What measures does the Health and Health Commission take to improve the supply guarantee capacity of anticancer drugs?

Public hospitals implement classified procurement of drugs. First, for the basic drugs and generic drugs produced by many enterprises with large clinical dosage and high purchase amount, the provincial drug procurement institutions adopt the double envelope system of public bidding procurement, with hospitals as the procurement subject and purchasing drugs at the winning bid price. The second is to establish an open and transparent multi-party price negotiation mechanism for some patented drugs and exclusive drugs. Third, generic drugs for women and children, emergency (first aid) drugs, basic infusion, drugs with small clinical dosage and commonly used low-priced drugs are directly purchased by hospitals. Fourth, drugs that are clinically necessary, small in dosage and in short supply in the market are produced by the state through bidding and purchased through negotiation.

Vigorously promote the standardization of tumor diagnosis and treatment. Improve the relevant technical specifications, organize and carry out the "Guidelines for Disease Diagnosis and Treatment" and "Clinical Technical Operation Specifications" of various professions, and revise the relevant disease diagnosis and treatment specifications in a timely manner. Strengthen the management of diagnosis and treatment, set up a national quality control center for standardized diagnosis and treatment of cancer diseases, set up cancer quality control centers in 26 provinces, and establish and improve a cancer quality control system. Popularize the application of new treatment technologies, strengthen medical quality management, promulgate and implement the Measures for the Management of Medical Quality, and constantly improve the medical quality management and the standard system of clinical diagnosis and treatment.

Increase the research and development of anticancer drugs. In 2008, China began to implement the major science and technology project of "Major New Drug Creation". The new drug project is a task-based scientific research project for practical application and industrial development. By the end of 20 17, more than 700 projects have been established, and a large number of varieties including anticancer drugs have obtained new drug certificates, and 8 anti-tumor drugs have obtained 1 new drug certificates. The new drug project has also given support to large varieties urgently needed in clinic, transformed more than 200 varieties urgently needed in clinic, involving more than 80 kinds of national essential drugs, and greatly improved the quality of drugs.
