The bid evaluation committee shall reject the bid in one of the following cases:
1. The bidding document is not sealed by the bidding unit and signed by the person in charge of the unit;

3. The bidder does not meet the qualification conditions stipulated by the state or the bidding document;
4. The same bidder submits more than two different bidding documents or bidding offers, except for the bidding documents require the submission of alternative bids;

6. The bidding documents do not respond to the substantive requirements and conditions of the bidding documents;
