"China *** Yichun Municipal Party Committee, Yichun Municipal People's Government on the promotion of the cause of persons with disabilities in the development of a number of opinions" (hereinafter referred to as "Opinions") is a document of the Municipal Party Committee of China *** Yichun, on October 30, 2009 issued. Below, the reporter on the majority of readers, especially compatriots with disabilities concerned about the phase of medical care: reduce or waive some of the costs of the "Opinions" clearly, in order to ensure that people with disabilities to enjoy basic medical and health services, urban people with disabilities were included in the basic medical insurance for urban workers and basic medical insurance for urban residents. Gradually, cataract surgery and psychiatric rehabilitation for poor persons with disabilities are being incorporated into the scope of urban workers' medical insurance, basic medical insurance for urban residents, and new rural cooperative medical care, and prosthetic limb fittings and vision and hearing compensation services for persons with disabilities are being incorporated into the scope of social medical assistance. Medical institutions should set up windows that give priority to persons with disabilities in medical consultations, payment of fees, laboratory tests, and collection of medication; when persons with disabilities seek medical treatment, they are exempted from fees for outpatient registration, injections, and medication changes (none of which include material fees) upon presentation of their Disabled Person's Certificate; and inpatient fees for the "three major routines" (blood, urine, and fecal matter), chest X-ray examination fees, general bed fees, and third-level nursing care are reduced by 50 per cent. The fees for the "three major routine" (blood and urine and stool) examinations, chest X-ray examination fees, ordinary bed fees and tertiary care fees for hospitalized patients are reduced by 50%. The urban and rural medical assistance system should take poor people with disabilities as the key target of assistance for people with disabilities suffering from serious illnesses, after the examination of the Disabled Persons' Federation department, the civil affairs department for approval, in accordance with the provisions of the medical assistance for serious illnesses. Rehabilitation: The Opinions require that governments at all levels should, with the goal of "rehabilitation services for all", set up a network of community-based rehabilitation services adapted to the rehabilitation needs of all types of persons with disabilities, strengthen the construction of rehabilitation centers (stations) for persons with disabilities at all levels, and take the form of public, private and privately-run subsidized rehabilitation institutions for persons with disabilities in various forms through multiple channels. Strengthen the construction of rehabilitation centers (stations) for the disabled at all levels, adopt the forms of publicly-run, privately-run and privately-subsidized, and establish various forms of rehabilitation institutions for the disabled through multiple channels. Vigorous efforts are being made to develop community-based rehabilitation services for persons with disabilities, and to promote rehabilitation in the community and services to families. Governments at the county level and above should encourage and support social forces to set up rehabilitation institutions for persons with disabilities, formulate and improve methods of providing assistance for the rehabilitation of persons with disabilities, and give financial subsidies to poor persons with disabilities for their basic rehabilitation needs, such as rehabilitation training and the fitting of assistive devices. Auxiliary equipment supply services for persons with disabilities at all levels offer price concessions to persons with disabilities for the purchase of wheelchairs, scooters and other rehabilitation equipment, and exempt them from service consultation fees. Priority is given to the rescue treatment and rehabilitation of children with disabilities, with special emphasis on the rescue rehabilitation and training of hearing and speech for deaf children under the age of seven and the rehabilitation and training of impoverished children with disabilities and children with autism. Governments at all levels must ensure that the funds required for key rehabilitation programs are included in the annual fiscal budget. With regard to the establishment of a sound disability prevention system, action plans for disability prevention are being formulated and implemented, a comprehensive, socialized prevention and control network is being set up, and a disability prevention mechanism with accurate information, scientific methods, sound management and effective monitoring is being formed. Community-based, three-tiered prevention work focusing on primary prevention is being carried out extensively. Measures such as improving the quality of the birth population, developing mental health education and health care, focusing on the prevention of mental disabilities, doing a good job of iodine supplementation and water reform, and reinforcing measures for safe production, labor protection and traffic safety have been taken to effectively control the occurrence and development of disabilities. Popularize knowledge of prevention for people with disabilities and raise public awareness of disability prevention. Relief: Implementing key protection The Opinions stipulate that governments at all levels should, in accordance with the requirements of key protection and special assistance, effectively list families with severe disabilities who have no income, as well as families with multiple disabilities and old people with disabilities, as objects of low income regular subsidies; all poor persons with severe disabilities who are 18 years of age or older and independently headed should be included in the minimum subsistence guarantee. Governments at all levels should accelerate the construction of hospices or care facilities for persons with disabilities, with construction and working funds to be met by finance at the same level and by seeking funds from higher levels. Governments at the county level and above should arrange for a portion of the welfare lottery and sports lottery public welfare funds retained at their level each year to be earmarked for rehabilitation, special education, social assistance and sports for persons with disabilities. Persons with disabilities in urban and rural areas who are unable to work, have no source of livelihood, and have no legal dependents are entitled to the "Five Guarantees" treatment, or are not subject to any age limit, and are given priority in admission to welfare institutions and homes for the aged. Persons with severe disabilities who need care in their diet and daily lives should be given priority placement in hospices or day-care facilities, and should be entitled to the same level of subsidized funding for social welfare institutions. For impoverished persons with disabilities who cannot be admitted to hospices or institutions, the Government arranges special funds to provide them with subsidies for living at home and for nursing care. Urban affordable and low-rent housing construction plans and rural dangerous housing reconstruction plans should give priority to and take care of qualified families of impoverished persons with disabilities. When persons with disabilities in rural areas apply for residential land to build houses, township governments and land management departments should give priority to arranging and processing procedures, and exempt them from land management and other related fees. Life: enjoy a variety of preferential treatment in the development of social welfare and charitable undertakings for persons with disabilities, the "Opinions" stipulates that the implementation of family planning one-child families with disabilities special support system, the identification of families with non-hereditary diseases that can not grow into a normal labor force, the population and family planning departments to issue a "birth certificate for one more birth"; no longer give birth to or loss of fertility of the family, the one-child disability identified to reach three or more and obtain a "certificate for persons with disabilities". For families that no longer have children or have lost the ability to procreate, and whose only child has been identified as having a disability of at least three degrees and has obtained a Certificate for Persons with Disabilities, each parent is given a monthly allowance of 80 yuan. For the installation of piped gas, water and electricity meters in the homes of impoverished persons with disabilities, installation units should give priority to the installation of such meters, and give them preferential treatment. For persons with disabilities who need to drive motorized mobility scooters for persons with disabilities, if their physical conditions are in line with the relevant national laws and regulations, they will be approved by the public security department and qualified for training, and will be issued with driving licenses by the automobile control department, and will be exempted from the licensing fee for handling the vehicle.
