In 1992, the Hunan Provincial Government set up the "ChangZhuTan Regional Planning Leading Group" and its office, specifically by the Development and Reform Commission, the three cities set up a working group accordingly. The China Academy of Urban Planning and Design (CAUPD) was assigned the task of designing the project.
On May 10, 2003, China Unicom canceled the CDMA long-distance and roaming charges between the three cities, and the calls between the two places were counted as local calls.
On July 24, 2003, the 12th executive meeting of Hunan Provincial People's Government passed the Measures for the Construction and Protection of the Ecological and Economic Belt of Changsha, Zhuzhou and Xiangtan Sections of the Xiangjiang River in Hunan Province, which came into effect on September 1, 2003,. The Xiangjiang River Eco-Economic Zone covers an area of 468.86 square kilometers, including the urban riverfront areas of Changsha, Zhuzhou and Xiangtan.
In 2004, the draft regional plan for the Changzhutan urban agglomeration was released, and in November, it was publicized to the public for comments.
In August 2004, Hunan Province and the World Bank signed a loan agreement for the ChangZhuTan Urban Development Project, with the World Bank providing an initial loan of 172 million U.S. dollars for four projects, including the Xiangjiang River Ecological and Economic Belt, Changsha Changsha City Sewage Treatment Plant, Zhuzhou Clean Coal Project, and the restoration of the Zhaoshan scenic spot in Xiangtan.
In 2005, Yiyang proposed to join the ChangZhuTan Economic Circle.
In the first half of 2005, the three cities of ChangZhuTan accomplished a total GDP of 100.585 billion yuan, and the half-yearly total exceeded one hundred billion yuan for the first time.
September 1, 2005, the Xiangjiang River Ecological and Economic Belt, the key project: ChangZhuTan Xiangjiang River Flood Control and Landscape Belt began construction, connecting the three cities of the Xiangjiang River Flood Control and Landscape Belt 128 kilometers long, with a total investment of more than 2 billion yuan, is expected to December 2008 completion.
September 25, 2005, the Changsha Eco-Zoo began construction in Mureyun Town, south of Changsha City, which is an important component of the "Green Heart".
On September 30, 2005, Zhuzhou Avenue was completed and opened to traffic, with a total length of 4.1 kilometers. It is an urban trunk road transformed mainly on the basis of the former first-class highway Tianyi Highway (connecting Tianyuan District of Zhuzhou City and Yichuanhe Town of Xiangtan County). It starts from Donghu Overpass in the east and ends at Dashiqiao Toll Station of Beijing-Zhuhai Expressway in the west (near the border of Xiangtan).
In October 2005, the Hunan Provincial People's Government formally approved the ChangZhuTan City Cluster Regional Plan, and the Hunan Provincial Development and Reform Commission formally announced the content of the plan on the 19th, which marked the first city cluster regional plan in inland China.
On January 5, 2006, the Hunan provincial government declared to the National Development and Reform Commission that the ChangZhuTan City Cluster would be set up as a national comprehensive reform pilot area.
A statistical bulletin released on February 28, 2006, showed that the total GDP of the three cities of ChangZhuTan was 241.26 billion yuan, an increase of 14%, surpassing that of Wuhan (228.669 billion yuan) for the first time.
On June 27-28, 2006, the first joint meeting of party and government leaders of the three cities of ChangZhuTan was held in Changsha, where the mayors of the three cities signed the ChangZhuTan Regional Cooperation Framework Agreement.
February 2007 ChangZhuTan bus officially opened.
In December 2007 after submitting to the State Council for approval, the National Development and Reform Commission approved the Changsha, Zhuzhou and Xiangtan urban agglomeration as the National Comprehensive Supporting Reform Pilot Area for the Construction of Resource-saving and Environment-friendly Society.
June 30, 2010, ChangZhuTan Intercity Railway officially started construction, he is connected to Changsha, Zhuzhou, Xiangtan urban agglomeration of intercity express railroad, intercity railroad 96 kilometers long, *** set up 21 stops, the whole line of the highest operating speed of 160 kilometers per hour. The decisive breakthrough in the project, ChangZhuTan Intercity Railway Hexi section tunnel is expected to be completed and opened to traffic in 2015, and the transportation time between the three cities of ChangZhuTan will be shortened to less than 30 minutes.
