Scope of government procurement:

(1) Preparation and Approval of the Government Procurement Budget:

Departments charged with the responsibility of preparing departmental budgets shall, in preparing the departmental budgets for the next fiscal year, list the items and funding budgets for government procurement for that fiscal year and report them to the finance department at the current level for summary. Approval of departmental budgets shall be carried out in accordance with budget management authority and procedures.

In the case of goods or services projects procured by invitation to tender, the purchaser shall select more than three suppliers by randomization from among the suppliers meeting the appropriate qualification conditions and issue an invitation to tender to them.
