Measures of Hainan Province on Implementing Emergency Regulations for Public Health Emergencies

Chapter I General Provisions Article 1 These Measures are formulated in accordance with the State Council's Emergency Regulations on Public Health Emergencies (hereinafter referred to as the Regulations) and other relevant laws and regulations, combined with the actual situation of this province. Article 2 Public health emergencies mentioned in these Measures (hereinafter referred to as emergencies) refer to sudden major infectious diseases, group diseases with unknown causes, major food and occupational poisoning and other events that seriously affect public health. Article 3 After an emergency occurs, the people's government at the provincial level shall set up an emergency response headquarters with the main leaders of the government as the chief commander to uniformly lead and direct the emergency response work within their respective administrative areas.

Territorial management shall be implemented for emergency handling of emergencies. The relevant central government organs, units, people's organizations, enterprises and institutions, sub-district offices, offices in Qionglai, residents' committees and villagers' committees stationed in Qionglai should obey the unified leadership, coordination and command of the people's government at the same level and emergency headquarters, and do a good job in the emergency handling of their own regions, systems and units. Article 4 The health administrative department of the local people's government at or above the county level shall be specifically responsible for organizing the investigation, control and medical treatment of emergencies.

The health administrative department of the people's government at or above the county level and other relevant departments shall establish a strict responsibility system for emergency prevention and emergency handling, and cooperate with each other in emergency handling according to their respective responsibilities. Fifth emergency work should follow the principle of giving priority to prevention, always standing by, and implement the principles of unified leadership, graded responsibility, timely response, decisive measures, relying on science and strengthening cooperation. Article 6 People's governments at or above the county level shall organize scientific research on the prevention and control of emergencies, and establish a reserve of materials, equipment, facilities, technology and human resources related to emergency epidemiological investigation, isolation of infectious sources, medical rescue, on-site disposal, supervision and inspection, monitoring and inspection, and health protection, and the required funds shall be included in the financial budget of the government at the corresponding level.

The provincial people's government gives financial support to the emergency work of ethnic minorities and poverty-stricken areas. Seventh provincial people's government encourages and supports international exchanges and cooperation in emergency monitoring, early warning, response and handling. Eighth people's governments at or above the county level and their health administrative departments shall give appropriate subsidies and health care allowances to medical and health personnel who participate in emergency treatment; Commend and reward those who have made contributions to the emergency response work and reported the emergencies; In accordance with the relevant provisions of the state, corresponding subsidies and pensions shall be given to those who are sick, disabled or killed because of participating in emergency handling. Specific measures shall be formulated by the health administrative department of the people's government at or above the county level in conjunction with the financial department, and shall be implemented after being approved by the people's government at the same level. Chapter II Emergency Plan Article 9 The health administrative department of the provincial people's government shall, according to the national emergency plan, formulate the emergency plan of the whole province and submit it to the provincial people's government for approval.

The people's governments of cities, counties and autonomous counties shall, according to the provincial emergency plan, formulate emergency plans for emergencies within their respective administrative areas and report them to the provincial people's government for the record. Article 10 An emergency plan shall include the following main contents:

(a) the composition of emergency headquarters and the responsibilities of relevant departments;

(2) Monitoring and early warning of emergencies;

(three) the system of emergency information collection, analysis, reporting and notification;

(four) emergency handling technology and monitoring institutions and their tasks;

(five) emergency classification and emergency treatment work plan;

(six) emergency prevention, on-site control, emergency facilities, equipment, treatment drugs and medical devices, as well as other materials and technology reserves and scheduling;

(seven) the construction and training of emergency handling professional team. Article 11 The health administrative department of the provincial people's government shall, according to the province's emergency plan, formulate special emergency plans for major infectious diseases, group diseases with unknown causes, major food poisoning, major occupational poisoning and other events that seriously affect public health, and submit them to the provincial people's government for approval before implementation. Twelfth emergency plans and special emergency plans of the people's governments at or above the county level and their relevant departments shall be revised and supplemented in a timely manner according to the changes of emergencies and the problems found in the implementation. Thirteenth people's governments at or above the county level shall, in accordance with the unified requirements of the national and provincial people's governments, establish and improve the emergency monitoring and early warning system, and formulate and improve the implementation plan of the emergency monitoring and early warning system in this administrative region.

The health administrative department of the people's government at or above the county level shall designate professional health institutions to be responsible for the daily monitoring of emergencies; The institution designated to carry out the daily monitoring of emergencies shall ensure the normal operation of the monitoring and early warning system, timely discover potential hidden dangers and possible emergencies, and report in a timely manner in accordance with the provisions of these Measures. Article 14 The health administrative department of the people's government at or above the county level shall set up an emergency health rescue team and establish an emergency rapid response mechanism. Fifteenth infectious disease hospitals and infectious disease wards established in accordance with these measures shall be retained for a long time; Professional disinfection and pest control teams, emergency health rescue teams and epidemiological investigation teams should be strengthened and kept relatively stable, and may not be dissolved or revoked without approval.
