Article 4 The people's police engaged in compulsory isolation drug treatment shall be strict, fair, honest and civilized law enforcement, respect for the personality of drug addicts, to protect their legitimate rights and interests.
Article 5 of the judicial and administrative organs of compulsory isolation drug rehabilitation work required funds, in accordance with the standards set by the state into the local government budget. Article 6 The establishment of compulsory isolation drug treatment centers of judicial administrative organs, shall be in line with the planning of the Ministry of Justice, through the provinces, autonomous regions and municipalities directly under the Central Government Department of Justice (Bureau), approved by the provincial people's government, and reported to the Ministry of Justice for the record.
Where conditions are favorable, separate compulsory isolation drug treatment centers for female drug addicts and compulsory isolation drug treatment centers for underage drug addicts shall be set up.
Article 7: Compulsory segregation drug treatment centers shall be named by the name of the place where they are located plus "Compulsory segregation drug treatment center"; if there are more than one compulsory segregation drug treatment centers in the same geographical area, they may be named in other ways.
The name of the compulsory isolation drug treatment center for female drug addicts is the name of the place followed by "women's compulsory isolation drug treatment center"; the name of the compulsory isolation drug treatment center for minors is the name of the place followed by "minors' compulsory isolation drug treatment center".

Article 8 The compulsory segregation drug treatment center shall have a director, a political commissioner, and a number of deputy directors, as well as functional institutions and drug treatment brigades, and shall be equipped with staff engaged in discipline, medical care and logistical support in accordance with the scale of treatment.
Article 9: Compulsory isolation drug treatment centers shall set up medical institutions and accept the guidance and supervision of the health administrative department in their medical work.
Article 10: The staff of compulsory isolation drug treatment centers shall be entitled to the wages, benefits and insurance provided by the State. Article 11 compulsory isolation drug rehabilitation center in accordance with the people's governments at or above the county level public security organs of compulsory isolation drug rehabilitation decision to receive drug addicts.

Article 13: Compulsory segregation of drug rehabilitation centers shall inspect the bodies and belongings of the drug addicts, deal with contraband in accordance with the law, and register and sign for items other than the necessities of life by the drug addicts themselves, to be collected by the close relatives designated by the drug addicts, or by the compulsory segregation of drug rehabilitation centers for safekeeping. Two or more people's police officers shall be present during the inspection.
The physical examination of female drug addicts shall be carried out by female people's police officers.
Article 14 Compulsory Isolation Drug Rehabilitation Center to receive drug addicts, shall fill in the compulsory isolation of drug addicts into the registration form, check the receipt of drug addicts in the public security organs during the period of compulsory isolation of drug addiction treatment materials.
Article 15 After the admission of drug addicts, the compulsory isolation drug treatment center shall notify their families in writing, the notification shall be issued within five days from the date of admission of drug addicts. Article 16 Compulsory isolation drug treatment center shall, according to gender, age, illness, etc., the implementation of separate management of drug addicts; according to the drug treatment, the implementation of staged management of drug addicts; according to the performance of drug addicts, the implementation of graded management of gradual adaptation to society.
Article 17: The people's police in compulsory isolation drug treatment centers shall exercise direct management over drug addicts, and it is strictly forbidden for other persons to act on their behalf.
Female drug addicts are under the direct management of female people's police officers.
Article 18: Compulsory isolation drug treatment centers shall establish a safety management system, conduct safety inspections, and promptly detect and eliminate potential safety hazards.
Compulsory isolation drug treatment centers shall formulate contingency plans for emergencies and conduct regular drills.
Article 19 Compulsory isolation drug treatment centers shall install monitoring, emergency alarm, access control and contraband detection and other security systems, in accordance with the provisions of the preservation of monitoring video and related information.
Compulsory isolation drug treatment centers shall arrange for specialized people's police to be responsible for the security and vigilance of compulsory isolation drug treatment centers.
Article 20 A compulsory isolation drug treatment center shall inspect the articles and mails handed over to drug addicts by persons outside the facility to prevent the entrapment of narcotics and other prohibited articles. At the time of inspection, two or more people's police officers shall be present.
When checking mail, the freedom and privacy of communication of drug addicts shall be protected in accordance with the law.
