State Grid Corporation unattended substation operation and maintenance management regulations
Chapter 5 equipment inspection
Article 30 operation and maintenance class is responsible for the unattended substation under the jurisdiction of the on-site equipment related to inspection work.
Article 31 General Requirements for Inspection:
(1) The number of inspections shall be increased appropriately for the equipment that does not have a reliable automatic monitoring and alarm system;
(2) The production site of the substation shall be equipped with perfect safety measures and markings, and the construction area of the station must be reliably isolated from the operation area;
(3) In order to ensure the safety of the nighttime inspection. The substation should have perfect lighting in the equipment area;
(4) the site inspection tools should be qualified and complete;
(5) routine inspection, comprehensive inspection and professional inspection, operation and maintenance personnel should carry out equipment inspection with standardized inspection guide book (card), inspection items and standards in accordance with the standardized inspection guide book (card) validated by the unit;
(6) spare transformers should be in accordance with the operating equipment;
(6) the substation production site should have perfect safety measures and signs. ) The standby transformer shall be inspected in accordance with the requirements for operating equipment.
Article 32 of the unmanned substation equipment patrol inspection, divided into routine inspection, comprehensive inspection, professional inspection, lights out inspection and special inspection.
Article 33 routine inspection: a type of substation every 2 days not less than 1 time; two types of substations every ?3? days not less than ?1? times; three types of substations every week not less than ?1 time; four types of substations every two weeks not less than 1 time.
Configuration of intelligent robotic inspection system substations can reduce the frequency of routine inspection. Routine inspection refers to the routine inspection of the appearance of station equipment and facilities, abnormal sound, equipment leakage, monitoring system, secondary devices and auxiliary facilities abnormal alarms, fire safety and security system integrity, substation operating environment, defects and hidden trouble tracking and inspection, etc., and the specific inspection items are carried out in accordance with the field operation regulations.
Article 34 Comprehensive inspection: one type of substation not less than 1 time per week; two types of substations every ?15?days not less than ?1?times; three types of substations not less than ?1 time per month; four types of substations not less than 1 time every two months.
Comprehensive inspection refers to the routine inspection program on the basis of the station equipment to open the box door inspection, record the equipment operation data, check the equipment fouling, check the fire prevention, small animal prevention, anti-error lockout, etc., there are no loopholes, check whether the grounding network and leads are intact, check the substation equipment plant, and so on in the details of the inspection.
Article 35 of the professional inspection: a type of substation not less than 1 time per month; two types of substations not less than ?1? times per quarter; three types of substations not less than ?1 times per half year; four types of substations not less than 1 time per year. Professional inspection refers to the centralized inspection and testing of equipment jointly carried out by O&M, maintenance and equipment condition evaluation personnel for the purpose of in-depth mastery of equipment status.
Article 36 lights out inspection is not less than 1 time per month. Lights out inspection refers to the lights out at night to carry out inspections, focusing on checking the equipment for corona, discharge, joints have no overheating phenomenon.
