The Red Cross was founded on the initiative of the Swiss Henri Dunant.
It was founded on February 9, 1863, as the International Committee for the Relief of the Wounded and Soldiers (ICRW) by a Swiss, Henri Dunant, and in 1880 it became the Red Cross.
In October 1863, at the urging of the International Committee of the Red Cross, an international conference was held in Geneva, attended by representatives of sixteen countries, which agreed on the basic principles of the Red Cross movement.
In August 1864, an international conference was held in Geneva, officially sponsored by Switzerland, which signed the Geneva Convention for the Amelioration of the Condition of the Wounded in Armed Forces in the Field. The Convention summed up the resolution of the 1863 International Conference and stipulated that national ambulance organizations for the wounded had the privilege of being protected and of using the Red Cross emblem. From then on, the Red Cross movement was given a legal basis at the international level, and the International Red Cross was formally recognized by international conventions.

In February 1904, in order to rescue Chinese refugees, Shen Dunhe and others from the Shanghai Customs Department initiated the establishment of the "Three Eastern Provinces Red Cross Society" out of righteous indignation. This was the earliest Red Cross-related organization in China.
On March 10, 1904, Lv Haihuan, Minister of Commerce and Treaty of the Qing Dynasty, and Sheng Xuanhuai, Left Minister of the Ministry of Public Works, invited representatives of Britain, the United States, France and Germany, who were neutral, to negotiate with them for the establishment of the Shanghai Branch of the Red Cross Society of All Nations.
In 1907, it was renamed the Qing Red Cross.