Article 21 With the approval of the compulsory segregation drug treatment center, drug addicts may use designated fixed-line telephones to talk with their relatives, guardians or relevant persons in their units or schools.
Drug addicts are not permitted to possess or use mobile communication devices in the facility.
Article 22: Relatives of drug addicts and staff members of the unit or school in which they are enrolled may visit them in accordance with the rules governing visits to compulsory isolation drug treatment centers.
Compulsory isolation drug treatment centers shall check the identity documents of the visitors, and shall not permit visits to those whose identities are unknown or cannot be verified.
Visits to drug addicts who are being subjected to protective restraint measures or who are under individual management shall not be arranged.
Article 23 Visits shall be conducted in the visiting room. Visitors shall abide by the rules governing visits; where a visitor violates the rules and is not dissuaded from doing so, the visit may be terminated.
Visitors shall be authorized to hand over goods to drug addicts, and the goods shall be examined by the people's police in person; cash handed over to drug addicts shall be deposited in the personal accounts of the addicts; where visitors are found to be using the visits to pass on drugs, they shall be handed over to the public security organs to deal with them in accordance with the law; and where they are found to be using the visits to pass on other prohibited goods, they shall be dealt with in accordance with the relevant provisions.
Article 24: Drug addicts may apply for out-of-home visits when their spouses or immediate family members are terminally ill or dead, or when there are other major changes in the family. An application for an out-of-home visit shall be supported by a certificate from the medical unit, the public security police station where the addict is domiciled or currently resides, or the original unit or street (township or town).
In addition to the provisions of the preceding paragraph, a compulsory segregation drug treatment center may authorize drug addicts who have achieved good results to go out to visit their spouses and immediate family members.
Article 25 Where a compulsory isolation drug treatment center authorizes a drug addict to go out to visit his or her spouse or immediate family members, it shall issue a certificate to the drug addict to go out to visit them. The time spent by a drug addict on a visit or in transit shall not exceed ten days. Drug addicts who do not return after the expiration of the period of time, other than due to force majeure, shall be treated as having escaped.
Article 26 After a drug addict returns from a visit, the compulsory isolation center shall test him or her. If they are found to have resumed drug abuse, they shall not be reported for early release from compulsory isolation.
Article 27 A drug addict who is in one of the following situations shall be warned, admonished, or ordered to repent according to the different circumstances:
(1) violating the code of conduct for drug addicts and failing to abide by the discipline of the compulsory isolation drug treatment center, and failing to correct himself after education;
(2) bullying, beating, or maltreating other drug addicts;
(3) Concealing contraband;
(d) Exchanging information on drug abuse and teaching criminal methods.
The imposition of warnings, admonitions and orders to make a statement of repentance on drug addicts shall be decided and carried out by the Drug Rehabilitation Brigade.
Article 28 A compulsory isolation drug treatment center shall manage separately those drug addicts who have seriously disturbed the order of the facility, who are in possession of or have taken or injected drugs, who have premeditated or carried out acts of escape, murder, suicide, self-injury, self-mutilation, and who are suspected of committing a crime that should be referred to the judicial organs for handling.
Individual management shall be approved by the person in charge of the compulsory segregation drug treatment center. In an emergency, measures for separate management may be taken first, and the approval procedures shall be completed within twenty-four hours.
The people's police shall arrange for specialized management of drug addicts under separate management. The duration of a single period of separate management shall not exceed five days. Separate management shall not be used consecutively.
Article 29 For drug addicts who are in possession of, or who have taken or injected drugs, they shall not be reported for early release from compulsory isolation, and shall be diagnosed and evaluated before the expiration of the period as the basis for extending the period of compulsory isolation; if they are suspected of having committed a crime, they shall be investigated for criminal responsibility in accordance with the law.
Article 30 In the case of drug addicts escape, violent attacks on others and other dangerous behavior, the compulsory isolation of people's police can be stopped in accordance with the use of police equipment. The use of police equipment, shall be recorded.
Article 31 If a drug addict escapes, the compulsory segregation center shall immediately notify the local public security organs, and cooperate with the public security organs to recover the escaped person. Recovered drug addicts shall continue to be subjected to compulsory isolation, and the period of escape shall not be counted as part of the period of compulsory isolation. Recovered drug addicts may not be reported for early release from compulsory isolation.
