Encourage the full recovery and rational utilization of municipal solid waste, and encourage the industrialization and operation services of municipal solid waste treatment. Article 6 The competent department of city appearance and environmental sanitation shall, jointly with relevant departments, formulate a plan for the treatment of municipal solid waste, and make overall arrangements for the layout, scale and disposal methods of facilities for the collection and disposal of municipal solid waste.
Public opinions should be sought when formulating the control plan of municipal solid waste. Seventh municipal solid waste collection and treatment facilities should be included in the scope of urban yellow line protection, and no unit or individual may occupy or change its use without authorization. Article 8 In accordance with the principle of rational layout and regional overall planning, we will encourage the planning and construction of regional centralized garbage incineration power generation facilities, strengthen the construction of municipal solid waste co-disposal facilities, improve the collection and transportation capacity of municipal solid waste through the construction of large and medium-sized transit facilities, and increase the proportion of resource utilization of municipal solid waste. Article 9 State organs, enterprises, institutions, social organizations, self-employed, urban residents and urban temporary residents who produce domestic garbage within the urban planning area of this Municipality shall pay the domestic garbage disposal fee in accordance with the provisions. Tenth city appearance and environmental sanitation departments should strengthen the collection of urban living garbage disposal fees. Encourage water supply, gas supply and power supply enterprises to collect fees in a unified way by withholding, so as to ensure the full collection of domestic garbage disposal fees. Eleventh units engaged in the cleaning, collection and transportation of municipal solid waste shall perform the following obligations:
(a) in accordance with environmental sanitation standards and norms, timely cleaning and collection of municipal solid waste within the specified time;
(two) transport the collected municipal solid waste to the disposal site approved by the city appearance and environmental sanitation department;
(three) after the cleaning and collection of domestic garbage in Yuncheng City, clean and reset the domestic garbage collection facilities in time, clean up the job site, and keep the domestic garbage collection facilities and the surrounding environment clean and tidy;
(4) Vehicles used for collecting and transporting municipal solid waste shall be sealed, intact and clean. Twelfth units engaged in the cleaning, collection and transportation of municipal solid waste are prohibited from carrying out the following acts:
(1) Dumping, scattering, piling up or burning municipal solid waste at will;
(two) unauthorized closure, closure;
(3) Discarding or scattering domestic garbage along the way during transportation. Thirteenth in the process of classified collection, transportation and disposal of municipal solid waste, environmental sanitation units shall take effective pollution prevention measures to prevent secondary pollution. It is not allowed to store recyclable materials in public areas such as sidewalks, green spaces and leisure areas.
The disposal of hazardous waste must comply with the provisions of the state on the collection, storage, transportation and treatment of hazardous waste. Fourteenth municipal solid waste should be disposed of in the municipal solid waste transfer station and treatment plant (field).
No unit or individual may dispose of municipal solid waste at will. Fifteenth enterprises engaged in the business disposal of municipal solid waste shall obtain the service license for the business disposal of municipal solid waste issued by the city appearance and environmental sanitation department. And shall meet the following conditions:
(1) The registered capital of sanitary landfills and composting plants with a scale of less than 100 tons/day is not less than 5 million yuan, and the registered capital of sanitary landfills and composting plants with a scale of more than 100 tons/day is not less than 50 million yuan, and the registered capital of incineration plants is not less than 1 00 million yuan;
(two) the site selection of sanitary landfill and incineration power plant conforms to urban and rural planning, and has obtained planning permission documents;
(3) The technologies and processes adopted meet the relevant national standards;
(4) There shall be at least five personnel with professional and technical titles above junior level, including technical personnel in environmental engineering, machinery and environmental monitoring. The technical person in charge has more than 5 years working experience in garbage disposal, and has a professional technical title above the intermediate level;
(5) It has a sound management system for process operation, equipment management, environmental monitoring and protection, financial management, safety in production, metrology and statistics, and has been effectively implemented;
(six) domestic waste incineration power generation facilities should be equipped with online monitoring system, and networked with the environmental protection department and the city appearance and environmental sanitation department;
(seven) domestic waste landfill treatment facilities and incineration power generation treatment facilities must pass the environmental protection acceptance after completion;
(eight) there are plans to control pollution and emergencies.
