In order to implement the requirements of the study and promotion activities of the Commission for effective transformation of functions and styles of work (Great Research, Great Discussion and Great Transformation) on deepening the "establishment, modification and abolition" of normative documents, and after consulting with the relevant departments of the State Council and agreeing with the relevant departments, it is decided to abolish the Notice on the Issuance of Rules for the Administration of Coal Production Licenses. It was decided to abolish 7 regulations such as the Notice on Issuance of Implementing Rules for Coal Production License Management Measures and 108 normative documents such as Regulations on Coal and Power Saving Work in Electric Power Grids and Thermal Power Plants (see Attachment 1), and to amend 5 normative documents such as Guidelines on Preparation of Transformation Plans for Resource-Depleted Cities (see Attachment 2).
