1. Scrap car recycling enterprises shall go through the following procedures:
(1) Anyone who intends to engage in the business of recycling and dismantling scrapped cars shall apply to the economic and trade administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government;
(2) The economic and trade administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall, within 30 working days from the date of receiving the application, complete the examination and approval of the application in accordance with the prescribed conditions;
(three) under special circumstances, it may be extended appropriately, but the extension time shall not exceed 30 working days;
(4) If it meets the requirements after examination, a Qualification Certificate shall be issued; Do not meet the conditions, reject the application and explain the reasons;
(five) after obtaining the qualification certificate, the applicant shall apply to the public security organ for a special trade license in accordance with the provisions of the Measures for the Administration of Public Security in the Acquisition of Scrap Metals;
(six) the applicant shall go through the registration formalities with the administrative department for industry and commerce with the qualification certificate and special trade license, and may engage in the recycling and dismantling business of scrapped cars only after obtaining the business license.
2. Legal basis: Article 8 of the Measures for the Administration of Scrap Car Recycling.
Those who intend to engage in the recycling business of scrapped cars shall apply to the administrative departments of economy and trade of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. The economic and trade administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall, within 30 working days from the date of receiving the application, complete the examination and approval of the application according to the conditions stipulated in Article 7 of these Measures; Under special circumstances, it may be appropriately extended, but the extension time shall not exceed 30 working days. If it meets the requirements after examination, it shall be awarded a qualification certificate; Do not meet the conditions, reject the application and explain the reasons.
After obtaining the qualification certificate, the applicant shall apply to the public security organ for a special trade license in accordance with the provisions of the Measures for the Administration of Public Security in the Acquisition of Scrap Metals.
The applicant shall go through the registration formalities with the administrative department for industry and commerce with the qualification certificate and special trade license, and can engage in the recycling business of scrapped cars only after obtaining the business license.
The competent economic and trade administrative departments of provinces, autonomous regions and municipalities directly under the Central Government shall report the qualified scrapped automobile recycling enterprises within their respective administrative areas to the State Economic and Trade Commission for the record, and the State Economic and Trade Commission shall publish them.