Article 32 Where a drug addict lodges a complaint, report, denunciation or accusation, the compulsory isolation center shall promptly deal with it in accordance with the law; where an administrative reconsideration or an administrative lawsuit is filed in respect of a decision on compulsory isolation, the compulsory isolation center shall register the relevant materials and then promptly forward them to the relevant authorities.
Article 33 If a staff member of a compulsory drug rehabilitation center fails to perform his duties in a way that results in the entry of drugs or other contraband into the facility, or if he violates the regulations by allowing drug addicts to carry, use, or pass on drugs or other contraband, he shall be punished in accordance with the law; and if he is suspected of having committed a crime, he shall be held criminally liable in accordance with the law.
Other persons entering a compulsory isolation drug treatment center for drug addicts to pass drugs, shall be transferred to the judicial organs shall be dealt with according to law. Article 34 The compulsory isolation drug treatment centers shall carry out targeted physiological treatment, psychological treatment and physical rehabilitation training according to the types of drugs consumed and injected by the drug addicts, the degree of addiction and withdrawal symptoms.
The public security organs of the compulsory isolation of drug addiction treatment centers transferred drug addicts, shall do a good job of drug addiction treatment.
Article 35 of the drug addiction treatment of drug addicts, shall adopt scientific, standardized diagnostic and treatment techniques and methods, the use of drugs and medical equipment in line with the relevant provisions of the state. Narcotic drugs and psychotropic substances used in drug treatment shall be applied for purchase and strictly managed in accordance with the regulations, and when used shall be prescribed by a physician with the right to prescribe narcotic drugs and psychotropic substances in accordance with the relevant technical specifications.
It is prohibited to use drug addicts as subjects for drug treatment drug trials.
Article 36: Compulsory isolation drug treatment centers shall regularly conduct physical examinations of drug addicts. Drug addicts suffering from disease shall be treated promptly. Drug addicts suffering from infectious diseases, shall be in accordance with the relevant provisions of the state to take the necessary isolation treatment measures.
Article 37 The drug addict suffers from a serious disease, not out of the treatment may be life-threatening, with the medical institutions or hospitals above the second level of diagnostic certificates issued by the compulsory segregation of drug addiction treatment by the province, autonomous region, municipality directly under the Central Government of the judicial administrative organs of the drug rehabilitation management department for approval, reported to the compulsory segregation of drug addiction treatment for the record, compulsory segregation of drug addiction treatment center can be permitted to go outside the medical treatment, and issue the certificate of medical treatment. The compulsory isolation drug treatment center may allow it to seek medical treatment outside its premises and issue a certificate of medical treatment outside its premises.
Article 38 During the period in which a drug addict seeks medical treatment outside the facility, the period of compulsory segregation for drug addiction treatment shall be calculated consecutively. For the health condition is no longer suitable to return to the implementation of compulsory isolation drug treatment, compulsory isolation drug treatment center shall be compulsory isolation drug treatment decision-making body to put forward the proposal to change to community drug treatment, and at the same time reported to the compulsory isolation drug treatment center in the province, autonomous region, municipality directly under the Central Government judicial administrative organs of the drug treatment management department for the record.
Article 39 Compulsory isolation drug treatment centers shall establish mental health files of drug addicts, carry out mental health education, provide psychological counseling, psychological treatment for drug addicts; serious abnormalities in the psychological state or a dangerous tendency to commit murder, self-injury, self-injury, and other drug addicts shall be carried out in psychological crisis intervention.
Article 40 The use of protective restraints for drug addicts who may injure or harm themselves shall be approved by the person in charge of the compulsory segregation drug treatment center. The use of protective restraint measures shall comply with relevant medical standards.
The people's police and medical personnel shall closely observe drug addicts who are subjected to protective restraint measures; after the elimination of situations in which self-injury or self-mutilation may occur, the protective restraint measures shall be lifted in a timely manner.
Article 41 Compulsory isolation drug treatment centers may carry out medical cooperation with social medical institutions to improve the level of drug treatment and medical quality.
Article 42 Compulsory segregation drug treatment centers shall conduct physical rehabilitation training for drug addicts through the organization of physical exercise, recreational activities, and life-skills training, to help drug addicts recover their bodily functions and strengthen their physical abilities.
