Applications for the establishment of medical institutions shall be submitted to the following documents:
1, set up the application;
2, set up the feasibility study report;
3, site selection report and architectural design plan.
Units or individuals to set up a medical institution, shall be set up in accordance with the following provisions of the application:
1, no beds or beds less than 100 medical institutions, to the county-level people's government of the local health administrative department;
2, beds in more than 100 medical institutions and specialized hospitals in accordance with the provincial people's government of the health administrative department Application. The health administrative department of the local people's government at or above the county level shall, within 30 days from the date of acceptance of the application for setting up, make a written reply of approval or disapproval; approval of the setting up of a medical institution shall be issued to set up a medical institution approval letter. The setting up of medical institutions under national unified planning shall be decided by the health administrative department of the State Council.

Applicants for registration to practice in a medical institution shall have the following conditions:
(1) If an approval letter for the establishment of a medical institution should be applied for in accordance with the regulations, an approval letter for the establishment of a medical institution has been obtained;
(2) It conforms to the basic standards for medical institutions;
(c) have a suitable name, organization and premises;
(d) have funds, facilities, equipment and professional health technicians appropriate to the business they carry out;
(e) have the appropriate rules and regulations;
(f) be able to independently assume civil liability.
