Does not have the conditions of open bidding, may choose other ways of procurement in accordance with the relevant provisions of the State.
Article 20 of the medical and health institutions should strengthen budget management, strict implementation of the annual equipment plan and procurement implementation plan. Projects not included in the plan, in principle, shall not arrange procurement. Due to special circumstances require unplanned procurement, should be strictly justified approval.
Article 21 of the provincial health administrative departments based on the relevant provisions of the state to develop the region's emergency procurement plan. Emergency procurement due to sudden public *** events and other emergency situations require emergency procurement, medical and health institutions shall be in accordance with the emergency procurement plan.
Article 22 of the need to purchase imported medical equipment, should be in accordance with the relevant provisions of the state to strictly fulfill the approval procedures for the procurement of imported equipment.
Article 23 of the medical and health institutions should strengthen the standardized management of medical equipment procurement contracts, to ensure the quality of the procurement of equipment, and strictly guard against various types of risk, to ensure financial security.
Article 24 of the medical and health institutions should establish medical equipment acceptance system. Medical equipment arrival, installation, commissioning and use, medical equipment management should be organized to use the department, the supplier according to the contract agreement in a timely manner for acceptance. Acceptance should be completed after the completion of the acceptance report, and signed by all parties to confirm.
Article 25 of the medical equipment acceptance should be completed within the contractual claims period. If the acceptance fails, the claim shall be processed in time.
Article 26 of the medical and health institutions to apply for the configuration and procurement of large-scale medical equipment included in the national management of items, in accordance with the relevant provisions.
Article 27 of the medical and health institutions shall establish access to medical supplies management system. Belong to the centralized purchasing directory, the medical equipment management department shall, in accordance with the relevant provisions of the organization's experts for selection. Article 28 of the medical and health institutions shall establish a medical consumables in and out of the warehouse management system and strictly enforced.
Article 29 of the medical and health institutions should strengthen the one-time use of sterile equipment procurement record management. Procurement records should include the name of the enterprise, product name, origin, specifications, number of products, production batch number, sterilization batch number, product expiration date, date of purchase, etc., to ensure that each batch of products can be traced back to the source of purchase.