Article 43 Compulsory isolation drug treatment centers may, in accordance with the needs of drug treatment, organize drug addicts who have the ability to work to participate in the necessary productive work.
Organizing drug addicts to participate in productive work shall pay remuneration for their work. The labor time for drug addicts shall be no more than five days a week and no more than six hours a day. No arrangements shall be made for drug addicts to participate in productive labor on legal holidays.
Article 44: Compulsory isolation drug treatment centers shall establish a production safety management system, the production of drug addicts to participate in the production of labor safety education, provide the necessary labor protection supplies. Production and labor sites and labor projects should be in line with the relevant provisions of production safety management, shall not introduce flammable, explosive and other dangerous production projects, shall not be organized for drug addicts to engage in labor that hinders physical rehabilitation. Article 45 Compulsory isolation drug treatment center shall be newly received drug addicts for a period of not less than one month of education, education content including compulsory isolation drug treatment laws and regulations, the rules and discipline, the rights and obligations of drug addicts.
Article 46: Compulsory isolation drug treatment centers shall take the form of classroom teaching to educate drug addicts on health, the legal system, morality and situation and policy.
Article 47 Compulsory isolation drug treatment centers shall carry out targeted individual education for drug addicts. Drug detoxification brigade people's police should be familiar with the basic situation of drug addicts in charge, grasp the ideological dynamics of each drug addicts in charge of at least once a month for individual conversation. Drug addicts have serious thoughts, emotional fluctuations, should be timely conversation and guidance.
Article 48 The compulsory isolation drug treatment centers shall carry out cultural construction of drug rehabilitation, the use of film and television, broadcasting, exhibitions, cultural performances, books, newspapers, bulletin boards and local area networks and other cultural carriers, active cultural life of drug addicts, enriching the form of education.
Article 49 Compulsory isolation drug treatment centers shall strengthen the contact with the local departments and units, through the signing of help and education agreement, to carry out the form of help and education, to do a good job in the education of drug addicts.
Compulsory isolation drug treatment centers may invite relevant experts, scholars, social workers, volunteers and successful drug addicts to assist in education. Those who have made significant achievements and outstanding contributions to assisting in education shall be recognized and rewarded.
Article 50 Compulsory isolation drug treatment centers shall coordinate with the human resources and social security departments, drug addicts for vocational skills training and vocational skills appraisal; vocational skills appraisal of qualified, the issuance of the appropriate vocational qualification certificate.
Article 51 Compulsory isolation drug treatment centers shall carry out social education before the release of drug addicts, education time is not less than one week.
Compulsory segregation drug treatment centers can arrange for drug addicts to visit and experience drug rehabilitation places and drug maintenance treatment places, to carry out drug rehabilitation, drug maintenance treatment related knowledge propaganda and education, for the lifting of compulsory segregation of drug addiction rehabilitation places voluntarily enter the rehabilitation place or to participate in drug maintenance treatment of drug addicts to provide convenience. Article 52 Compulsory segregation drug treatment centers shall set up living facilities for drug addicts in accordance with regulations. Dormitories for drug addicts shall be strong and safe, ventilated and bright, and equipped with the necessary living supplies. The living environment for drug addicts shall be landscaped and beautified.
Article 53: Compulsory isolation drug treatment centers shall keep the living quarters of drug addicts clean and tidy, and regularly organize hair-cutting, bathing, and drying of bedding for drug addicts, and maintain their personal hygiene.
Compulsory isolation drug treatment centers shall standardize the dress code of drug addicts.
Article 54 Compulsory isolation drug treatment centers shall ensure that the food supply for drug addicts is not less than the prescribed standard. Drug addicts food funds shall not be diverted for other purposes. The canteen for drug addicts shall publish monthly accounts of meals.
The drug addicts who are undergoing detoxification treatment or who are ill shall be given appropriate care in their meals. For ethnic minority drug addicts, their eating habits should be respected.
Article 55: Compulsory isolation drug treatment centers shall ensure the safety of the diet of drug addicts. Cafeteria management personnel and cooking staff shall obtain health certificates issued by the competent administrative department of health, every six months for a health examination, the health examination shall be adjusted in a timely manner.
The canteens for drug addicts implement a forty-eight-hour food sampling system.
Article 56: Drug addicts may purchase daily necessities in the store. Commodities sold in in-house stores shall be reasonably priced and clearly labeled, and the sale of expired or spoiled commodities is prohibited.
