and comprehensive utilization, and adheres to the government-led, social participation, city-wide overall planning and territorial responsibility, and gradually establishes and improves the socialized service system for domestic waste treatment. Development and reform, finance, land and resources, environmental protection, planning, housing and urban construction, transportation, rural work, commerce, health, industry and commerce, landscaping, public security, urban management and law enforcement departments, in accordance with the laws, regulations, rules and responsibilities determined by the people's government at the same level, coordinate with each other to do a good job in the management of domestic waste. The municipal, district and county people's governments shall speed up the construction of construction waste recycling facilities, improve the processing capacity, formulate policies for comprehensive management and recycling of construction waste, and promote the emission reduction, transportation standardization, recycling of disposal and large-scale utilization of recycled products of construction waste.

Units and individuals that produce domestic garbage shall put domestic garbage into categories according to the following provisions:
(a) Put kitchen waste, recyclables and other wastes into collection containers with corresponding marks respectively;
(two) large waste items such as waste furniture are piled up separately at the place designated by the person in charge of domestic waste classification management;
(three) construction waste shall be piled up separately according to the time, place and requirements specified by the person in charge of domestic waste classification management;
(four) the lime soil produced in the daily life of rural villagers is placed separately in the corresponding container or the place designated by the person in charge of classification management;
(five) other provisions of the state and the city on the classification of domestic waste.
Hazardous waste, medical waste and discarded electrical and electronic products shall be collected separately and shall not be mixed with domestic garbage. This Municipality implements the responsibility system for classified management of domestic waste. The person responsible for the classified management of domestic waste shall be determined in accordance with the following provisions:
(1) Urban residential areas, including residential areas, hutongs and streets. , the implementation of property management, the property management unit is responsible for; If the unit is self-managed, it shall be the responsibility of the self-managed unit.

The person responsible for the classified management of domestic waste shall register the discharge of domestic waste with the local subdistrict office or the township people's government in accordance with the regulations, and provide a contract for the collection and transportation of domestic waste.
The person responsible for the classified management of domestic waste shall establish a domestic waste management ledger, record the types, quantities, transporters and destinations of domestic waste actually generated within the scope of responsibility, and report to the local neighborhood offices or township people's governments regularly.
Sub-district offices and Township People's governments shall timely summarize and input the data into the domestic waste management information system. The construction unit of new construction, renovation and expansion projects, the undertaking unit of demolition projects such as buildings and structures, and construction projects such as urban roads and highways, etc., shall handle the permit for disposal of muck according to law before construction. The permit for muck disposal shall be publicized at the construction site.
Units undertaking demolition projects shall, when handling the construction record of demolition projects with the administrative departments of housing and urban and rural construction, take measures and materials for stacking and removing wastes, including the permit for disposal of muck. Units that collect and transport domestic garbage shall comply with the following provisions:
(1) Collect and transport different kinds of domestic garbage on time, and equip qualified collection tools, transport vehicles and qualified personnel according to the collection amount, classification method and operation time of domestic garbage;

(three) the establishment of domestic waste management ledger, record the source, type, quantity and destination of domestic waste, and report to the district and county municipal administrative departments;

Enterprises engaged in domestic waste treatment services shall obtain the business license for domestic waste treatment issued by the municipal administrative department.
Where a construction waste disposal site is set up, it shall obtain a permit for setting up a construction waste disposal site issued by the municipal administrative department. The construction unit shall deliver the construction waste to a qualified transport unit and transport it to a qualified waste disposal site according to the time, route and requirements specified in the waste disposal permit. In the implementation of on-site resource disposal of construction waste, equipment or methods that meet the requirements of resource disposal of construction waste shall be adopted.
The construction unit shall promptly inform the garbage disposal site of the type, quantity, transporter and destination of the actual construction waste. If it is found that the waste disposal site does not match the actual quantity received, it shall report to the municipal administrative department of city appearance in a timely manner. The municipal, district and county people's governments shall, in accordance with the principle of combining centralized and decentralized treatment, speed up the construction of centralized treatment facilities for kitchen waste, improve the treatment capacity, promote the on-site treatment of kitchen waste at its source, and give guidance and economic subsidies to the construction and operation of on-site treatment facilities for kitchen waste. Specific measures shall be formulated by the Municipal People's Government.
Catering service units shall collect kitchen waste separately and entrust qualified professional service units for collection, transportation and treatment of domestic waste for centralized treatment; If it reaches a certain scale and has the conditions for on-site treatment, it shall build standard facilities for on-site treatment of kitchen waste in accordance with the relevant provisions of this Municipality, and carry out on-site treatment and resource utilization of kitchen waste.
Prohibit the use of kitchen waste without harmless treatment to raise livestock and poultry; It is forbidden to produce, sell and use edible oil from kitchen waste edible oil; It is forbidden for unqualified units and individuals to collect and transport kitchen waste. The operation and management units of large-scale wholesale markets for vegetables and fruits and logistics distribution centers shall build treatment facilities according to the requirements, and concentrate on the waste vegetables and fruits.
The administrative department in charge of landscaping shall organize the construction of treatment facilities to concentrate on the treatment of fallen leaves and flowers in gardens, public green spaces and parks. The district and county people's governments may establish a collection and transportation team for rural domestic garbage, or entrust a unit with professional and technical conditions to be responsible for the classified collection and transportation of rural domestic garbage through public bidding.
The kitchen waste produced in rural areas should be treated locally or centrally by biochemical treatment and other technologies in accordance with the requirements of agricultural waste recycling.
The lime soil produced in the daily life of rural villagers should be disposed of in a suitable place far away from water sources and places of residence by filling pits and reclaiming fields. The operation and management unit of centralized transfer and treatment facilities for domestic garbage shall comply with the following provisions:
(1) Disposal of domestic garbage in accordance with relevant regulations and technical standards;
(two) in accordance with the provisions of the disposal of sewage, waste gas, waste residue, dust and so on. , to ensure that the centralized transfer and treatment facilities of domestic garbage meet the relevant standards of the state and this Municipality;
