One, the organization and management
According to the principle of territorial management, the education administration above the county level is responsible for the organization and implementation of the physical examination of primary and secondary school students under its jurisdiction, by the county (city, district) health and education administration **** with the identification of medical institutions to undertake the task of student physical examination. Counties (cities, districts) Health Bureau in strict accordance with the Ministry of Health, Ministry of Education, "primary and secondary school students health examination management approach" stipulates the qualification requirements of the health examination institutions, the applicant organization to identify, by the Municipal Bureau of Health audit, sent to the same level of education administration for the record, for the record for a period of one year. Counties (cities, districts) health and education administrative departments to be regularly published in the first half of each year through the identification of the list of institutions.
Two medical and health institutions to undertake physical examination must have legal personality, hold a valid "medical institutions practice license", public medical and health institutions (including regional primary and secondary school health care institutions under the education administrative department and there are affiliated primary and secondary school health care institutions of higher education) can apply to participate in primary and secondary school students' health checkups, and at the same time to encourage and support eligible township health centers, community health service centers to participate.
Three undertake primary and secondary school students health examination unit of the medical examiner must have the appropriate qualifications, medical examination should receive relevant professional training, unified examination standards and methods. Health administrative departments at or above the county level is responsible for organizing the training and assessment of health examination personnel. Medical examination personnel must be qualified by the training and assessment before taking up their duties, the induction certificate printed by the Provincial Department of Health.

Five health check-up institutions, on the basis of complete hardware such as personnel, premises and equipment, use the student health check-up management system in a unified manner, and carry out individual and group statistics, analysis and evaluation of the data from the check-ups, as well as issue reports on the check-ups and provide health guidance. Individual report forms are fed back to students within two weeks after the health checkup; school comprehensive medical checkup report forms should be fed back to the school within one month after the checkup; and comprehensive medical checkup report forms for each school should be fed back to the local education administration department within two months after the checkup. The counties (cities and districts) analyze the results of students' physical examinations and report them to the education administrative departments and health administrative departments on a regular basis.
Six schoolchildren have their eyesight examined twice a semester and have a routine health checkup once a school year.
All medical and health institutions that undertake health checkups for primary and secondary school students should uniformly use the "Health Checkup Form for Primary and Secondary School Students in Shandong Province" (see Annex 2) developed by the Provincial Department of Health.

Tuberculin Test (mandatory for new students entering primary and junior high schools).
Second check items when necessary
1. Liver function: gammaglutaminase, bilirubin (for boarding students);
2. Routine blood tests: hemoglobin, red blood cells, white blood cells, platelet count;
3. Blood type (for new students entering elementary school);
4. Municipalities may add or subtract items when necessary according to the specific situation. increase or decrease.
Three, quality control
One by the Provincial Department of Health and the Provincial Department of Education in conjunction with the relevant departments to set up primary and secondary school students health checkup quality control group (hereinafter referred to as the "quality control group"), is responsible for primary and secondary school students across the province physical examination quality supervision and guidance, and regular municipal quality control staff to conduct unified training. Quality control standards in accordance with the "Shandong Province, primary and secondary school students health examination quality control standards" and other requirements (issued in a separate document).
Two cities should also set up the corresponding quality control group, each year regularly on the counties (cities, districts) of the quality of the physical examination on-site sampling, and notify the results of the sampling, substandard physical examination unit rectification until the proposed approval of the agency to cancel its physical examination qualification.
Three medical equipment used for health checkups for primary and secondary school students must be tested by organizations with statutory testing qualifications and use qualified disposable medical supplies. Medical waste is handled uniformly in accordance with the provisions of the Measures for the Management of Medical Waste in Healthcare Institutions.
Four, sources of funding and fees
According to the "Management Measures for Health Checkups for Primary and Secondary School Students", the province's compulsory education students' health checkup costs, included in the school's public funds expenditure, shall not be charged to the students. Schools of all levels and types of compulsory examination, urban elementary school, junior high school grade 1 students 15 yuan per student per year (including tuberculin test 5 yuan), other grades students 10 yuan per student per year; rural (including counties and towns) elementary school, junior high school grade 1 students 13 yuan per student per year (including tuberculin test 5 yuan), other grades students 8 yuan per student per year.
Boarding students are given additional tests for gammaglutaminase (4 yuan) and bilirubin (4 yuan) when necessary.
The health checkups for high school students can be carried out with reference to the items and standards of medical checkups for compulsory education students, and the medical checkup fees will be paid out of the students' tuition fees.
These measures shall take effect from the date of issuance.