Compulsory segregation drug treatment centers shall inspect the commodities purchased by their stores to prevent the inflow of prohibited goods.
Article 57 Compulsory isolation drug treatment centers shall do a good job of disease prevention and control. Occurrence of infectious disease outbreaks, shall promptly report to the competent authorities and the local disease prevention and control departments in accordance with the provisions, and take appropriate preventive and control measures. Article 58 Compulsory isolation drug treatment centers shall, in accordance with the relevant provisions of the diagnostic assessment of drug addicts. Compulsory isolation of drug rehabilitation period expires and the diagnosis and assessment of drug addicts to meet the prescribed standards, shall be released from compulsory isolation of drug rehabilitation.
After diagnosis and evaluation, the drug addicts who meet the prescribed conditions, the compulsory isolation drug treatment center can put forward the opinion of early release from compulsory isolation or extend the period of compulsory isolation, and in accordance with the prescribed procedures to report to the decision-making body of compulsory isolation for approval. Compulsory segregation of drug addiction treatment centers receive compulsory segregation of drug addiction treatment decision organ issued by the early release of compulsory segregation of drug addiction treatment decision or extension of the period of compulsory segregation of drug addiction treatment decision shall be promptly served on the drug addicts.
Article 59 The compulsory isolation drug treatment center shall notify the decision-making authority of the compulsory isolation drug treatment three days prior to the release of the drug, and at the same time notify the family members of the drug addicts, the unit, the place of domicile or the public security police station of the place of residence of the drug addicts will be retrieved on schedule. If a drug addict leaves the facility unclaimed and leaves on his or her own, the compulsory segregation center shall promptly notify the decision-making authority of the compulsory segregation.
For persons released from compulsory isolation for medical treatment, the compulsory isolation facility shall promptly notify them to come to the facility to complete the formalities for release from compulsory isolation.
Article 60 If a person is released from compulsory isolation, the compulsory isolation drug treatment center shall issue a certificate of release from compulsory isolation to the drug addict, and at the same time return the property in escrow.
Article 61 Where a drug addict is lawfully admitted to prison to carry out a sentence or is detained or arrested in accordance with the law, the compulsory segregation drug treatment center shall, in accordance with the relevant legal instruments, go through the handover formalities with the relevant departments and notify the organ that decides on compulsory segregation drug treatment; where the compulsory segregation drug treatment has not yet expired at the time of the release of the drug addict, compulsory segregation drug treatment will continue to be carried out.
Article 62 In the event of the death of a drug addict in a compulsory segregation drug treatment center, the compulsory segregation drug treatment center shall immediately report the death to the competent authorities, notify his or her family, the decision-making authority of the compulsory segregation drug treatment and the local people's procuratorate. If the family of the drug addict has doubts about the cause of death, it may entrust the relevant authorities to make an appraisal. Other aftermath matters are handled in accordance with the relevant provisions of the State.
Article 63 of the compulsory isolation drug rehabilitation center shall properly keep the files of drug addicts. Files include: the decision of compulsory isolation drug treatment, compulsory isolation drug treatment personnel into the registration form, compulsory isolation drug treatment personnel into the health status checklist, property custody registration form, medical records, mental health files, diagnostic and assessment results, the decision to early release of compulsory isolation drug treatment or extend the period of compulsory isolation drug treatment decision, the release of compulsory isolation drug treatment certificate, as well as in the compulsory isolation of drug treatment during the period of the important The documents and audio-visual materials generated during the period of compulsory isolation drug treatment.
Except as expressly provided by law, a compulsory segregation drug treatment center shall not provide information on the files of drug addicts to the outside world. Article 64 If a person addicted to drugs voluntarily accepts compulsory isolation for drug addiction treatment, he or she shall, with the written consent of the public security organ of the place where the compulsory isolation drug addiction treatment center is located, submit an application to the compulsory isolation drug addiction treatment center. Compulsory segregation of drug addiction treatment center agrees to accept, shall sign a written agreement with it on the duration of drug addiction treatment, drug addiction treatment measures, rights and obligations and other matters; the agreement is not agreed, with reference to the relevant provisions of this provision.
Article 65 These Provisions shall come into force on June 1, 2013.
